9898637 Sustainability NA NA 01 33 29 Section 01 33 29 Appendix A Sustainability Requirements for Design‐Build, paragraphs 1.2, 1.6, 2.1, 2.2, and LEED NC v4 Checklist Worksheet: The LEED NC v4 Checklist Worksheet indicates that LEED v4.1 credit substitution is recommended on some of the credits. However, the cited paragraphs do not include v4.1 reference or criteria. Confirm substitution of LEED v4.1 credits is allowed.
8/26/2022 RESPONSE:
Comply with LEED v4.0 requirements unless noted in the LEED Checklist.
LEED v4.1 credit substitution is allowed. The project team has been instructed by the Government to follow the LEED v4 rating standards, but the project is not required to submit for LEED certification (i.e. the project is being designed to LEED equivalence only). The substitution of LEED version
4.1 for the listed credits allow the credit to be achieved more easily (and less costly) compared to the version 4 counterpart. Specifications regarding the products, submittals and execution would remain the same. The only difference would be the thresholds calculated at the end of the project. See updated LEED Checklist for additional information in forthcoming Amendment.

9898639 Sustainability NA NA 01 33 29 Section 01 33 29 Appendix A Sustainability Requirements for Design‐Build, paragraph 1.5, E.1 SSc5 – Heat Island Reduction and LEED NC v4 Checklist Worksheet: The LEED NC v4 Checklist Worksheet indicates this credit as "No".
The metal roofing specification does not identify a required SRI value for the roofing material. Confirm documentation for this credit is required if the credit is not being considered.
8/26/2022 RESPONSE:
Documentation of SRI value is not required for this credit since the associated LEED credit is not being obtained, nor is it required under spec section 07 61
14.00 20 1.4 Submittals.

9894641 Sustainability NA NA 01 33 29 Section 01 33 29 Appendix A Sustainability Requirements for Design‐Build, paragraphs 1.5, E.8 – Eqc2 Low Emitting Materials, 2.2, A – Low‐Emitting Materials, and LEED NC v4 Checklist Worksheet: The LEED NC v4 Checklist Worksheet EQc2 indicates only 1 point in the "Probable" column and 2 points in the "Not Probable" column. This in conflict with Section 01 33 29 Sustainability Requirements for Design‐Build, Table 3‐1 Volatile Organic Compounds 9VOC) (Low Emitting Materials) requirements and UFC 1‐200‐02 High Performance and Sustainable Buildings Requirements, which requires compliance with emissions/ VOC requirements for all categories identified by LEED v4, but has slightly different performance requirements for some of the categories. Confirm project is to only attempt compliance in 2 categories for 1 point.
8/26/2022 RESPONSE:
LEED Checklist will be updated to indicate three points are required and to comply with Section 01 33 29. Note, LEED version 4.1 credit substitution is recommended as it provides an easier (and less costly) path towards credit achievement.
Specifications regarding the products, submittals and execution would remain the same with the only difference being the thresholds calculated at the end of the project. Refer to forthcoming Amendment.

9898645 Sustainability NA NA 01 33 29 Section 01 33 29 Appendix A Sustainability Requirements for Design‐Build, LEED NC v4 Checklist Worksheet, EQc4 Indoor Air Quality Assessment: The LEED NC v4 Checklist worksheet indicates "Not Probable" for this credit as flush‐out may take 15‐20 days. However, Section 01 33 29 Sustainability Requirements for Design‐Build, paragraph 1.6.10 Indoor Air Quality During Construction indicates that building flush‐out is required per IgCC 1001.3.1.5 (10.3.1.4). Confirm if building flush‐out is required in compliance with the cited standard.
8/26/2022 RESPONSE:
Response: As IgCC is required per Section 01 33 29, either flush out (Option 1) or IAQ testing (Option 2) is required. The LEED Checklist indicates one point shall be achieved. Therefore Option 1 Flush Out is recommended for compliance.

9898449 Sustainability NA NA 01 33 29 Section 01 33 29 Appendix A Sustainability Requirements for Design‐Build, paragraph 3.2 Soil Testing, and LEED NC v4 Checklist Worksheet: The LEED NC v4 Checklist Worksheet indicates that SSc2 Site development – Protect and Restore Habitat criteria is not met for the project and is listed in the "No" column. Paragraph 3.2 Soil Testing indicates collection of soil and soil tests requirements for compliance with SSc2. As project will not be pursuing this credit, confirm soil collection and testing are not required.
8/26/2022 RESPONSE:
Paragraph 3.2 Soil Testing shall be deleted from Spec Section 01 33 29 Appendix A Sustainable Design Requirements for LEED v4 BD+C on forthcoming Amendment.
