3.7.4.1 POV Parking. The POV parking area shall be sized to maximize the provided number of parking spaces given the associated constraints (i.e.
items to remain, street and force protection offsets, etc.). Motorcycle spaces shall be provided (utilizing rigid pavement) and their number shall be approximately 7% of provided number of POV spaces. The number of handicap accessible spaces provided shall be per ABA criteria. A minimum of two lot entrances shall be provided from Wickenberg Street and shall be designed for two-way traffic with radii and widths in accordance with the AEIM. A 6-foot wide sidewalk shall be provided from the POV Parking Area to the AMARG Hangar. See paragraph, Sidewalks, below for additional requirements. Curb and gutter exist along Wickenberg Street and shall be demolished as necessary to construct parking entrances. As a bid-option, at minimum, the POV parking area shall include 80 covered parking stalls. Refer to ELECTRICAL DESIGN section for additional power source requirements.
3.7.4.2 GOV Parking. The GOV parking area shall be located adjacent to the proposed new AMARG hangar and accessible from Irvington Rd. and the existing milled asphalt tow-way adjacent to the site. See paragraph, Access Drive, below for access drive requirements. The GOV parking shall be sited 82 feet minimum from the AMARG Hangar per ATFP requirements and 136 feet minimum from edge of the existing milled asphalt tow-way. An 8-inch curb shall be constructed along the GOV parking areas perimeter to ensure ATFP mitigation requirements are met within the exclusion zone. The parking area shall not interfere with aircraft activities on the existing tow-way adjacent to the site. Sufficient wing span clearance shall be provided when siting the parking area and any necessary signs adjacent to the existing tow-way. The GOV parking area shall be sized to maximize the provided number of parking spaces given the associated constraints (i.e. items to remain, street and force protection offsets, etc.). At minimum, the GOV parking area shall include 20 covered parking stalls, 4 tug cart spaces with power source, and handicap accessible parking stalls per ABA criteria. Refer to ELECTRICAL AND ARCHITECTURAL DESIGN sections for additional power source requirements.
3.7.5 Detention Pond. A proposed detention pond shall be sized and constructed as part of this project in accordance with the Pima County/City of Tucson Stormwater Detention/Retention Manual. The manual is available at http://rfcd.pima.gov/rules/stormwater.cfm. The detention pond shall discharge into the existing storm water swale located on site. The proposer shall verify the existing storm water swale and associated appurtenances to ensure adequate capacity is available. The pond(s) shall not be located within 33 ft of a building and 15 ft from new pavement.
3.7.6 Access Drive. This project shall include the construction of a 24 foot wide minimum paved access drive from Irvington Road to the GOV parking area adjacent to the AMARG Hangar. The access drive shall intersect Irvington Road with appropriate turning radii per AEIM requirements and will provide vehicular access only to the GOV parking area. The Access Drive shall not encroach on the wing span clearance right-of-way illustrated on sheet C102, Conceptual Site Plan, in the appendices. Adequate wing span clearance shall be provided to maneuver a C-5 aircraft within the existing tow-way. Contractor shall illustrate the wing-tip clearance offsets on the contract drawings to ensure adequate clearance is provided. Aircrafts will cross over the access drive to access the wash rack area from the existing milled asphalt tow-way. Contractor shall demolish existing asphalt tow-way

Basements will not be allowed. Foundation designs and recommendations for features such as retaining walls, perimeter walls, etc., are the Contractor's responsibility and will be included as part of the FDA. Therefore, design of any foundation system to support any structure(s) is also required.
The design of any foundation system shall include, but not be limited to, presentation of allowable bearing capacity; soil parameters; settlement or consolidation; other applicable soil properties (i.e., permeability, shear strength, etc.); and all associated calculations. The FDA shall describe, evaluate, and present for each site all boring locations, boring logs, subsurface profiles, a plasticity chart, gradation curves, moisture content/liquid limit/plastic limit versus depth chart, moisture content/dry density versus depth chart, standard penetration blow count versus depth chart, unconfined compression test results, and consolidation-controlled expansion test results, as applicable. The FDA narrative and data presentation shall be submitted as an individual document to the U.S. Army Corps of Engineers for review and approval. Due to lack of information regarding existing aircraft ramp thickness, the DB Contractor shall determine the existing aircraft ramp pavment thickness within 30 days after NTP. If the existing aircraft ramp pavement thickness is 16 inches or greater, the design provided in Appendix L shall be followed without change. In the event that the existing pavement is less than 16 inches in thickness the DB Contractor shall notify the Contracting Officer immediately. The pavement thickness will be determined by the DB Contractor by excavating the edge of the exisiting aircraft ramp; and measuring a minimum of three panels (edges and center) in three sperate locations (edges and center).
