QUESTIONS AND ANSWERS FROM SOLICITATION W912PQ-12-R-0010

Q. Can an offeror include Teaming Partner’s project/contract as part of six (6) Exhibit A, PART 1 Forms?

In accordance with solicitation, section 00110 the only teaming arrangements are Joint Ventures and Contractor/Subcontractor arrangements. Requirements for submission of Joint Ventures are found in section 00110, 2.2.1.6 Joint Venture Requirements - Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. All Joint Ventures with small business concerns must be in accordance with SBA requirements. Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration ( IAW FAR 19.302 (b)) to determine eligibility. Note that there were significant changes in 2011 to the SBA requirements for a Joint venture agreement. Ensure that you have the most up to date regulations from the Small Business Administration. All questions regarding this must be directed the Small Business Administration and not the Contracting Officer.

If proposing with a major subcontractor and or teaming partner you must also include an Exhibit B, as required in 2.2.2.2 of section 00110.

Paragraph 2.2.4 of section 00110 states Offerors lacking relevant Past Performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. Offerors without design/build experience, but who wish to be considered for an award including the design-build option, should use this section to provide information on A&E firms with whom they have a relationship for possible future subcontracts. In this case, offerors shall provide relevant information to allow Government evaluators to conduct a Past Performance evaluation on the predecessor companies, key personnel and/or subcontractors.

Additional information if found in section 00110 for submission requirements concerning teaming partners.

Q. Does the government assign greater weight to the past performance of Teaming partner than of major subcontractor as part of its evaluation when a Formal Executed Teaming Agreement is included with the proposal ( Section 0010, Para 2.2.2).

Q. When a formal Teaming Agreement included with the proposal, should both teaming partners send out Exhibit C Questionnaire?

See section 00120, 3.8 Q. When submitting Key Personnel Resume as part Past Performance (Section0100, para 2.2.4), is the experience of the person restricted to “within the past years”?

Q.

Concerning section 2.2.3 – A CCASS may be included in lieu of sending Exhibit C reference package.

How would you like to receive the CCASS forms that we (the offeror) would like to use? Should we forwarded those on to rickey.harvey@ang.af.mil or leanne.holmes@ang.af.mil or should the CCASS forms be included in our Binder 2 copies behind the Exhibit C reference page?

If you have a CCASS Final Evaluation for the project that may be included in lieu of sending form

The government will look at all recent and relevant projects which have been input into the CCASS system. You may include a copy in your proposal if you wish.

Referencing Page 18/86 paragraph 2.2.2.2 and Exhibit A paragraph 2B:

Q. Does the offeror have to name intended subcontractors in the areas of mechanical, electrical, roofing etc.. as listed in the referenced sections or is this requirement for only those major subcontractors that will be "teaming" on this proposal- and be utlilzed throughout the life of the contract?.

Q. If we are required to list major subcontractors- is the awardee required only to use only these subcontractor in these disciplines as part of this contract?

The government will check major subcontractors to ensure they are not debarred or prohibited from doing business with the government. If within the 5 year period of the contract you wish to use other subcontractors not originally proposed you must only advise the contracting officer for the project in order for those subcontractors to be checked as well.

Q.

In Exhibit D Para 4 B reference is made that schedules that are over $1M “should provide the schedule in Critical Path Method (CPM) format…(including seed projects valued at less than $1M). Are the schedules to also be cost loaded showing the cost of all of the activities or just the activity duration, start and finish dates and float duration without any costs associated with the activities?

Yes, schedule is requested in order to evaluate ability to prepare CPM as part of the Technical evaluation, reference section 00120, paragraph 4.2.
