SUMMARY OF CHANGES

AMENDMENT 0004

PL84-99 2015 FLOOD RECOVERY, LEVEE REPAIRS, STE. GENEVIEVE #2 LD are amended as follows:

GENERAL REQUIREMENTS

PLEASE NOTE RESPONSE DATE IS CHANGED TO 01/19/17 TIME: 11:30 AM

CONTRACTOR QUESTIONS

1. Is it possible to move the bid date from a Monday?

Answer:

Response date is moved to 01/19/17.

2. I have a question on non‐nuclear gauges on this project. Will the Corps accept the use of these on this levee repair project? The gauge supports ASTM D7698. Here is additional information on the product.

The contractor needs to follow specifications.

3. The specification for the drainage fill material (section 33 40 00 paragraph 2.6) is very specific and not readily available. Will a commercially available sand such as a C‐33 sand be acceptable for this material?

The contractor needs to follow specifications. They can submit a grain size distribution for materials to be approved/disapproved, and we will accept some variance from the specs.

However C33 sand is too coarse to use as a filter in this case.

4. We respectfully request that the government consider extending the proposal due date to

Friday, January 13th to accommodate proposal delivery, as Mondays are particularly difficult to coordinate submission due to logistics when shipping or travel is required. ?

Response date is moved to 01/19/17.

5. Is this project tax exempt for materials?

The contractor will have to request for the tax exempt forms after award.

6. Does the contractor need railway/railroad insurance?

Contractor will only be crossing RR tracks over permanent crossings to access work sites. If all laws and regulations are adhered to, special RR insurance will not be required for this contract.

7. Will the government provide all of the permits required for this project?

No, the contractor is responsible for getting any necessary permits.

8. The hydrograph furnished on sheet R‐001 is for the Cape Gage at river mile 52. Can you please provide the slope of the river in ft/mile between river mile 52 and river mile 120.5 (location of breach 1).

Also is you could provide hydrograph at Chester gage (river mile 110).

Answer:

See amendment. Sheet R‐001 has been replaced with new sheet R‐001 which has the Chester Gage hydrograph.

9. Note 6 on sheet C102 and note 9 on sheet C106 state that the borrow areas are covered with pervious material. It was mentioned at the site showing and is indicated on the typical sections that the levee district is to place pervious material in the levee foundation to fill the scour areas. Are we to assume that all of the pervious material covering the borrow will be removed by the levee district? If not, how is this material to be disposed of and how will it be paid for?

Answer:

The levee district intends on using all of the pervious material on top of the borrow areas to fill the scour holes. Any remaining unsatisfactory material shall be disposed of according to the requirements of the specifications.

10. It was mentioned at the site showing that the A stone revetment at EMB‐T3‐01R could be placed by water with the stone being transported by water. The levee district personnel indicated that the chute was only accessible during high water (flood stage). If this placement method is elected by the contractor will the contract time be modified to allow this to occur should a high water event not be experienced during the contract period.

Answer:

Contract time will be extended if river stages are not sufficient to access chute during initial period of performance.

11. At the site visit it was suggested that the bituminous surfacing would be in the area shown on plan sheet C‐101 if the contract option is exercised. Can you confirm this and let us know if there would be any other potential areas that would require bituminous surfacing?

If the option is exercised, Bituminous Surfacing will only be used for the slide repairs which require crown removal at the slide repair locations shown on sheet C‐101. Bituminous surfacing will not be used at any other repair locations.

12. On Sheet C‐304 the drawing detail for the Bituminous Surface Treatment Line Item shows:

aggregate base course on geotextile fabric, prime coat, and two separate lifts for chip and seal. The general sheet notes on C‐304 say: If the optional Item is exercised the bituminous surfacing will be used in lieu of the crushed stone surfacing on the levee crowns for slide repairs in areas where existing levee crown surface is bituminous surfacing. My question is, what is included in the bituminous surfacing line item: Is it just two coats of chip n seal or does it include the crushed stone, fabric, and prime as well?

Answer:

Bituminous surfacing requires all materials/layers shown in detail B4 on sheet C‐304. Bituminous surfacing includes geotextile, aggregate base course, prime coat, and 2 separate applications of seal coat material and aggregate.

13. If a contractor has received a FINAL CPARS evaluation, can that be submitted in lieu of a Past

Performance Questionnaire? Some USACE clients are hesitant to complete the PPQS if they have already completed a final CPARS.

You can send in your final CPARS.
