Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

In the listing above, the "SU" designation means that rates listed under the identifier do not reflect collectively bargained wage and fringe benefit rates. Other designations indicate unions whose rates have been determined to be prevailing.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

END OF GENERAL DECISION

01 10 10 -28

5. ARCHITECTURAL DESIGN

5.1 Scope.

5.1.1 Conceptual Design. Develop a conceptual design for a 2-bay maintenance hangar and supporting functional areas described in this RFP and site development based on the DD 1391 authorized scope of 7130 square meters (76746 square feet) and the conceptual drawings included in this RFP.

5.1.2 Building Design. This will be a high-visibility flagship AMARG hangar facility, accommodating VIP visitors in a two-story administration section with an observation deck overlooking the activities on the complete clear span double-wide hangar floor. Develop floor plans based on the conceptual drawings included in this RFP document and the standards referenced under paragraph 5.2. Exterior building elevations shall be in accordance with the Davis-Monthan Air Force Base "Design Compatibility Standards" and shall follow the conceptual elevations included in this RFP. Note that the hangar bay shall be framed with a single bow-truss/barrel vault span. This is a requirement and no other structural concept for the hangar bay is permitted.

After award, revisions to the floor plan may be required by the Air Force to better meet functional and programmatic requirements. The original MILCON Requirements Document Level II dated 16 March, 2009 may also be of use to understand the original design intent for this facility. However, where conflicts exist this RFP has precedence over the Requirements Document Level

II.

5.1.3 LEED Requirements. This project is required to be LEED Silver Certified per the USGBC LEED-NC 3.0 Rating System. A preliminary checklist is included in Section 01 33 29. This checklist is provided only as “information available to bidders”, indicating the points that the developers of this RFP anticipate are achievable. The proposers must develop and submit a preliminary checklist indicating the points they anticipate achieving. The contractor is responsible for the LEED NC registration, design and construction documentation via LEED Online credit templates, submittal to GBCI for review, responding to inquiries from the GBCI until Silver certification (Gold if the bid option is exercised) is achieved, and payment of all fees related to these activities.

5.1.3.1 ACC Scorecard. During design, the contractor shall provide a completely annotated HQ ACC Sustainability Scorecard (September 2009) as well as annotations, calculations, and references to the scorecard/checklist items that are statutory requirements for Federal construction projects.

5.1.3.2 LEED Bid Option. One of the bid options requires achieving LEED Gold Certification. Proposers must develop and submit a preliminary checklist for attaining this level of certification.

5.1.3.3 Eco-charrette. After award, during the intial design effort, the contractor shall conduct an “eco-charrette” to focus on the USAF require/desired and LEED prerequisite checklist items to be achieved. At the end of the eco-charrette, the contractor shall provide an updated set of

(6)

Note that the KC-135 has a taller tail section while the C-130 has a longer wingspan. Both aircraft must be accommodated in accordance with Air Force Handbook 32-1084 requirements for clearances. To allow the most flexibility in accommodating other aircraft, the entire floor area of the double-hangar bay shall be a clear span with absolutely no structural elements violating this space. The bay will be configured with two nose-dock areas aligned for the KC-135 and C-130 aircraft, each with a sectional overhead door for the towing vehicle to exit for return to the flight-line as well as to re-enter for pushing the aircraft out of the hangar. The sectional doors shall be nominally 12’ x 12’. The sectional doors, as well as the exterior walls on both sides of the nose docks, shall be glazed to the greatest extent possible to allow viewing the nose of the aircraft from the front of the facility.

5.3.2.3.1.1 Foam Storage Rooms. The foam storage rooms, scheduled at 200 NSF each, are for the storage and repair of fuel cell bladder foam (not fire suppression foam) and shall be located immediately accessible off of the nose dock areas.

5.3.2.3.1.2 Government Furnished Storage Systems. The hangar bay shall accommodate (4) government furnished, contractor installed, vertical storage cabinets located against the front wall in front of the wings. Two cabinets will be located on each side of the front wall as shown on the conceptual drawings. Since powered equipment in the hangar bay must be explosion proof

01 10 10 -33 or no lower than 18” above the floor, this will require (2) 18” high platforms with steps and handrails. Explosion-proof electrical disconnects with padlocks will need to be located adjacent to the storage cabinets to lock-out the equipment during fuel cell operations.

5.3.2.3.2 Tool Crib. The tool crib requires an 8 foot long pass-thru opening and tool check-out counter facing the hangar and an adjacent double man-door. The tool crib requires a fire-separation from the hangar bay.

Therefore, the pass-thru opening requires a fire-shutter connected to the fire alarm system or a vestibule providing the fire-rated separation. In both scenarios the fire-shutter or the vestibule must be lockable for securing the tool crib when not occupied.

5.3.2.3.3 Observation Deck. The second floor of the facility shall incorporate a large internal observation deck which allows VIP visitors as well as administrative staff to observe the entire hangar floor. The deck shall be open to the hangar with guardrails and a stair directly down to the hangar floor. While direct access from the second floor offices is required, a two-hour masonry firewall is required to separate the deck from the administrative spaces on the second floor.

5.3.2.3.4 Technical Order Library and Records Storage. This area is comprehensive in its coverage of all of the aircraft with which AMARG works.

All maintenance records for all of the aircraft at AMARG will be stored here.

