Military Ocean Terminal Utility Standard
Electrical Standard and General Information
1. In addition to the contents of the latest edition of the National Electrical Code (NFPA 70) and the National Electrical Safety Code, the following items form the minimum electrical requirements for facilities located on MOTSU.
A. General:
1) All secondary electrical work done on MOTSU shall be performed by personnel authorized to engage in electrical contracting within the state of North Carolina and shall hold a North Carolina electrical license (suitable for the costs and voltages of the project). An electrical license from another state may be acceptable if it qualifies under North Carolina's reciprocity process. Submittal of a certified copy of the electrical license shall be required. This requirement does not apply to primary electrical distribution, street lights, generator work up to the transfer switch and area lights.
2) The construction contractor shall be responsible for obtaining a digging permit from DPW, prior to performing any digging on MOTSU. A digging permit shall also be required for any work on the wharfs. See attachment 3, titled “Application for Digging Permit“ for a digging permit request form. When properly completed, this permit will locate underground utilities which may be affected by the project. Markings for underground utilities are considered approximately only. The actual location of the utility shall be considered within a band ± 36 inches from either side of the painted mark or flag. The contractor shall be totally responsible for repairs to marked utilities that he may damage. Any damaged Utility shall immediately be reported to DPW at 910-457-8292. Any damaged utilities shall be repaired within eight hours of the initial damage, or the Government (at its option) may have the utility repaired and then charge the contractor. If an unmarked utility is damaged by the contractor, the Government will have it repaired, if all aspects to the Digging Permit have been followed. Typically, once a digging permit is submitted by the contractor, DPW shall have five business days to complete the application process and have utilities marked.
3) Any non-metallic conduit or inner-duct installed underground for installation of fiber optic cable, gas, or any other non-electrical conductive materials shall have a tracer wire installed. This tracer wire may be either part of the conduit, preinstalled or blown in after conduit or inner-duct installation. Tracer wire shall be accessible at least every two hundred feet.
Access points to the tracer wire may include valve boxes, hand-holes, manholes, vaults, marker posts, or other covered access devices. Access point covers should be clearly marked with the type of facility. Additionally, all fiber optic cable shall be clearly marked with a white marker post (minimum of 66 inches in length, with at least four feet above grade) by 3-1/2 inch minimum diameter which shall be located at least every two hundred feet along the length of the cable run (if no other access point to the tracer wire is available). The making post shall have an orange top (at least 18 inches in length) which states, as a minimum, “WARNING FIBER OPTIC CABLE” and shall have a graphic warning with a contact number. The contact number shall be 457-8292. Marker posts shall have a peg through the embedded portion of the marker post and into the surrounding soil for pullout resistance. An orange “Marker Tape” (with the words “BURRIED FIBER OPTIC CABLE BELOW” shall be install 12 to 24 inches below the surrounding grade. Fiber optic cable shall be installed four feet below final grade. Additional information can be found at MOTSU Utility Line Marking Specification, which is attached to this document.
4) Utility line marking shall be IAW the attached “MOTSU Utility Line Marking Specification”. See Attachment 4.
5) Typically, for new or rehabbed facilities, the following two electrical inspections (all projects under Corps of Engineer (COE) control will normally be inspected by COE; all other work requiring an inspection will be performed by DPW) are required prior to receiving approval to have BEMC energize electrical power at the site:
a. Rough-In Inspection: A rough-in inspection shall be required after all electrical conduit, wire, panels, outlet boxes, switch boxes, equipment boxes, isolation switch boxes, etc.
have been properly installed. Except for the final connection to switches, receptacles, and lighting fixtures, all ground wires and other wires in boxes must be spliced and pigtailed for the rough-in inspection. The rough-in inspection shall be conducted before insulation, sheet-rock, paneling, or other materials cover any wiring is installed. Underground wiring and under-slab wiring must be inspected before the trench is back-filled. Where wiring is concealed before rough-in inspection, the prime contractor shall be responsible for all costs associated with uncovering and replacing the covering material so all wiring can be inspected. A written report identifying any observed errors or defects will be provided to the contractor and DPW. Any faults identified by the inspector will be corrected before additional electrical work shall be allowed.
b. Final Inspection: A final inspection shall be required after all final connections for wiring, panels, lights, switches, receptacles, outlet boxes, switch boxes, equipment boxes, isolation switch boxes, etc. have been properly installed. All overcurrent protection, front covers, fixture lens, etc shall be completely installed prior to a final inspection. A written report identifying any observed errors or defects will be provided to the contractor and DPW. Any faults identified by the inspector shall be corrected before an approved final inspection is awarded. Upon completion of a successful final inspection, DPW will direct BEMC to make the facility service hot.
c. Request for inspection: A request for inspection (rough-in or final) can be obtained from COE for projects under their control and from DPW (910-457-8292; see subparagraph “d” below) for all other projects; the request should be submitted five (5) working days prior to the needed inspection date.
d. Use Attachment 1 for application to request an electrical inspection through DPW.
