BID SCHEDULE NOTES

BIDDING SCHEDULE NOTES

1. All quantities shown on the BIDDING SCHEDULE are estimated quantities except when the unit is shown as job "JOB".

2. When bids are solicited on a unit price basis, bidders shall insert in the spaces provided therefore in the SCHEDULE both the "unit price" and the "estimated amount" resulting from applying the said unit price to the estimated quantity shown. In event the bidder quotes only a total price ("estimated amount") in its bid and fails to quote the unit price, the Government will determine such unit price by dividing the total price quoted by the quantity of the item set out in the SCHEDULE. The bidder agrees that the unit price so determined shall be used for the purpose of bid evaluation, award and all payments to the Contractor including final payment.

3. All extensions of the unit prices shown will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the bid and the extension will be corrected accordingly.

4. If a modification to a bid based on unit prices is submitted, which provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to each unit price in the bid schedule must be stated. If it is not stated, the bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the bid schedule.

5. Bidders are required to bid on all items listed on the Bidding Schedule in addition to inserting a total quoted bid in the appropriate space provided. Failure to do so will be considered good cause to disqualify the bid.

6. Equipment Ownership and Operating Expense Schedule (MAR 1995)

(a) This clause does not apply to terminations. See 52.249-9000, Basis for Settlement of Proposals, and FAR Part 49.

(b) Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of EP 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region V. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.

(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.

(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the SAT, the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.

7. OPTIONAL BID ITEMS. Bid Item Nos. 0017-0017D and 0018 are OPTIONAL ITEMS which may be executed at any time during this contract. Upon the review of inspection at the site, the Contracting Officer, in accordance with the specifications and drawings, will direct the optional bid item work as needed. The Contractor shall perform the appropriate work ONLY when directed by the Contracting Officer. The Government is not obligated to request any work under any optional item(s). The bid prices for each optional item shall represent your firm price to perform that service. Payment will be made ONLY for work actually requested and performed to the Government’s satisfaction.

PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS

REQUIREMENT FOR SEPARATE TECHNICAL AND PRICE PROPOSALS.

DO NOT MIX CONTENTS OF VOLUME 1 (Technical) AND VOLUME 2 (Price) IN THE SAME

BINDER.

(1) Each offeror must submit a Technical Proposal and a Price Proposal. The Technical Proposal and the Price Proposal must be submitted as separate volumes. Both the Technical and Price Proposal shall be paginated (contain consecutive page numbers on each page).

(2) The outside cover of each separate volume (Vol 1 – Technical; Vol 2 – Price) must be clearly marked to indicate its contents and the identity of the Offeror. Additionally, identify the “original” Technical proposal and the “original” Cost/Price proposal on the outside cover.

(3) Both the Technical Proposal and the Price Proposal must be received by the closing date and time set for receipt of proposals.

(4) Pricing Schedule, Vol 2, shall be completed in full.

(5) Do not include any dollar amounts in the Technical Proposal that are taken from the Price Proposal.

(6) All information intended to be evaluated as part of the Technical Proposal must be submitted within the Technical Proposal. Do not cross-reference material in the Price Proposal, or vice versa. Also, do not include links to websites in your proposal. Technical Proposals will not be provided to the price team and Price Proposals will not be provided to the technical team. Therefore, information submitted in the wrong Volume could lead to the proposal being determined “unacceptable” if materially incomplete in any aspect.

(7) Do not attempt to modify the terms and conditions of the solicitation in either the technical or price proposal. Trade off conditions or qualifications may be offered in your offer. Should the offeror include terms and conditions that conflict with the terms and conditions of the Solicitation, the offer may be determined "unacceptable" and thus ineligible for award. Any questions related to specific terms and conditions contained within the Solicitation should be resolved prior to submission of the offer. Notwithstanding the above, the offeror must clearly describe on the Proposal Cover Sheet submitted with the Price Proposal any modifications to the contractual and/or technical terms and conditions of the solicitation contained in the Offer.

(8) Failure to submit required documents or failure to properly complete documents may result in rejection of the offer without further evaluation. Therefore, offerors are urged to follow instructions carefully and to speak with the Contracting Officer if the offeror does not understand any part of the Solicitation.

DISCUSSIONS.

The Government intends to evaluate proposals and award a contract without discussions. However, the

Government reserves the right to hold discussions if it determines that discussions are necessary. Therefore, proposals should be submitted on the most favorable terms that the offeror can submit to the Government.

GENERAL INSTRUCTIONS.

(1) Submit the documents specifically required in this section. Trade-off information may be submitted.

Do not include audio-visual materials, electronic media, etc.

