1.0 INTRODUCTION
CHA was retained by the Stratton Air National Guard to complete a pre-renovation hazardous materials survey of all accessible interior portions and limited exterior portions of Building 1 on the Stratton National Guard Base (NGB) located in Schenectady, New York. This survey was performed to support the renovations, currently in development, which will impact floors, walls, ceilings and mechanical systems throughout the subject building.
This survey report consists of five sections, including this Introduction. Section 2.0 presents the Scope of Work, which outlines the parameters by which this project was performed and the limitations that were encountered. Section 3.0 – Hazardous Materials Survey, details the findings of the pre-renovation asbestos building inspection, lead-based paint chip sampling, mercury-containing item inventory, and PCB-containing equipment inventory. Section 4.0 presents a brief overview of the inspection results while Section 5.0 presents CHA’s conclusions and recommendations regarding the status of the building that was inspected.
2.0 SCOPE OF WORK
2.1 ASBESTOS-CONTAINING MATERIALS SURVEY
The pre-renovation asbestos-containing material (ACM) survey was performed according to the scope of work provided below. All work has been completed in accordance with federal, state, and local regulations.
CHA provided a New York State Department of Labor-certified asbestos building inspector responsible for the identification and assessment of the condition, location and quantity of suspect asbestos-containing materials associated with the accessible areas within the subject building scheduled to be renovated. The inspector collected bulk samples of identified suspect asbestos-containing material following the protocols referenced in 40 CFR Part 763.86 Subpart E (AHERA).
All bulk samples were analyzed at an accredited laboratory licensed by the New York State Department of Health (NYSDOH) Environmental Laboratory Program (ELAP) as well as the National Voluntary Laboratory Accreditation Program (NVLAP) for the analysis of asbestos bulk samples.
2.2 LEAD-BASED PAINT SURVEY
The investigation was conducted to identify Lead-Based Paint (LBP) surfaces and/or sub layers
CHA Project No. 23367 Page 2 associated with Building 1. Paint chip samples were collected at random locations within subject areas and all samples were analyzed for percent lead content using Method 6010B for percent lead in paint.
It should be noted that the lead-based paint survey is intended to assess the need for the safe and proper management of painted surfaces during the renovations throughout the building. The survey and the resultant sample data are not meant to assess building occupant exposure or to represent a risk assessment.
2.3 MERCURY CONTAINING ITEM INVENTORY
A room by room survey was performed to determine the presence of items that may contain mercury. The survey was visual in nature and did not include testing of materials to determine mercury content. The visual survey included items such as thermostats and switches.
2.4 PCB LIGHT BALLAST/FLUORESCENT LIGHT TUBE INVENTORY
A visual survey was made to determine whether fluorescent light ballasts contain PCBs and for the presence of fluorescent light tubes within the project areas of the subject building. Determination of PCBs was made by visually checking a representative number of ballasts. If the ballasts were labeled as containing “No PCBs”, then they were considered to contain no PCBs, however, if they did not have a label stating “No PCBs” they are assumed to contain PCBs.
2.5 LIMITATIONS
The renovations planned throughout Building 1 are still in the schematic design phase thus CHA attempted to inspect all interior portions of the building. Based on conversations with the project team, the bathrooms and recruitment office suite have been recently renovated and were considered “out of scope” for this pre-renovation survey. Based on this, CHA recorded the suspect materials observed in these spaces however no bulk samples were collected. The roof systems were excluded from the scope of work as the renovations are not expected to impact roof levels. See Figures 1 and 2 for the inspected portions of the building and bulk sample locations.

3.0 HAZARDOUS MATERIALS SURVEY
CHA’s background research and field observations during the site inspection with regard to suspect hazardous building materials associated with the subject building at Stratton NGB are discussed below.
3.1 RECORD REVIEW
The Air National Guard Readiness Center (ANGRC) Civil Engineering Unit Technical Services Center’s Asbestos Management Team completed an Asbestos Management Report for the Stratton National Guard Base in February/March 1996. This management plan was provided to CHA prior to the survey fieldwork and was referenced during bulk sample collection.
