QUESTIONS & ANSWERS:
Q1: Could Solicitation Document "Attachment 2 - Suitability of Contractor for Service Contracts" be completed and submitted after a notice of contract award?
R1: In accordance with Addendum to 52.212-1, paragraph B, Volume I Mandatory Documentation, point 4: "The Quoter shall provide Attachment 2 "Suitability of the contractor", blocks A and B1), completely filled out", at time of the quote submittal.
Q2: Could the Firm's "Registration in Wide Area Workflow (WAWF)" be activated after a notice of contract award?
R2: Yes, the Registration in Wide Area Workflow (WAWF) may be activated after award.
Q3: Is this is a new effort or was there a previous contractor that performed these requirements? If the latter, would you be able to inform me of the Contract # used for these services?
R3: This is not a new effort, this is a follow-on requirement. The previous contract number was W912PF- 22-P-0029
W912PF25QA0540002
Q4: We have downloaded all the documentation for Call for Proposals W912PF25QA054, but the 39-page Performance Work Statement attachment is missing, as highlighted on page 30, 7.3 Attachment C:
Annex 01 through 33.
R4: Attachment C, Annexes 01 through 33 have been included with Amendment 02.
Q5: We are preparing the solicitation No. w912pf25qa054 due on Thursday 24/07 but we are currently without the White list due to a change in the CDA. We were wondering if the white list is an essential element among the documents to submit the bid?
R5: In accordance with Addendum to 52.212-1, B, Volume I Mandatory Documentation, the Contractor shall provide all the documents listed in paragraphs 1) through 10). The White list is not part of the above-mentioned documents.
Q6: The request for payment states 1 job. But to be clear, will the invoice be billed once per month? If so, the quantity should say 12 jobs. Otherwise, with the 1 job listed, how will the payment be handled?
R6: The Contractor will submit their invoice upon completion of the services on the basis of the services actually rendered. The invoice shall detail the price for each service that was rendered in accordance with the prices quoted in Attachment D and the total amount of the invoice shall be reported in WAWF as "1 job".
Q7: In preparing our economic offer, we note conflicts between the Technical+Exhibit+D and theAO2- PWS. We believe that the Technical+Exhibit+D should be a summary of what iscited in the PWS and Annexes. In short, the Technical+Exhibit+D referencesparagraphs or annexes that do not match in the PSW or they do not even exist.
R7: Technical Exhibit D has been corrected and the new version uploaded as "Technical Exhibit D v.02"

If submitting more than one contract, the contracts cannot be combined, and each contract shall be recent and relevant on its own. Relevant in scope means that the contract must be for Maintenance, Inspection, and Cleaning of Depuration Systems, within Italy, similar to the performance-based requirements specified in Part 5 of the attached PWS. Relevant in magnitude means a recent contract that includes a yearly value of at least
EUR200,000.
For each example provided, the Quoter shall identify:

Recent experience means at least one project currently being performed or completed within three (3) years of the solicitation release date. Relevant in scope means that the contract must be for Maintenance, Inspection, and Cleaning of Depuration Systems, within Italy, similar to the performance-based requirements specified in Part 5 of the attached Performance Work Statement (PWS). Relevant in magnitude means a contract that includes a yearly value of approximately 200,000. VOLUME III - FACTOR II - PRICE.
1. The Quoter shall fill out the prices for each ordering period for each CLIN by inserting the unit price only in the Microsoft Excel workbook entitled "Technical Exhibit D." The spreadsheet will automatically calculate all totals. Failure of the Quoter to include pricing in "Technical Exhibit D" will render the quote noncompliant with the terms of the solicitation and therefore ineligible for award.
2. SINGLE AWARD. The Government intends to make a single award; therefore, Quotes must be submitted for all the line items indicated in the solicitation. No award will be made for less than the full requirements shown in the solicitation. Any Quoter offering less than all of the solicitation requirements may be excluded from consideration for award if the Contracting Officer elects to make an award without opening discussions.
3. SUBMISSION OF QUOTES IN EURO. Quotes submitted in response to this solicitation will be in terms of EUROs. Quotes received in other than EUROs shall be rejected.
4. Quotes shall be valid 90 calendar days from the date of submission.
C. GENERAL INFORMATION.
Army Contract
Army Contract Writing System (ACWS) Transition Information for Offerors
1. The Army Contracting Enterprise (ACE) is in the process of deploying new solicitation and contract writing software to Army contracting offices worldwide. Known as the Army Contract Writing System (ACWS), this modern software suite will soon replace most existing Army contract writing systems, including the system used to create and release this Solicitation.
2. During this transition period, Offerors are hereby advised:
- The Contracting Office may use any combination of contract writing systems to create and release documents related to this solicitation (e.g. solicitation amendments and awards, if any). Due to this:
- This solicitation may contain different offer submission instructions than other solicitations released by the same Contracting Office (e.g. requiring offer submission via the PIEE Solicitation Module vs. e-mail). Offerors should review all offer submission instructions contained in the solicitation documents and direct any questions or concerns to the Contract Specialist or Contracting Officer.
- If the Contracting Office switches contract writing systems prior to award, documents you receive from the Contracting Officer or view on SAM. gov or other forums may appear noticeably different than the initial solicitation or previous solicitations or awards from the same Contracting Office. This is normal and expected.
- A change between contract writing systems may cause important information concerning solicitation response (amendments) or accepted terms (awards) to take on different formatting or appear in different parts of later documents issued. Offerors shall review all documents carefully to locate this important information and direct any questions or concerns to the Contract Specialist or Contracting Officer.
3. The Government does not intend to use the transition between contract writing systems to effect any changes to solicitation or award terms and conditions without accompanying document narratives explicitly stating such changes are deliberate and desired. While the Contract Specialist and Contracting Officer will take care to minimize or eliminate any inadvertent changes when adapting to the new contract writing software, you, as the Offeror, may still be the first to spot such errors. Therefore, Offerors shall:
a. Notify the Contracting Officer immediately if any observed changes, removals, or additions affect your award eligibility, violate or alter existing quote/proposal terms, or could affect Contract performance post-award.
b. Take special care to ensure all fill-in Clauses are populated and remain populated across documents received from the Contracting Office throughout the Solicitation and Award process.
c. Contact the Contracting Officer listed on the first page of the solicitation or solicitation amendment for guidance if you notice or suspect any inadvertent change has occurred between document issuances.
4. The Contracting Officer will correct problems affecting award documents (if any) via bilateral modification, at no cost to the Contractor. Any such modification will reconcile the award with the latest version of this solicitation reflecting deliberate action by the Contracting Officer (e.g. the first issuance if no amendments, or the latest amendment with accompanying narratives), inclusive of any documented pre-award negotiations or accepted supplemental offer terms.
5. In the unlikely event a network disruption, contract writing system error, or financial system error threatens timely award of the requirement set forth in this solicitation, the Contracting Officer:
i. May elect to use alternative mechanisms to obligate funds and allow work or deliveries to legally begin to the benefit of, and with legal protection for, both parties.
ii. Will incorporate the latest version of this Solicitation into such mechanisms to serve as a framework for contract execution until any such system problems are resolved.
iii. Will ensure any action taken does not conflict with the stated offer evaluation and award methodology of this requirement.
iv. Will issue a complete, properly-formatted award accurately reflecting this requirement and all applicable terms and conditions once systems return to normal.