It will also be a resource for all of AMARG and shall have its own entry on the front of the facility. It shall include restrooms and a coffee bar to allow the area to function independently of the rest of the facility. It also requires a secure room for the storage of classified T.O.s. This secure room shall be built to SCIF standards and should be located remote from the rest of the TO library to isolate it from un-cleared contract staff.

5.3.2.3.5 Secure Storeroom Area. This area is a large room with multi-tiered storage shelves for controlled aircraft parts. A portion of the room will contain “Robo Crib” computer operated storage bins (government furnished and installed) during fuel cell work.

5.3.2.3.5.1 Future mezzanine. The secure storeroom will be modified at a later date to accommodate a mezzanine. As shown on the conceptual drawings, the storeroom is located in an area with enough clearance to structure to accommodate a future mezzanine and is adjacent to the hangar bay. This condition and adjacency must be preserved in the proposed design. Access to the mezzanine will be via a steel stair in the hangar bay and a fire-rated door through the wall between the hangar bay and the storeroom. The proposed design shall show these features as future work, not in contract, to ensure that the design accommodates the future work. Under this contract, provide a blocked-out area with a lintel to facilitate the future door.

5.3.2.3.6 Locker Rooms and Showers. This facility requires that the locker rooms and showers be configured to allow both clean-side access and soiled-side access. Staff shall be able to access the area from the administrative areas (clean-side) for use as a restroom. Maintenance workers beginning their shift will access this area from the clean-side in their regular clothes, change into their work clothes including a disposable suit, and proceed to

01 10 10 -34 the hangar bay (soiled-side). At the end of their shift, they will enter from the hangar bay through a vestibule equipped with air-jets to rinse contaminants off of the disposable suits, remove and discard the suits, proceed into the locker area to shower before changing back into their regular clothes, and finally leave through the clean-side. Note that the vestibule can be shared by the two locker rooms since only the outer disposable suit is removed.

5.3.2.3.6.1 29 CFR References. The locker rooms and showers must comply with the requirements of 29 CFR 1910.141 SANITATION and 1910.1026 CHROMIUM.

5.3.2.3.6.2 Hangar Bay Access Independent of Locker Rooms. Provide a separate internal access from the main administrative areas on the first floor directly to the hangar bay to allow non aircraft maintenance personnel to circumvent the locker rooms. In the conceptual plans this is shown as a short corridor next to the women’s locker rooms. Alternative solutions should be explored as this is currently wasted space. However, this access cannot require exiting the building to re-enter the hangar.

5.3.2.3.6.3 Shower Fixtures. Each locker room shall include (6) showers for a total of (12) showers. One shower in each locker room shall be accessible per the ADA and ABA Accessibility Guidelines. The shower stalls shall be constructed with terrazzo shower pans and resinous solid surface walls.

5.3.2.3.7 Break Room. The break room shall include at a minimum 20 linear feet of casework with lower cabinets, countertop and upper cabinets. The casework shall incorporate a double-compartment sink, two built-in microwaves, and space and receptacles for four additional counter-top microwaves. An additional water line tap shall be plumbed for a commercial counter-top coffee maker. The break room configuration shall incorporate space for two full-size commercial refrigerators, space for a free-standing commercial ice-maker, and space for two vending machines.

5.3.2.3.8 Recycling Room. A single recycling room, as well as recycling bins, is required in accordance with the LEED Rating System Materials and Resources prerequisite.

5.3.2.3.9 Exterior Hazardous Storage Satellite Accumulation Point. A covered external area of 400 SF shall be provided for the initial accumulation of hazardous materials awaiting removal from the area. The area shall be fenced in with a lockable gate, minimum opening width of 10 feet, and completely covered with a roof, soffit and fascia matching the primary facility. Note that as a covered area it will count as half-scope (200 SF) against the maximum GSF for the project. This area shall be located adjacent to the fuel bowser holding area (see Civil requirements).

5.3.2.3.10 Open Office Areas. Within the program, spaces indicated to be 64 SF are intended to be part of open office areas. The conceptual drawings included with this RFP show these offices as 8’x8’ cubicles with nominal 2” thick systems furniture panels. The systems furniture currently in use by AMARG is Haworth. The government may decide to provide separate funds to the successful bidder to purchase the furniture from the specified systems furniture vendor (to be installed by the vendor). While the systems

(6) (6)

01 10 10 -35 furniture will be provided under a separate contract, the design under this project must demonstrate that it will accommodate these space requirements with adequate circulation. The conceptual drawings also show file, printer and copier areas as systems furniture integrated into the open office areas.

5.3.2.3.11 Electric Water Coolers. Locate a pair of EWCs in the TO area (Area B in the conceptual plans), a pair on both the first and second floors of the central administrative area (Area A in the conceptual plans), and one EWC in the secure storage/building services portion of the facility (Area C in the conceptual plans). Provide additional EWCs as required by code. Note that per regulation, EWCs are not allowed in the hangar bay.

5.3.2.4 Space Adjacencies. Floor plan adjacencies are illustrated in the schematic plans included in this RFP. After award, revisions to the floor plan may be required to provide optimum functional adjacencies and provision of dedicated utility and communication rooms.

5.3.2.5 Space Allocations. The following table summarizes the functional space requirements for the facility. Note that the final floor plan must be a minimum of 76,746 SF (7130 SM).
