About this file
This document contains an amendment to a federal solicitation as well as questions and answers related to the opportunity. The solicitation is seeking firms to replace two excitation systems for hydropower generators at the Clarence Cannon Power Plant in Missouri. Contractors will remove and abate asbestos-containing materials, provide new digital exciters and power potential transformers, replace brushes and brush holders, and refurbish collector rings. Modifications will also be made to the main control board to interface with the new digital excitation systems. The pre-proposal questions and answers provide additional details on the existing equipment, outage restrictions, asbestos testing reports, and routing of cables. The contract duration is 18 months, with a magnitude between $1-5 million. The response due date was extended to August 28, 2019. The Southwest Power Administration has permitted outages in December through mid-January for installation.

QUESTIONS & ANSWERS NO. 2
Clarence Cannon Power Plant Excitation System Replacement
Pre-proposal Questions 8 Aug 2019
1. Can you please provide us with a copy of the “List of attendees”, including names, company names and emails that were present during the site walk of August 7th, 2019?
Please see attached Pre-bid Sign-in document.
2. In order to come up with a more cost effective proposal, could you please provide us with a list of recommended contractors in the area of the Clarence Cannon Power Plant?
The government does not recommend contractors.
3. It is expected that more time will be needed in order to get estimates for this project and properly prepare the proposal. Can an extension of the bid due date be granted? We consider that a minimum of two more weeks would be required.
Amendment 0002 state the closing date has been extended to 28 August 2019 at 10AM CST.
4. It was understood that the installation at site cannot be scheduled during the month of March or the window between 15 June and 15 September of the calendar year. Can you please confirm that the rest of the year has no restrictions for the installation of the new units to take place?
As indicated in Paragraph 1.19.4 of Section 00 08 00, the Southwest Power Administration (SWPA) does have a second outage restriction. This restriction is usually 15 December through 15 March, but SWPA has permitted the outage during December through mid-January to permit the installation of both excitation systems back-to-back. While the Government has the flexibility to move Annual Maintenance usually performed in March, an outage during the months of February and March will have to be coordinated and approved by SWPA.
5. Is there a report of the asbestos containing materials (ACM) related to the existing excitation systems available? If yes, can we get a copy?
A sample of the wiring insulation on the armature circuit was taken at the voltage regulator. The report “Asbestos Testing Report 391609384_001.pdf” has been made available for download.
6. In section 48 19 26.00 26, paragraph 1.4.4 POTENTIAL AND CURRENT TRANSFORMERS, it is said that the CT on phase B has to be removed and a set of three brand new CT’s need to be provided as part of the scope.
During the site walk, it was not possible to open the cabinets of the switchgear where the existing CT is located.
Could you please provide a picture of the existing CT as well as a picture of the intended location(s) for the new set of CT’s?
Refer to Abbott Power Corporation drawings 77G1-2 (page 50 of 64) and 77G1-3 (page 50 of 64) of the reference drawings for details on the CT installation. Photos of the Unit 1 and Unit 2 CT installations are available for download.
7. Can you please provide more detailed information (datasheets) of the existing brushes, rigging and collectors? Make, model number and drawings would be required if available.
Carbon Brushes: Helwig Carbon, Part # 10127522111417 Description: 10-127541 H552 Style: R11
Rigging: Unit #1 and Unit #2
Collector Brush Holder: M-4919813 G-3 Collector Insulated Brush Holder: K-9101584 P-8 (from the spare parts list)
Collectors: Additional information not available
8. During the site visit, it has been noted that the poles of the existing exciter machines could be an obstacle to reach the collector rings of the main generator field. Can you please clarify whether removing the poles would be a part of the scope of work? Or otherwise, what is expected to be done with the poles?
The existing rotating exciters poles may be removed in part or whole as necessary to allow the connection to the collector rings.
9. During inspection of the existing collector rings and brushes, it was noted that there are shunts on the exciter field DC circuits of both units. What does the USACE expect to be done with them?
There is no planned work for the exciter DC field shunts. They are expected to be abandoned in place.
They may be removed if necessary.
10. During inspection of the existing collector rings and brushes, it was noted that there is a CT next to a shunt on the exciter field DC circuit of Unit 2. What does the USACE expect to be done with it?
There is no planned work for the exciter DC field CT. They are expected to be abandoned in place. They may be removed if necessary.
11. In order to reach the cable trays located at the next level in the powerhouse, control and power cables will need to be routed somehow. Is it required to have new trenches underneath the future exciter location to route the cables and reach the cooling pipe trench? Otherwise, can conduits/cable trays be installed over the exciter assembly in order to route the cables to reach the cooling pipe trench?
No trenching of the existing concrete floor from the pipe chase shall be permitted. The Contractor shall surface-mount conduit to either the floor or wall to span between the pipe chase and new electrical equipment. The field-routing of the conduit shall be approved by the Government prior to installation.