Based on this historical documentation, CHA determined that the thermal system insulation on heating and plumbing lines is asbestos-containing and therefore collected no additional samples of pipe insulation. Four 12” x 12” floor tiles and their respective mastics were identified as suspect for asbestos during the asbestos management plan and single samples were collected for each material.
Since the completion of the management plan in 1996, the United States Environmental Protection Agency (EPA) and New York State Department of Health clarified their bulk sample collection criteria with regard to number of acceptable samples per material and analytical methodology used for laboratory analysis. Based on the updated interpretation of both the state and federal asbestos regulations, CHA collected additional samples of floor tiles and their respective mastics.
3.2 ACM SURVEY
CHA performed a pre-renovation asbestos-containing material survey of accessible interior and exterior portions of Building 1 that will be impacted by the upcoming renovations, with exception of those areas discussed in Section 2.5. The renovations consist of the reconfiguration of interior spaces, mechanical and electrical upgrades, and the creation of new office suites.
Building 1 is a two-story brick building which was built in 1951 and consists of first floor medical and dental suites, administrative offices, conference rooms, break rooms, and bathrooms. The exterior elevation of the building was observed to have a single vintage of windows and doors sealed with one type of suspect frame caulk. A vertical expansion joint was observed extending from grade level to roof level and had a caulk filler which is also suspect for asbestos. The window and expansion joint caulk were quantified and sampled for asbestos laboratory analysis.
CHA Project No. 23367 Page 4
The mechanical room and adjoining crawlspace (accessible from the exterior of the building) were inspected for suspect asbestos-containing materials. CHA observed non-suspect fiberglass insulation and PVC fittings throughout both spaces and no suspect asbestos insulation debris was observed on the dirt floor throughout the crawlspace. Steam tunnel access was located below the stairs on the first floor. Previously-confirmed asbestos-containing thermal system insulation and mudded fitting insulation was observed on piping running within this tunnel. It is assumed that this tunnel runs the length of the building and branches to connect with the boiler room and crawlspace entrance.
The first and second floors consist of medical and dental suites of examination rooms, offices, bathrooms, and storage rooms, staff offices, and utility rooms and are very uniform in building materials. The floors are a combination of suspect 9” x 9” and 12” x 12” floor tile (and mastic), 4” cove base (and mastic) and carpeting with limited areas of multiple layers of floor tile. The walls throughout the building are suspect sheetrock and joint compound with older suspect wall plaster behind the sheetrock. The ceilings are a combination of suspect 2’ x 2’ and 2’ x 4’ drop ceiling tiles.
The bathrooms have ceramic tiled floors and walls with drop ceilings throughout. The ceramic tiles and associated bedding and seam grout are suspect for asbestos. These suspect materials observed throughout the bathrooms were noted however not sampled for asbestos laboratory analysis as they are not expected to be impacted by the renovations throughout the remainder of the building.
3.3 LBP SURVEY
CHA collected three paint chip samples throughout Building 1. Samples were collected from substrates such as walls and ceilings that are assumed to be impacted by the renovations. The walls and ceilings throughout were painted white with limited areas of newer blue paint. All samples were analyzed for lead content by weight. Paint chip samples containing lead at concentrations greater than 0.5% are identified by the USEPA and the United States Department of Housing and Urban Development (HUD) as a lead based paint, whereas any measurable amount of lead in paint is enough to trigger the requirements of the OSHA Lead in Construction Standard.
3.4 MERCURY CONTAINING ITEMS INVENTORY
A room by room survey was performed to determine the presence of items that may contain mercury. The survey was visual in nature and did not include testing of materials to determine mercury content. CHA observed digital (non-mercury containing) thermostat controls and switches throughout the subject building, no suspect mercury containing items were observed.
CHA Project No. 23367 Page 5
3.5 PCB LIGHT BALLAST/FLUORESCENT LIGHT TUBE INVENTORY
A visual survey was made to determine whether fluorescent light ballasts contain PCBs and for the presence of fluorescent light tubes within the project areas of the subject building. A representative number of ballasts were inspected throughout the building and CHA observed labeling stating “No PCBs”. Based on of the observed labeling, the ballasts are considered to contain no PCBs.
The fluorescent light tubes are known to contain trace amounts of mercury in each tube. These light tubes were quantified by building area and summarized in Section 4.0 of this report.
