About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the U.S. Army Garrison Bavaria contract number W912PB25R3009. The amendment includes responses to three vendor questions regarding a solicitation for maintenance services on grease and starch separators at Grafenwoehr Tower Barracks and Vilseck Rose Barracks. Key clarifications include: confirming the estimated annual workload of 130,000 KG of grease residues, explaining that ANSI standards are not mandatory and German standards will be used, and specifying that the 8-hour response time is only for emergency situations like overflowing separators or blocked inlets. The contract will require cleaning, maintenance, inspection, collection, transportation, and disposal of grease and starch separator residues, with the contractor needing to be an accredited waste management company following German environmental regulations. The amendment is dated 26 March 2025 and does not change other terms and conditions of the original solicitation.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Q&A

1. According to Technical Exhibit # 4 estimated workload for items A001, B001, C001, D001 and E001 (Rose Barracks) is 130,000 KG. ANNEX H, section 2.1.4, also gives the information that the annual quantity is estimated at 130,000.00 KG of grease residues. However, the subject price schedule (ELIN_Grease and Starch Graf Vilseck.xlsx) lists 200 tons for each contract year under ELINs A003, B003, C003, D003 and E003 (Rose Barracks). Apart from the apparently incorrect assignment of the ELIN numbers in Technical Exhibit #4, it is unclear which estimated quantity is supposed to be correct. We would be very pleased to receive clarification.

Answer: Estimated numbers as mentioned in applicable and attached ELIN sheet shall be used.

ELINS A003-E003 that you re referring to are for GRAFENWOEHR, not Vilseck. Estimated workload for RB (A001-E001) and ELINs for RB (A002 – E002) are showing the same numbers for VILSECK which is 130,000 KG or 130.00 TN.

2. According to ANNEX H, section 4.3.1 collection vehicles shall meet standards, established in ANSI Z245.1 , Our company's pump trucks and equipment confirm with German standards and local laws. However, we are unable to meet the standards established In ANSI Z245.1. Would it be possible to change this solicitation clause or clarify which ANSI requirements are relevant in detail?

Answer: The American National Standards Institute (ANSI) administers and coordinates the US voluntary consensus standardization system. ANSI is also the U.S. member body to ISO.

The Contractor shall determine the best and most cost-effective ways to fulfill the services of Cleaning, Maintenance, and Inspection of Grease and Starch Separators according to DIN 4040-100 and collection and disposal services of grease and starch residues at legal disposal sites off-post. Contract Manager shall have a minimum of 1 year experience in the trade and shall be a certified Waste Management Specialist. The Contractor shall be an accredited waste management company for collection, transportation, storage, handling, recycling and disposal of waste material according to the Closed-Cycle Material Management Law (former named German Waste Disposal Law) and Water Resources Act (WRA). Therefore, ANSI Standard is not mandatory.

3. According to ANNEX H, section 2.1.2 the Contractor shall provide, deliver and maintain required services within eight (8) work hours after Government notification. On the other hand according to ANNEX H, section 3.6 the Contractor shall prepare and maintain a Work Plan for cleaning, maintenance, inspection of grease and starch separators at USAG Grafenwoehr (TB) and Vilseck ( RB) and general inspection of Grease separators at USAG Vilseck and grease and starch separators at USAG Grafenwoehr. It is not clear to us which services require a response time of 8 work hours, since the deliver of the services is to be planned via a long-term Work Plan as requested by ANNEX H. section 3.6. please clarify.

Answer: The Contractor shall schedule and coordinate with the COR to minimize disruptions to the facility mission. The Contractor shall determine the best and most cost-effective ways to fulfill the services of Cleaning, Maintenance, and Inspection of Grease and Starch Separators according to in accordance with (IAW) DIN 4040-100 and all applicable Federal. Required

W912PB25R3009

Services within 8 hours would be ordered just in case of an overflowing Starch Separators, if the inlet of a Separator is blocked and a backflow of dirty water into the building occurs.