6) Electrical panels, disconnects, or other switchgear mounted in mechanical rooms are allowed to be surface mounted; however, they shall be mounted flush against the supporting wall; in most cases, they shall not extend over eight (8) inches from the wall or purlin face. In metal buildings, they may be installed on uni-strut (or equal) directly fastened to purlins supporting the walls. Building bracing (tie cables) shall not run behind the panels or within the NEC required panel clearance. Typically, the upper edge of the panel shall be at 6-1/2 feet above the finished grade and the lower edge of the panel shall not be lower than 18 inches above the finished grade. Panels over 600 amperes may have the bottom edge of the panel closer to the floor; however, effort will be made to keep it at least two inches above finished grade. If these requirements cannot be met, then coordination prior to installation is required with DPW.
7) Main exterior building disconnect switches are allowed to be surface mounted;
however, the back edge of the disconnect shall be placed flush against the building (for its entire length). On new facilities, brickwork or other siding materials (on two tone structures, for example metal above brick) may require special attention to recess the disconnect switch in order to keep the back flush with the building. The top of the disconnect switch shall be 6 -1/2 feet above ground level. If these requirements cannot be met, then coordination prior to installation is required with DPW.
8) On new construction projects, temporary utilities (electricity, potable water, and sewage) will be made available to the contractor at no costs (if they are available in the work area or after site work is completed). This should not be misinterpreted as permanent electrical connection to the facility. A permanent electrical connection to the facility shall only be accomplished after a successful final electrical inspection has been obtained. The contractor shall perform all connections and disconnections (other than primary electrical; this shall be accomplished by BEMC) and shall supply any required temporary service pole, reducing valves, piping, etc... required to make such a temporary connection. All such connections shall be done by personnel licensed and qualified to perform such connections. The term "temporary utilities" shall specifically not include heat and/or air conditioning. If heat and/or air conditioning are required by the contractor prior to acceptance of the project by the Government, he shall provide it at no expense to the Government. Temporary electrical service shall not be utilized for heat and/or air conditioning. Fuel oil shall not be provided by the Government. If excessive or wasteful usage of utilities is detected, they shall be turned off.
9) If temporary electrical power is required at the site (especially on new construction projects), the prime contractor shall negotiate directly with BEMC to have the power run and connected to a contractor supplied temporary service pole. The prime contractor shall pay BEMC directly for this service. This shall be an agreement between the prime contractor and BEMC; the Government shall not be involved in these negotiations or subject to any financial obligations between the prime contractor and BEMC. All requirements within this MOTSU Electrical Standard shall be maintained. The contractor shall also pay BEMC to have the temporary electrical service removed. The Government will provide the electricity; however, if energy waste is detected the electricity shall be turned off.
10) On maintenance or rehab type projects, once the building envelope is closed in, the contractor may utilize existing electrical utilities. If heat or air conditioning is available, the heat shall not be set above 50 degrees and the air conditioning shall not be set lower than 80 degrees.
However, prior to turning on the HVAC, checks shall be made to ensure clean filters are in place (new filters will be installed by the contractor, based upon debris and dust in the air). Any locations where over 80 square feet of sheetrock or any other operation where large amounts of debris or dust are made/encountered shall have the ductwork professionally cleaned to a “clean system” level. If windows and doors are continually open or if excessive or wasteful usage of heating/air conditioning is detected, they shall be turned off.
11) The Fire Alarm Control Panel (FACP) shall be installed in the mechanical room of all new/rehab facilities. Only UL listed and UL labeled FACP and devices shall be allowed.
The FACP shall be on a separate electrical circuit controlled from a lockable circuit breaker (circuit breaker shall be red in color). There shall be a smoke detector install in the ceiling directly over the FACP. The MOTSU fire alarm system carrier frequency is 465.9625 and
469.8125 MHZ. The fire alarm system shall be a Class A, addressable system. Initiating Device Circuits (IDC) shall be Class A, Style Eα. Signaling Line Circuits (SLC) shall be Class A, Style 6α. All newly installed fire alarm systems shall be 100% compatible with the existing MOTSU fire alarm system and NFPA-72. This specifically means that all devices, signals, software, and hardware shall be capable of being used with the existing fire alarm systems and devices without the need for special modifications or conversions of the existing or newly installed system/device. MOTSU currently utilizes an EST/Keltron fire alarm system and devices. There shall be no proprietary fire alarm systems, FACP, or other fire alarm devices installed on MOTSU. Prior to ordering any fire alarm system or component, the contractor shall submit equipment/software submittals of the product to the authority having jurisdiction (Fire Department Fire Inspector) for approval; items not receiving a written approval shall not be ordered. Fire alarm systems on MOTSU shall be installed, tested, and certified by a NICET Level IV (minimum) Fire Alarm Technician. Prior to acceptance, any newly installed fire alarm system shall be completely tested (from each device in the new/rehabbed facility back to the Fire Command Center located in building 44). The contractor shall provide all hardware and software required for 100% communications linkage between the newly installed fire alarm system and the Fire Command Center located in building 44. A “Record of Completion” shall be completed by the contractor and provided to DPW and the MOTSU Fire Inspector for all installed fire alarm systems, IAW NFPA-72. Any maintenance and/or repairs done on any MOTSU Fire Alarm system shall be done by a certified NICET Level IV (minimum) Fire Alarm Technician.