4.0 RESULTS
CHA identified 53 suspect asbestos-containing materials during the pre-renovation asbestos survey within Building 1 and a total of 108 individual bulk samples were collected. Of the 53 suspect asbestos-containing materials, two were confirmed positive based on historical sample results and three were confirmed positive through the current sampling and laboratory analysis. These five confirmed asbestos-containing materials are summarized in the table below.

All of the bulk samples that were collected are summarized in Table A-1. Table A-1 lists each bulk sample, the location from which it was collected, and also provides the analytical result for each sample. Table A-1 is not intended to outline all locations within the building where those materials exist. Table A-2, the Room by Room Inventory, summarizes all suspect materials that were observed. For each suspect material in each room, the asbestos content is provided.
Three paint chip samples were collected from walls and the first floor ceiling within the subject building and analyzed for % lead by weight. Paint chip sample locations and percentages can be
CHA Project No. 23367 Page 6 found in Table A-3. All three of the samples were found to have no lead above the reporting limit of 0.01% by weight for method SW846. These paints are not considered to be lead-based per EPA and HUD guidelines. The lead paint chip analytical report is provided as Appendix C.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Based upon CHA’s review of the analytical results, historical data and observations made during the inspection, the following conclusions and recommendations have been developed.
5.1 CONCLUSIONS
The conclusions presented in this report are based on information gathered in accordance with the Scope of Work defined in this section of the report. The subject building is occupied, thus destructive investigations were not utilized during this inspection. As such, pipe chases and wall cavities may exist which conceal additional suspect asbestos-containing materials not identified as part of this survey.
Five confirmed asbestos-containing materials were identified in Building 1 though laboratory analysis of bulk samples collected during this survey and the review of historical asbestos information.
The three paint chip samples collected from Building 1 were found to have no detectable lead concentrations and therefore pose no management requirements as lead-based paints by USEPA and HUD standards nor does the disturbance of these painted surfaces require and worker protection requirements under OSHA.
CHA observed approximately 405 light tubes on the first floor and 195 light tubes on the second floor.
5.2 RECOMMENDATIONS
Based on the site inspection and analysis of samples, CHA has developed the following recommendations:
Suspect asbestos materials were observed in bathrooms and the recruitment office within Building 1 however these spaces are not currently scheduled to receive renovations. If it is determined that these spaces will be impacted by the renovations, the suspect materials
CHA Project No. 23367 Page 7 observed during this survey should be sampled and analyzed for asbestos prior to completion and submission of bid documents.
Asbestos-insulated pipes were observed within a steam tunnel located beneath the first floor concrete slab. The steam tunnel is entered from beneath the first floor stairwell. It is assumed that enclosed pipe chases and wall cavities exist which conceal asbestos-insulated pipes.
CHA recommends performing destructive investigations to access a representative number of chases to inspect for suspect pipe insulation prior to construction if it is determined that the renovations will impact these chases or that the chases will be utilized for mechanical/electrical/data system routing.
A brick and grout chimney was observed within the mechanical room in Building 1. It was unclear at the time of this survey whether the chimney will be impacted by the renovations therefore the suspect brick, grout, or suspected firebrick were not sampled as part of this survey report. If it determined that this chimney will be impacted by the renovations, these suspect materials should be sampled for asbestos laboratory analysis.
The following rooms or spaces were inaccessible during the survey site work due to security issues: BioMed Office 338, 1st Sargeants Office (340), Comm. Manager’s Office, Telecomm Room (283), first and second Floor SIPRNET Rooms, and the second floor SARC Office. In addition to the inaccessible rooms listed above, it was determined prior to the completion of this survey that the recruitment office suite and all bathrooms were excluded from the planned renovations. All above-mentioned rooms should be inspected if it is determined during the design phase that they will be impacted during renovations.
Any light tubes removed from fixtures should be disposed of as universal waste during the renovation activities.
This inspection report shall not solely serve as an asbestos abatement design document for obtaining bids from abatement contractors. It is recommended that specific abatement design documents be prepared in order to specify procedures and protocols that must be observed in order to ensure that abatement activities are completed in a manner consistent with local, state and federal regulations and requirements.
