4.2 BUILDING CONTEXT

The project site is located approximately 6 miles from Fort Bragg

Cantonment Area and is located within a separate secure perimeter with 24/7/365 security. The building has its own requirements for additional isolation within this context. The exterior features of the facility will match other buildings within the secure area such as exterior finishes.

4.3 GENERAL

The overall building area is calculated as 23,284 gross sq. ft. in accordance with the program limits. The building is designed as a two-story structure, with the second floor smaller than the first floor area by corresponding with the conditioned spaces on the first floor.

The first floor is expanded in area by the kennels and associated circulation, and the main mechanical room. The second floor is designed with a low slope roof with parapet. This provides a platform for air handler equipment.

The first floor includes 48 kennels and associated circulation wrap around the core building functional and support areas and are covered by a mono-slope roof that extends up the second floor walls but allows for windows at the second floor level.

Kennel support areas located on the first floor include mud room, food delivery, storage, and food preparation areas which are distributed throughout the floor area. Each kennel includes a den area and a run, with the kennel den area being fully conditioned space. Circulation for personnel and dogs is provided on two sides, with a door into the den area and a gate into the run. These circulation areas are subdivided into groups such that a loose animal can travel a limited distance. There are a number of doors from these circulation areas that allow access and egress without traversing the entire length of any area of kennels. Door swings and door lites afford vision from one area into another.

Military Working Dog Facility, SOTF 4-3

FOUO

The dog treatment area is located on the first floor, including radiology, surgery, exam room, sterilization, surgery preparation, and support spaces, and physical therapy.

The first floor also includes an arms vault, tack room, a larger room for trainers, mechanical room, main and emergency electrical rooms, communications room, fire riser room, and fire panel closet.

The second floor is dedicated to administrative space and includes

4 team rooms with room for individual lockers and associated latrine and shower facilities, a classroom for 40 personnel, team offices, a breakroom and a conference room. The remainder of the floor is devoted to Command work areas and offices. An exterior exit stair extends to the higher roof to facilitate equipment maintenance. A smaller electrical room and second communications room is also located on the second floor.

The floor to floor and floor to roof heights of the two story portion of the building are based upon coordination between structural member depths, ceiling heights, duct sizes and clearances required between secure and non-secure data cables.

Vertical circulation is provided by two stairs and a 3,000 lb rated combination passenger/freight hydraulic hole-less elevator not requiring a full machine room. The two stairs also provide required egress from the second floor, with the internal stair providing additional circulation between floors.

4.3.1 Kennels

Walls forming the kennels are constructed of 8-inch CMU to

8 feet with acoustical panel treatment above this height to the underside of the roof. The end of the runs will have 8 feet high fences with doors constructed of stainless steel metal bars, stiles and rails.

Military Working Dog Facility, SOTF 4-4

FOUO

Doors at the kennel dens have glass lites above and below with adjustable window coverings. Kennel area doors have two locks/ latches each and are self-closing. There are no personnel doors between the dens and the runs, but there are guillotine doors that are controlled by personnel through cabling.

4.4 BUILDING CODE SUMMARY

The military working dog facility is classified as a “Business” occupancy, and the construction is designed as Type II. Refer to

Section 10 for detailed information.

4.5 EXTERIOR

The exterior finishes of split face CMU veneer, painted doors and frames, exposed metal, and metal standing seam roof finish with colors that will match others within the SOTF compound.

4.5.1 Exterior Walls

The exterior finish of the exposed conditioned portions of the building and the non-conditioned main mechanical room is split face CMU veneer to match other existing nearby facilities. This cavity wall system will include an air barrier and

3 inches of rigid insulation.

The exterior enclosure of the kennels consists of chain link fencing and heavy insect screening. This enclosure will also be equipped with hand operated insulated coiling overhead doors which can be closed when weather conditions dictate protection of the run areas. These doors will have lite panels to provide ambient light to the kennel runs when in the closed position.

The walls separating the kennel areas from the rest of the first floor areas is CMU with furred gypsum board on the

opposite interior most side.

4.5.2 Exterior Windows

Exterior windows on the second floor will be non-operable aluminum framed assemblies with minimally tinted low-e insulated glazing units with laminated exterior lite to comply with ATFP requirements.

4.5.3 Exterior Doors

Exterior personnel doors will be extra heavy duty rated hollow metal with insulated core with painted finish. Many doors will have glass lites to allow handlers to see personnel and dogs on the opposite side of doors.

4.5.4 Roofing

Low slope roofs will have modified bituminous roof systems.

The sloped roof over the kennels will be standing seam to match other existing facilities. Both roof systems will include rigid insulation such that the minimum R value of 33 is attained.

4.5.5 Building Insulation

The facility has areas which are heated only and areas which are fully conditioned. There are two roofing systems. The standing seam metal roof assembly has a continuous R-33 rigid polyisocyanurate insulation and a 5/8” gypsum product cover board. The low slope roof system has a rigid tapered polyisocyanurate insulation with a 5/8” gypsum cover board with an average R value of 33.

CMU exterior cavity walls have a 3” rigid polystyrene insulation within the cavity with an R-15 value.

Exterior doors are hollow metal with insulation cores except for the entrance doors which are aluminum with insulating glazing.

Overhead coiling doors at the exterior walls of the heated only

FOUO

kennel runs will have a minimum R-4 panel insulation.

Exterior windows at the second floor are fixed with thermally broken framing and insulating glass with U factor of 0.40 BTUH per sq. ft. degree F and SHGC of not less than 0.25.

4.5.6 Exterior Enclosures

There are no exterior enclosures beyond the building envelope.

4.6 INTERIOR

4.6.1 Interior Walls

The walls separating the kennel areas from the rest of the first floor areas is CMU with furred gypsum board on the opposite interior most side. The interior walls of the mechanical room are also CMU.

