SUMMARY OF CHANGES
AMENDMENT 0002
PL84-99 2015 FLOOD RECOVERY, LEVEE REPAIRS, STE. GENEVIEVE #2 LD are amended as follows:
GENERAL REQUIREMENTS
SECTION 01 22 00.99 15 – Delete this section and replace with the like numbered section which includes revisions to paragraph GRADED A STONE.
CONTRACTOR QUESTIONS
1.) RE Question 2 (Section 01 22 00.99 15-1.9): A contractor previously requested to allow for the displacement method for stone measurement and payment. In response to this request, this clause was changed from the certified weight ticket method to the displacement method. I request that either method be allowable.
Answer: See revised section Measurement and Payment 01 22 00.
2.) RE Question 5 (filling of scour holes): After going to both the site visit for this contract and the site visit for the Levee District’s contract to fill in the scour holes, it seems that the Levee District and the USACE may not be in agreement as to what specific work the Levee District is responsible for completing prior to the NTP for this USACE contract. I realize that the plans and specifications for this contract are binding to the contractor, but I have concerns that the Levee District will not have the site prepared as shown in our contract plans. I think some coordination between the USACE and Levee District may be necessary to verify that this work will be completed per plan and how this work will be completed. There was talk at the Levee District’s site visit about possibly filling in Scour Hole 1 with a dredge. I have concerns about building a levee on top of and installing drainage pipe in recently placed dredge fill.
Answer: Coordination with the Levee District is ongoing. Levee District is responsible for all pervious material and placement prior to Contractors work.
3.) The testing requirements listed in specifications 31 22 22.99 15 and 31 22 24.99 15 seem very excessive. Is a proctor test really necessary for every soil density test? This does not seem economical to perform this many proctor tests and will significantly reduce production.
Answer: Yes, a proctor test is required for every soil density test.
4.) Specification 31 22 24.99 15 paragraph 3.1.4.2 says: “If the amount of suitable excavated levee material is insufficient to construct the prescribed levee section as shown on the drawings, the Contractor shall obtain additional suitable material from a commercially available borrow source.”
Can this material be hauled from one of the government provided borrow sources? Answer: Contractor may use Government furnished borrow sources if additional material is needed.
W912P9-17-R-0009
5.) Specification 31 22 24.99 15 paragraph 3.1.5.2 says: “Unsuitable materials shall be disposed of offsite by the Contractor in accordance with all local, state and federal regulations at no additional cost to the Government.” Can this material be disposed at a previously excavated area at one of the government provided borrow sources?
Answer: no
6.) Specification 00 08 00.99 15 paragraph 1.23 discusses the requirements for working adjacent to railroads. The contractor believes that there is a substantial enough buffer between the railroad tracks and the work to be performed that no coordination with the railroad should be necessary, no railroad insurance should be required, and no railroad flagmen should be needed. Can the government verify this?
Answer: It is the Contractor’s responsibility to coordinate with the Railroad and adhere to requirements.
7.) Plan sheet C-104 and typical detail A2 on sheet C-304 roughly show the work area where the A Stone is to be installed. Are a more detailed plan view and cross-sections available that show this work?
Answer: no
8.) On plan sheet C-501, detail A3 shows “drainage fill” above and below the RCP pipe. Detail B3, which if I am interpreting the details correctly, is a typical cross-section of this pipe in this area does not show this drainage fill. Can the government please clarify the location and dimensions of this “drainage fill”?
Answer: Drainage fill is required (detail C3) around the pipe for the 1st 1/3 of the levee section. Starting at the flared end section inlet, going toward the river along the pipe, the 1st 60 linear feet of pipe requires drainage fill (detail C3). Continuing along the pipe, toward the river, from the end of the drainage fill to 75' past the riverside levee toe, flowable fill is required (detail C1). Continuing along the pipe toward the river, beyond 75' past the river side levee toe, compacted foundation/bedding (detail B3) is required.
Summary (Starting at inlet, along the pipe toward river):
Inlet to 1st 60' of pipe - Detail C3 1st 60' pipe to 75' past river side levee toe - Detail C1 75' past river side levee toe to headwall - Detail B3
9.) RE Question 4 (Borrow Material) Does borrow area 4 contain enough satisfactory impervious material to complete the work at Breach 1? Does borrow areas 5, 6A, and 6B contain enough satisfactory impervious material to complete the work at Breach 2?
Answer: It is anticipated that there is enough material in the borrow areas.
