Government: For correct submission, follow note 1 for multiple submissions of Attachment A.

27. Page 65 of 81, Attachment A – Data Sheet for Performance Summary: Note 1 indicates that this form should be filled out for each key personnel and that resumes will not be evaluated.” This appears to be in conflict with Section L, Tab 3 – Factor 3 which indicates resumes shall be provided for key personnel.

30. Page 77 of 81, Section M, Factor 2 Past Performance (e): States “past performance conducted within the DoD will receive greater consideration.” Most DoD contracts for similar types of services as those required for IAAAP are TO type contracts in which either multiple areas at a single site are under remediation and/or work is performed over multiple years under annual TOs similar to this solicitation. Consistent with the language in Table 2, please confirm that projects which are ongoing but for which remediation of multiple areas of a site have been completed within the last 10 years will be considered relevant.

31. Respectfully request clarification to “Completed” and “Performed” language contained in Section L and Section M. Page 60 of 81, Section L, Subsection 14 (1) state that “to be considered for evaluation….

project…has been completed within the last ten (10) years of the RFP issue date.” While Section M contains numerous references to “present and current performance”, “performance or awarded during the past 10 years from the issue date of this RFP” and present/past performance”. Please confirm that the intent is for the offeror to include projects which have been completed no longer then ten (10) years from the RFP issue date or have been awarded and performed on during the past ten (10) years from the issue date. Please confirm that USACE wants both the Technical Proposal and Cost Proposal provided on a single CD with the Technical Proposal submittal. This statement conflicts with the previous statement in Section L#8, page 55 of RFP “Do not mix contents of Volume 1 and Volume 2 in the same binder”.

Government: Reference item #7 in section L for proposal submission Volume 1 (Technical Proposal and Volume 2 (Cost Proposal)

6. Amendment 0001 issued on May 22nd, 2018 indicates the purpose was to “add the deadline for submitting questions”; however, the deadline for questions was already contained in Section 4, of Section L of the solicitation on page 53 of 81 “Written questions must be received by this office not later than 10 calendar days prior to the date set for receipt of offers.”, which would establish the deadline for questions as June 8, 2018. Given the complex nature of this project, the substantial size of the Project Document Binder (671 pages), and the time required to identify items requiring clarification, ten calendar days from posting of solicitation does not provide for a sufficient amount of time. We respectfully request that this original deadline for submittal of questions be retained to allow offerors sufficient time to develop and identify questions based on development of their technical approaches.

Government: Time extension shall NOT be granted for question submissions.

Reference Amendment 0001 for questions submissions.

7. The Technical proposal limit of 30 pages, this limit does not allow detail description of Equipment for Sorting to be used by the contractor. Also USACE does not have specific details of equipment other referenced it comply with USACE as prescribed. Facility Industry is not planned for site visit. Can we include a separate equipment description Design details to our technical proposal?

Government: Comply with the page limitation for the factor 1 as described in item 12 section L.

8. Larson et al. (2007), sizes smaller than 4.76 mm may require very dry soil (depending upon the soil silt and clay content) due to blinding and blockage of the screen. The firings were done years back and DU projectiles had weathered, thus reducing concentration mass to uranium-based salts. What percent acceptance are you asking from screening to be accurate; and accepted for quality assurance purposes?

Government: The evaluation screening must be below the required remediation goal of 150 pCi/g. Reference the approve Remedial Design and Remedial Action Work Description (RD/RAWD) on page 5 of the solicitation under the heading item #1 Remedial Action Infrastructure Installation.

13. Since this project contains significant site work, we feel that an organized site visit should be granted.

Government: Due to an active army installation, a site visit shall not be accommodating. The Government has provided a drawing sheet and current project photos as attachments in the solicitation.

14. Is this a firm fix contract requiring employees working at least 40hrs per week or a task order based on as needed service?

Government: Yes, both items are needed for this solicitation.

24. Solicitation, Attachment 2 is fuzzy and difficult to read/complete. Please provide an editable version of the form.

Government: More comprehensive eligible form shall be provided.

27. Solicitation, page 6, 2.3 states “The contractor shall provide and submit to the Government the type of scan sort system to be utilized for this project site.” Please confirm that “scan sort system” is a generic reference and not a reference to a specific company’s machine that must be utilized.

Since there will be cost reimbursement type task orders, will you please include by reference FAR Clause 52.243-2 Changes – Cost-Reimbursement (Aug 1987) - Alternate I?

30. Section L.8.c General Instructions restricts font size to 10 pt. Times New Roman. Given the page limitations and amount of information such items as the Schedule, organization chart, etc. require, please allow the use of font size smaller than Times New Roman, 10, for figures, as long as the text is legible.

31. Section M.2 Factor 2.c requires offerors to submit for evaluation “… all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past ten years, from the issue date of this RFP, which are relevant to the efforts required by this RFP. This requirement is not included in Section L. Will USACE please clarify if offerors need to submit the list of relevant contracts including it in Section L if required; and if so, advise how it is to fit within the page limitations for the Past Performance section.
