Q. It is our intention for our Company to formally put together a proposal to be a TOC, we are however, receiving multiple calls from General Contractors who want to name us as a Subcontractor for Mechanical work for their own TOC proposals. Is it a conflict of interest for us to be bidding for a TOC and also being named by other GC's as their mechanical subcontractor. We do not want to jeopardize our own TOC proposal by being named as a subcontractor for our competitors. If it does jeopardize our proposal we will advise the GC's calling us that we cannot be named on their own proposal.

A. As stated in section 00120, 1.1.15 (approximately page 37 of your solicitation), the only thing prohibited by the solicitation is the contractor acting as a prime contractor and then being a part of a joint venture. There is no language prohibiting a contractor from being in a subcontractor relationship with other primes in addition to being a prime.

All Joint Ventures are advised to avoid a potential conflict of interest Joint Venture (JV) partners WILL NOT be eligible for individual

MATOC awards in addition to an award to the JV entity. Proposals received for individual MATOC consideration from a JV partner will be found non-compliant and not evaluated.

Q.

Exhibit E, Item No. 0003 OPTION calls for 6’ Chain Link Fence with anti-Climber. However, drawings do not show this new work. Please provide drawings, and advise if existing fence to be removed.

A.

Bid only on Item 1 Project Base Bid (Highlighted). Omit Options 002, 003, 004, 005, and 006 from proposals.

Q.

Exhibit E, Item No. 0004 OPTION calls for 6’ x 24’ Wide Cantilevered Equipment Gate. However, drawings do not show this new work. Please provide drawings.

Exhibit E, Item No. 0005 OPTION calls for 6’ x 3’ Wide Walk-thru Gate. However, drawings do not show this new work. Please provide drawings.

Q.

Specs calls for wet sprinkler system for the protypical project. Since the attic (which is made up of wood trusses) is not heated, does the attic to receive have to be dry sprinkler system, or no sprinkler is need for the attic.

A. No sprinkler system is needed in the attic.

Q. Drawing T-101 shows 6” water main as proposed, but Drawing P-100 shows existing, and also shows new “water tapping from existing line into the building & new 4” fire service from FDC to the building. Please advise which one to follow.

A. The 6” main to the fire hydrant on the east side of the parking lot is existing. Follow P-100.

Q. Sanitary spec, page 268 calls for Cast Iron, but drawings show PVC. Please advise which one.

A. Sanitary pipe inside the building and from the building to Manhole #1 is Cast Iron. All other Sanitary Pipe is as noted on P-100.

Q. Q.

Concerning section 2.2.3 – A CCASS may be included in lieu of sending Exhibit C reference package.

How would you like to receive the CCASS forms that we (the offeror) would like to use? Should we forwarded those on to rickey.harvey@ang.af.mil or leanne.holmes@ang.af.mil or should the CCASS forms be included in our Binder 2 copies behind the Exhibit C reference page?

If you have a CCASS Final Evaluation for the project that may be included in lieu of sending form

Q.

The RFP calls for bidders to quote out the chain link fence and gates separately but we cannot find a drawing showing where they will go. Can the government please provide a drawing identifying where the chain link fence and gates are located?

A.

You are not bidding on that option, only the base option.

Q. 1.6.3 states that “Written proposals shall be prepared on standard 8.5 x 11 inch paper (charts may be landscaped but must be on 8.5 x 11 inch paper) and shall be in a legible font size (10). “ Will the government allow schedules to be prepared on 11 x 17 inch paper so that the evaluation committee can easily review the schedule?