(2) Use only 8 ½ by 11 inch paper or A4 paper for hard copy submissions, unless another paper size is specifically authorized elsewhere in this section for a particular submission. Do not use fold-outs (e.g., 11” x 14” or 11” x 17” sheets). Do not use a font size smaller than Times New Roman, 10, or an unusual font style such as script, or condensed print for any submission. All page margins must be at least one inch wide, but may include headers and footers. All pages must be numbered.

(3) The preferred method for assembling your proposal is to use three-ring binders; however, the use of pressboard or other report covers with compression or other type fasteners is acceptable. Do not use spring clamps or exceed the recommended capacity of the fastener or binder. Do not use plastic multi-hole/spiral binding systems, heat binding systems, or other systems which do not facilitate the ready insertion of additional pages. Do not include loose papers.

(4) References to “Confidential” projects cannot be submitted to demonstrate capability unless all of the information required for evaluation as specified herein can be provided to the Government as part of the offeror’s technical proposal. Offerors that include in their proposals information they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, must clearly mark their proposals in accordance with the instructions at FAR 52.215-1, “Instructions to Offerors— Competitive Acquisition,” paragraph (e), “Restriction on disclosure and use of data .”

(5) In the case of an offeror that is part of a large, multi-segmented business concern, provide information directly pertaining to the specific segment of the business concern (i.e., the division, group, unit, etc.) that will perform work under the prospective contract.

(6) For submissions with page limitations, the pages will be counted as follows: One side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages. Pages furnished for organizational purposes only, such as a “Table of Contents” or divider tabs, are not included in the page limitation.

INSTRUCTIONS FOR SUBMISSION OF JOINT VENTURE AGREEMENTS

A Joint Venture offeror must submit with its technical proposal a copy of the joint venture agreement upon which the Joint Venture organization has been formed. The joint venture agreement must indicate that the Joint Venture is in existence as of the date and time that proposals are due to be submitted; or, alternatively, that the Joint Venture will automatically take legal effect immediately upon notification to the joint venture of contract award.

The joint venture agreement must be signed by a representative of each Joint Venture partner who has the requisite authority to bind the partner to the agreement, with the chief executive of each entity identified.

To be acceptable to the Government, the joint venture agreement must clearly state within its terms that each member of the Joint Venture is jointly and severally liable for all of the obligations of the Joint Venture itself with respect to completion of all work and services under the contract expected to result from the Solicitation.

The terms of the Joint Venture must detail, in terms of percentages, where appropriate, the relationship of the Joint Venture parties in terms of business ownership, capital contribution, and profit distribution or loss sharing.

Additionally, the joint venture agreement must specify who among the joint venture partners is authorized to sign the Solicitation's Standard Form 1442, acknowledge the amendments to the Solicitation, if any, and bind the entire Joint Venture to its obligations under any contract which may result from the Solicitation.

SUB-CONTRACTOR CONTRACTORS

If an offeror wishes to receive credit for the experience or past performance of a Sub-Contractor, including a firm that is a proposed Sub-Contractor to the prime Contractor or a Joint Venture partner, the offeror must submit a letter of commitment to subcontract under the proposed project, signed both by the Sub- Contractor and the offeror.

For purposes of this Solicitation, such a Sub-Contractor shall be considered to be a “qualified Sub-Contractor.”

The commitment letter must be submitted even if the Sub-Contractor is in some way affiliated with a Joint

Venture partner (for example, the Sub-Contractor is a subsidiary of a Joint Venture partner, or a subsidiary of a firm to which the Joint Venture partner is also a subsidiary).

Include letters of commitment in Volume 1, Factor 2 Past Performance.

TEAMING ARRANGEMENT

If a contractor wishes to receive credit for the experience or past-performance from a teaming arrangement with another small business, provide the complete information on the arrangement, to include any relevant and recent past/present performance information on previous teaming arrangements with same partner.

SPECIFIC INSTRUCTIONS FOR VOLUME 1 – TECHNICAL PROPOSAL

Number of Copies of the Technical Proposal. Submit an ORIGINAL and six (6) additional copies of the Technical Proposal, with each set in a separate binder along with a CD containing the entire Technical Proposal.

Size Restrictions and Page Limits. Use only 8 ½” x 11” or A4 pages. Double-sided pages will count as two pages regarding the Page Limit.

Format and Contents of the Technical Proposal and List of Tabs. The original and all copies of the technical proposal will be appropriately labeled as such. Each technical proposal shall be organized using the tabs specified in the following chart Note: The main tabs directly correlate to the evaluation factors identified in Section 00 21 13 of the RFP.

