SAMPLING PLAN FOR SOIL VERIFICATION AT THE IOWA ARMY AMMUNITION

PLANT FIRING SITES 6, 7, 8, AND 15 AREA

This document contains the verification sampling plan for the Firing Sites (FS) 6, 7, 8, and 15 Area at the Iowa Army Ammunition Plant (IAAAP). The FS 6, 7, 8, and 15 Area is centrally located north of the entrance to the Firing Sites Area (FSA) (See Figure 1).

The purpose of this sampling plan is to ensure there is sufficient final status survey data to verify the absence of radiological contamination (specifically depleted uranium [DU]) on the FS 6, 7, 8, and 15 Area.

History and Background

FS-6 is believed to have been the primary testing area until FS-14 was built in 1972. Historic drawings indicate the presence of an observation bunker and test fire pad at FS-6. Prior to the construction of FS-14, plane wave shots used to research explosive detonation waves were tested at FS-6. These shots did not contain any radioactive elements. The explosives used in these shots were Composition B and barium nitrate. Some tests at FS-6 involved explosive components, which contained a thin sheet of DU. The DU was expected to be pulverized and dispersed by the wind during these tests. The quantity of these tests conducted at FS-6 is unknown. Presently, FS-6 is used for the testing of ordnance.

FS-7 and FS-8 are assumed to be observation bunkers based on engineering drawings. FS-15 has little known information available due to operational security during Atomic Energy Commission operations. However, FS-15 was built to support copperhead testing.

During the preliminary surveys in 2000-2001 associated with the Formerly Utilized Sites Remedial Action Program (FUSRAP) Remedial Investigation (RI) one small localized area of DU-contaminated soil was identified in the berm located west of the test area (FS-6) adjacent to the main FS roadway using gamma radiation walkover surveys (GWS). A sample (IAAP25004) was collected in the vicinity of the elevated count rates. During the 2006-2007 RI effort this area was further investigated. The previously identified count rates associated with IAAP54004 could not be reproduced.

During the FUSRAP 2006-2007 RI effort an additional area of elevated activity was identified near the northeast corner intersection of the main FS roadway and the access road that connects FS-6 with FS-12. An isolated DU fragment was identified covered by about 3 inches of soil. The DU fragment was removed and placed in the DU waste drum located at FS-12. Soil beneath the fragment showed the presence of yellow oxidation products and significantly elevated radiological counts. One soil sample (IAAP100176) was obtained from soil directly beneath and surrounding the removed DU fragment.

In 2009, subsurface samples were collected beneath the two small localized areas of DU and an additional eight sample locations were sampled on a random start grid pattern to a depth of two feet (ft) with one sample location extending to three ft to further define the lateral and vertical extent of DU. Samples were collected from each 0.5 ft soil interval. Results of soil samples collected to date indicate that the extent of contamination around both DU fragments is limited to an approximate 1 square meter (m2) area and limited in depth to approximately 1.0 ft below ground surface (bgs).

Existing soil sample data for the FS 6, 7, 8, and 15 Area are presented in Appendix A, and the corresponding sample locations are identified on Figure 2. The remedial goal that is applicable for use in this plan is from the FUSRAP Record of Decision for the Iowa Army Ammunition Plant.

Proposed Soil Samples and Gamma Walkover Surveys

In an effort to verify that the FS 6, 7, 8, and 15 Area meets the remedial goal, a survey designed using guidance in the Multi-Agency Survey and Site Investigation Manual (MARSSIM) will be implemented. The survey will consist of GWS along with surface and subsurface soil sampling.

Based on the previously obtained data, the FS 6, 7, 8, and 15 Area has been initially classified into MARSSIM Class 1, Class 2 and Class 3 areas as shown on Figure 2. Verification actions planned for the Class 1 and Class 2 areas are described below. No additional verification actions are proposed for the Class 3 area.

Class 1 Area

Class 1 soil samples will be collected from 10 sample locations spaced on a random-start grid in the areas most likely to contain contamination which include the locations of the previously identified DU contaminated soil. Sampling in the Class 1 area will be conducted in accordance with the Final Status Survey Plan for the FUSRAP Areas of the Iowa Army Ammunition Plant (FSSP). Sampling will consist of two soil samples collected from the first 2.0 ft of soil below cover material (bcm) (e.g., asphalt). The first sample will be a surface soil sample collected at 0.0-0.5 ft bcm. The second soil sample will be collected from the 0.5 ft interval indicating the highest radioactivity (based on field instruments) between 0.5-2.0 ft bcm. If soil samples between 0.5-2.0 ft bcm indicate relatively equal radioactivity, then the second soil sample will be taken from the 1.5-2.0 bcm interval. Sample intervals not submitted to the laboratory will be archived. Proposed sample locations are presented in Table 1 and shown on Figure 2. In addition to the soil sampling, 100 percent of the Class 1 area will be covered by GWS. Biased sample locations, if any, will be determined based on the results of the GWS. Existing GWSs are shown on Figure 3.

Class 2 Area

Two additional Class 2 soil samples will be collected from sample locations spaced on a random-start grid. Sampling in the Class 2 area will be conducted in accordance with the FSSP and will consist of collecting a surface soil sample from 0.0-0.5 ft bcm. Proposed sample locations are presented in Table 2 and shown on Figure 2. In addition to the soil sampling, at least 50 percent of the Class 2 area will be covered by GWS. Biased sample locations, if any, will be determined based on the results of the GWS. Existing GWSs are shown on Figure 3.

Soil Sample Collection

Soil samples will be obtained using a hand auger sampling system. Utilities will be identified prior to commencement of intrusive subsurface sampling activities by the IAAAP operating contractor, American Ordinance. The samples collected will be analyzed via gamma spectroscopy and alpha spectroscopy. Radiological analyses will be performed such that minimum detectable concentration (MDC) requirements described in the MARSSIM are achieved. The soil sampling, quality assurance/quality control (QA/QC) measures, and equipment decontamination will be conducted in accordance with the methodology described in the FSSP and Appendix H of the Remedial Investigation Work Plan For Line 1, Firing Sites Area, Yards C, G, and L, Warehouse 3-01 and the West Burn Pads Area South of the Road.
