SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
AMENDMENT 04 Q&A'S
1. Please provide the Attachment 1 Cost Summary Worksheet in Excel format.
Government: FedBizOpps.gov only accepts pdf. format.
2. May CPARS be used in lieu of a Past Performance Questionnaire?
Government: No, Reference Section L regarding PPQ and data sheet for performance survey.
3. Section L, Proposal Format – Volume 2 Tab 1 – Factor 4: COST, (ii), (a) thru 12 (pages 61-63 of RFP). Please provide guidance as to which tab this information (Sections 1-4:
Attachment 1 Cost Summary Sheet, Attachment 2 Cost Accounting System, Attachment 3 Financial Information) shall be place within the Volume 2 Cost Proposal.
Government: Reference the title page Iowa Project Worksheets regarding cost proposal submission. These worksheets shall be completed in its entirety for evaluation purposes
4. Section M, Factor 4 – Cost Proposal, Section 4: Financial Information referenced an
Attachment 5, Financial Information Questionnaire. There has been no Attachment 5 provided to date. Please provide this document.
Government: Reference Attachment 3 regarding Financial Information Questionnaire.
5. Section L, #12a, page 58 of RFP, Specific Instructions for Volume 1 – Technical Proposal, states “…along with a CD containing the entire Technical and Cost Proposal”. Please confirm that USACE wants both the Technical Proposal and Cost Proposal provided on a single CD with the Technical Proposal submittal. This statement conflicts with the previous statement in Section L#8, page 55 of RFP “Do not mix contents of Volume 1 and Volume 2 in the same binder”.
Government: Reference item #7 in section L for proposal submission Volume 1 (Technical Proposal and Volume 2 (Cost Proposal)
6. Amendment 0001 issued on May 22nd, 2018 indicates the purpose was to “add the deadline for submitting questions”; however, the deadline for questions was already contained in Section 4, of Section L of the solicitation on page 53 of 81 “Written questions must be received by this office not later than 10 calendar days prior to the date set for receipt of offers.”, which would establish the deadline for questions as June 8, 2018. Given the complex nature of this project, the substantial size of the Project Document Binder (671 pages), and the time required to identify items requiring clarification, ten calendar days from posting of solicitation does not provide for a sufficient amount of time. We respectfully request that this original deadline for submittal of questions be retained to allow offerors sufficient time to develop and identify questions based on development of their technical approaches.
Government: Time extension shall NOT be granted for question submissions.
Reference Amendment 0001 for questions submissions.
7. The Technical proposal limit of 30 pages, this limit does not allow detail description of Equipment for Sorting to be used by the contractor. Also USACE does not have specific details of equipment other referenced it comply with USACE as prescribed. Facility Industry is not planned for site visit. Can we include a separate equipment description Design details to our technical proposal?
Government: Comply with the page limitation for the factor 1 as described in item 12 section L.
8. Larson et al. (2007), sizes smaller than 4.76 mm may require very dry soil (depending upon the soil silt and clay content) due to blinding and blockage of the screen. The firings were done years back and DU projectiles had weathered, thus reducing concentration mass to uranium-based salts. What percent acceptance are you asking from screening to be accurate; and accepted for quality assurance purposes?
Government: The evaluation screening must be below the required remediation goal of 150 pCi/g. Reference the approve Remedial Design and Remedial Action Work Description (RD/RAWD) on page 5 of the solicitation under the heading item #1 Remedial Action Infrastructure Installation.
9. Are you requiring both chemical analysis and site characterization? What are the frequencies of each?
Government: No, for both chemical analysis and site characterization. This will be completed under a separate USACE contract.
10. Would you accept EPA Method 200.7 for analysis OR do you have any specific method used by USACE?
Government: No, EPA Method 200.7 shall not be acceptable for analysis purposes.
Reference the RFP on page 10 under the heading item #4 Cost Reimbursable Task Orders
11. Who is currently receiving the waste for treatment and Disposal?
Government: Reference 2.2 – Disposal Options from the Waste Management Plan dated February 2013.
12. Links to copies of plans within the RFP on pages 5, 6, 12, and 13 are inaccessible.
Once clicked, we are notified that our accesses is denied and we do not have permission to access the file. Please provide access to these documents.
Government: Use http://www.mvs.usace.army.mil/Missions/Centers-of- Expertise/Formerly-Utilized-Sites-Remedial-Action-Program/ and click on the “+” link for Iowa Army Ammunition Plant (IAAAP)
13. Since this project contains significant site work, we feel that an organized site visit should be granted.
Government: Due to an active army installation, a site visit shall not be accommodating. The Government has provided a drawing sheet and current project photos as attachments in the solicitation.
14. Is this a firm fix contract requiring employees working at least 40hrs per week or a task order based on as needed service?
Government: The Government anticipates that the contractor shall work a minimum of 40 hours in accordance to a Cost Plus Fixed Fee (CPFF) contract.
15. We are calculating our cost based on 40hrs per week to get our annual cost for the year.
The project work sheet wants cost breakdown per area E through K.
Government: Follow the cost summary sheets in attachment 1 for evaluation purposes.
16. Explain how you want cost for the entire year be totaled to each area.
Government: Provide cost associated within the timeframe for each field season (May – November). If subsequent years are necessary, then provide cost for each years’ field season.

MPPEH?
Government: Yes, the management process will remain the same.
67. Attachment A “Datasheet for Performance Survey” states in Note 2 that it should be included with Volume 1. The table titled “Contents of the Technical Proposal” in RFP Section L Subsection 12.b states for Tab 2 Factor 2, we are limited to 25 pages for the prime (5 projects max, using the 5 page PPQ form), however it also notes that the 25 page limit does not include PPQs. Please clarify 1) where to include Attachment A and if the PPQs are not included in the 25 page count, please clarify the evaluation criteria for these 25 pages.
Government: Attachment A shall not be included as a page count for factor #2.

68. The table titled “Contents of the Technical Proposal” in RFP Section L, Subsection 12.b notes under Tab 2 Factor 2 that there is a 25 page limit for prime contractor past performance and 5 page limit per major Subcontractor, but Section L Subsection 7 Factor 2 also indicated we are to include Letter of Commitment from Subcontractors, teaming agreements and JV agreements. Please confirm that these latter items are excluded from the page count and if they should be included under a separate tab.
Government: No, these will be counted towards the page count for Tab2.
69. The table titled “Contents of the Technical Proposal” in RFP Section L, Subsection 12.b notes under Tab 2 Factor 2 that there is a 25 page limit for prime contractor past performance and 5 page limit per major Subcontractor, but Section L Subsection 14 Tab 2 indicates no more than 5 projects using the PPQ forms. Please confirm that a maximum of 5 projects from the Offeror (including both prime and subcontractors) using the 5 page PPQ form.

74. If bidders are to include costs for American Ordnance LLC support items (site security, utility locates, electrical/water hookups, etc.), please provide current pricing for AO support services.
Government: This is an incidental requirement for evaluation purposes concerning attachment 1 Cost Summary Sheets.
75. The approved work plan does not show the relative location of Areas E, F, H, I, J & K within Firing Site 12 and how these sites are dispersed within open areas versus forested areas. A site walk would be beneficial for contractors to identify the most efficient soil handling methods for the areas described above as well as Area E (SOW Section 2.4.2). If a site walk is not performed, please provide aerial images of the sites with the grids shown so bidders can evaluate logistical options.
Government: Reference the approve Remedial Design and Remedial Action Work Description (RD/RAWD) on page 5 of the solicitation under the heading item #1 Remedial Action Infrastructure Installation.