TAB 1 – FACTOR 1: TECHNICAL (30 page limit)

This factor is comprised of three (3) sub-factors. Sub-factor 1A requires that the Offeror submit projects as evidence of experience. An applicable project must be 100% complete (all units commissioned) at the time of proposal submission. In the case of projects which include more than three excitation systems, at least three excitation systems must have been installed and commissioned (100% Complete) at the time of proposal submission. All submitted projects of digital static excitation systems for hydrogenerators must be rated at a minimum of 17 mega volt amperes (MVA) or greater. Multiple units installed at the same plant with identical ratings will be evaluated as one (1) project. Projects must have been completed within the last five (5) years.

Information not related to the scope of work will not be used for evaluating the offer.

Sub-factor (1A) – Experience: Proposals will be evaluated to determine experience with the design, manufacturing, and installation of static excitation systems relevant with the scope and complexity required in the solicitation. Offerors shall provide sufficient information to clearly demonstrate the breadth and depth of the Offeror’s experience. Offeror’s shall demonstrate experience by submitting a minimum of three (3) applicable project examples. The three projects submitted and combined must collectively address each of the minimum required elements identified below. Failure to submit the minimum required documentation for each minimum required element indicated below shall result in an unfavorable rating.

(1) Include details such as equipment types, ratings, capacities, configuration, dimensions, and other salient design features to demonstrate the relevancy of the scope of work for comparison to that required in this solicitation.

(2) Design experience requiring retrofitting a new static excitation system into an existing system and plant.

(3) Installation experience requiring the removal of an existing excitation system and installation of a new system utilizing existing connections.

(4) Installation experience requiring the services of a commissioning engineer from an excitation manufacturer responsible for functionality checks, reports and setup required for field testing and commissioning of excitation systems.

Sub-factor (1B) – Technical Data and Approach: This sub-factor evaluates the Offeror’s understanding of the required scope of work and evaluates the Offeror’s capabilities and availability of resources necessary to complete all requirements. Failure to submit the minimum required documentation for each minimum required element indicated below shall result in an unfavorable rating

Offerors shall submit each of the following minimum requirements for Sub-factor 1B:

(1) Technical Data:

a. Submit documentation showing the proposed exciter continuous current rating, DC field lead ampacity rating, exciter ceiling voltage, exciter transformer (PPT) kVA and voltage ratings, and basis or calculations for PPT ratings. Design details shall meet the minimum specification requirements.

f. Submit a Mean Time Between Failure (MTBF) calculation and narrative for major components of the excitation system proposed in the submission. The narrative must contain sufficient information to clearly communicate any underlying assumptions, variables, and definitions used in the calculations.

(2) Sub-Contractor Identification:

a. Offerors should clearly identify the firm(s) that will be utilized during performance of the contract or work that will be self-performed. Ensure the proposal is clear as to which function the Offeror or subcontractor will be performing. If the prime contractor proposes to use a subcontractor for the design, fabrication, or installation, the Offeror must submit a signed Letter of Commitment from the subcontractor with the proposal for that subcontractor’s experience to be evaluated.

Sub-factor (1C) – Schedule: Submit a Work Plan & Schedule that reflects the planned activities, order of major tasks, task dependencies, durations, and critical path to successfully execute the scope of work from notice to proceed to final commissioning, and contract close-out. Clearly distinguish what work will be completed on-site versus work that will be completed off-site. Identify where off-site work will be accomplished. Any assumptions made by the Offeror shall be clearly stated in the proposal. Identify any critical assumptions and uncertainties that may impact the completion of work and identify methods to check assumptions and address uncertainties. The Contractor’s schedule must address the constraints identified in Section 00 08 00, Order and Coordination of Work.

For evaluation purposes only, the Offeror should assume an award date of 30 September 2019 for preparing schedule.

The PPQ included in this solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 2. Completed PPQs must be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the offeror should complete and submit with the proposal the first two (2) pages of the PPQ which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. OFFERORS SHALL NOT INCORPORATE BY REFERENCE INTO THEIR PROPOSAL PPQs PREVIOUSLY SUBMITTED FOR OTHER REQUEST FOR PROPOSALS. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

TAB 3 – FACTOR 3: SMALL BUSINESS PARTICIPATION PLAN (no page limit)

A. Submission Requirements and Evaluation Criteria

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST

REFLECT YOUR EVALUATION OF THE CONTRACTOR’S

PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional

Performance meets contractual requirements and exceeds many of the requirements to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the Contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner.

A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good

Performance meets contractual requirements and exceeds some of the requirements to the Government’s/Owner’s benefit. The contractual performance of the element or sub- element being assessed was accomplished with some minor problems for which corrective actions taken by the Contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory

Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the Contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the Contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified.