Metal stud and gypsum board partitions in the dog treatment area will be constructed on concrete curbs which will be finished with integral epoxy terrazzo base extending from the floor finish. The radiology partitions will include lead lining.

The walls surrounding the dog treatment area and those designated within the dog treatment area will have additional features including resilient channels and thicker insulation blankets to provide the STC 50 rating in accordance with the programming documents. The walls separating physical therapy from the corridors will also be STC 50 rated including windows of equal rating.

Interior partitions on the second floor are all metal stud framing with gypsum board types varying according to space functions. Insulation is provided in many partition types for increased sound attenuation, with many walls extending full height to the underside of the roof deck.

The interior stair and the elevator shaft are enclosed with 1-

hour fire rated CMU with furred gypsum board on the exterior side.

The arms vault is formed by 8-inch reinforced concrete walls, floor, and ceiling, and is secured with a GSA approved vault door.

4.6.2 Interior Doors

Interior doors are hollow metal as scheduled. Many doors have vision panels.

4.6.3 Interior Finishes

Ceilings include painted exposed structure, suspended acoustical tile systems, and gypsum board ceilings as indicated. The sloped metal deck above the kennel runs will be partially covered with acoustical panels.

Materials used in the kennels need to be easy to wash, sanitize and dry. In general this requirement should be considered wherever dogs may be taken within the facility.

Many areas on the first floor are specified as sealed concrete flooring. An epoxy flooring system will be a Bid

Option for some of these areas as indicated on the construction drawings. Dog treatment area will have epoxy flooring as base bid with an integral base and rubber flooring is scheduled in the physical therapy room. Vinyl composite tile (VCT) is scheduled for the majority of the second floor as the base bid with an upgrade to luxury vinyl tile (LVT) as a bid option. Porcelain floor tile is scheduled for the toilet and shower rooms.

Walls will be painted except where tile is scheduled in the latrine rooms and shower areas.

4.7 SPECIALTIES

Signage that will be durable and interchangeable is provided

Military Working Dog Facility, SOTF 4-8

FOUO

throughout the interior of the building. Warning signage will be provided around the perimeter of the facility and there will be signage at all exterior doors.

Each latrine, toilet stall, and shower area will be equipped with toilet and shower room specialties including grab bars at latrines as required by accessibility standards.

Second floor windows will be equipped with horizontal window blinds.

4.7.1 Furnishings

Medical grade cabinetry with metal countertops are provided in the dog treatment area. Solid surface countertops with plastic laminate upper cabinets are provided in the several food preparation areas.

Plastic laminate cabinetry with solid surface countertops are provided on the second floor and the first floor food prep areas.

4.8 Acoustics

The functional spatial configuration of the spaces within the facility contributes to the overall acoustical design strategy of the facility.

The dog kennel areas are separated from the normally occupied portions of the facility by 8-inch CMU load bearing walls that are two stories in height. These walls have an estimated STC range of 44-

49 dependent upon density. Those CMU walls that abut the dog treatment areas are furred out to provide an estimated STC range of 55-58 with a single interconnected acoustical rated door assembly of STC 50.

The mechanical room is located away from all normally occupied spaces and mechanical units are located on the roof of the two-story portion of the facility.

The facility has multiple personnel doors around the perimeter to provide direct access to functional spaces, and to avoid potential conflict and noise from barking as dogs encounter or view each

Military Working Dog Facility, SOTF 4-9

FOUO

other coming and going from the kennel area.

Each dog kennel is separated from each other by 8-inch CMU walls that are nominally 8 feet high. Acoustical panels will be mounted above the 8 feet high walls in a back to back configuration and an acoustical panel will be mounted on the wall at the head of the kennel run. Six additional acoustical panels will be mounted to the underside of the metal deck above each kennel run with two panels extending over the exterior corridor. The kennel dens are also separated by 8-inch CMU walls and each has a door and glass sidelight. These doors and sidelights are components of the air barrier between the fully conditioned and heated spaces and are sealed at the perimeter by gaskets at the doors and membrane materials at the sidelights. These assemblies have insulated glass panels and a third pane of glass which also increases the STC values of the overall assembly.

Six kennels are designated as isolation kennels and they are separated by additional doors along the exterior and interior corridors that serve them.

Most of the partition walls separating spaces within the facility are full height from floor slab to underside of floor or roof deck above.

Partition walls forming the Physical Therapy 116 space are designed to provide STC 50 rating and include acoustical interior windows. The same partition type is specified at the perimeter of

Classroom 217, Breakroom 218, and Conference Room 224. Most metal stud and gypsum board partitions include batt insulation and acoustical sealant at floor and top of wall joints. Electrical junction boxes are specified to be staggered back to back and require installation of acoustical insulation and sealant.

The second floor is configured to separate typically active noise generating spaces from quieter spaces by locating the team rooms on one end of the floor and the offices are at the opposite end. This concept has also been implemented between the first and second floors by locating the offices areas over the dog treatment area and locating the team rooms over more active first floor spaces such as

Military Working Dog Facility, SOTF 4-10

FOUO

the trainers and handlers’ room, mud room, therapy pool, and food prep areas.

The floor-ceiling assembly between the first and second floor is a

Type 6 according to UFC 3-450-01 with several variations. The second floor slab is concrete over metal deck throughout and includes spray on fire proofing. Spaces on both floors that have a utilitarian function have an exposed ceiling open to the floor slab or roof deck above. A suspended moisture resistant, epoxy coated gypsum board ceiling system has been specified throughout the dog treatment area. Second floor ceilings are primarily suspended acoustical tile ceilings. All acoustical ceiling tiles are specified to have a sound absorption (NRC) of 1.00 at the Class and

Conference rooms.
