About this file

This is Amendment 0011 to Solicitation W912P825B0024 for the West Shore Lake Pontchartrain, Louisiana Hurricane and Storm Damage Risk Reduction Project (WSLP-114), Reserve Relief & I-55 Pump Stations and Drainage Structures. The amendment is effective January 28, 2026, and issued by the U.S. Army Corps of Engineers, New Orleans District. The amendment extends the bid due date and time to February 6, 2026, at 9:30 AM CST, with virtual bid opening at 10:30 AM CST via Teams (Conference ID: 469 322 39#). No additional questions will be accepted after this amendment. The contracting officer is located at 7400 Leake Avenue, Room 172, New Orleans, LA 70118-3651.

The amendment includes revisions to Section 31.62.17.00 (Steel Pipe Piles) reducing nondestructive testing requirements from 100 percent to 25 percent of field splice welds, except for I-55 bridges where the requirement is 50 percent. Visual inspection remains required for 100 percent of all welds, and 100 percent of helical welds and girth welds are subject to specific testing protocols. Drawing changes include corrections to pipeline nomenclature (GSX to CSX), deletion of Note 6 from Sheet 2S-594 regarding pipeline removal, and addition of new Sheet 2S-153 for the Reserve Relief Shell Pipeline Cofferdam. The amendment also provides government estimated quantities for Job Items addressing items such as pile quantities, embankment volumes, and equipment counts across both the Reserve Relief Canal (RRC) and I-55 project sites. Contractors must acknowledge receipt of this amendment prior to the bid opening, with failure to do so potentially resulting in offer rejection.

WSLP-114 Contract Questions and Answers Round 5

1. Please provide the government estimates for "JOB" CLIN items.

a. See amendment.

2. Illustrated below is an example of the difference I am seeing between the louver schedule and the drawings. I am hoping I can get some guidance as to what to use for the most accurate quote. The example I am calling out is for louvers LV11-LV16 that shows 216” x 120”. However, in the drawing the dimension shows 18’4” (220”) x 20’4” (244”). We are seeing an overall additional 4” called out for the height and width in some cases. The assumption is that 2 louvers will have to make up the total 20’4” height therefore the 120” represented in the schedule is in conflict. This is not the only instance of inconsistent dimension between the schedule and what is shown in the drawings. My question is should I be quoting the dimensions found in the drawings or go with the louver schedule.

a. The louver schedule should be followed for dimensions of the louvers. The dimensions called out in the architectural drawings were to illustrate the clear opening of the building to accommodate the louvers scheduled. The contractor is responsible for coordination between the louver supplier and the metal building manufacturer to be sure the scheduled louvers fit within the building.

3. Will the successful contractor be permitted to access the Western work area of the Reserve Relief Canal Site via Access Road "D" and through the WSLP 107 project?

a. No access through Access Road “D” or WSLP-107 will be granted via this contract. However, the Contractor has the option to ask the WSLP-107 contractor to allow access via a mutual agreement. The WSLP-107 contractor will not be required to grant such access.

4. Can the contracting officer enable the interested vendors list for this solicitation?

Via the SAM Federal Help Desk, "The Interested Vendors List (IVL) will appear in the left-hand navigation of the opportunity if the contracting officer has enabled it."

a. The interested vendor list is enabled.

5. Amendment 0010, page 7, “DRAWINGS”, Note 2 references SHEET ID No. 0S-541, Conceptual TRS Sequence of Construction. Please confirm if this was intended to reference SHEET ID 0S-002.

a. The note change for CONCEPTUAL TRS SEQUENCE OF CONSTRUCTION was intended to refer to SHEET ID No. 0S-002.

6. Please confirm if all TRS materials installed in the ground (i.e. sheet piling, temporary support piles, and vertical bracing) are required to cut off an abandon in place. The question above references flood walls and drainage structure. Does this apply to pump station TRS and all other TRS on the project?

a. All TRS materials are required to be cut off and abandoned in place unless it is otherwise noted in the drawings.

7. Will steel piling for temporary elevated work platforms be permitted to be removed with vibratory equipment after completion of work or will these piles be required to cut off an abandoned in place?

a. Piling for temporary elevated work platforms will be permitted to be removed with vibratory equipment so long as the piles in question are located a minimum of 25 feet or 10 pile diameters away, whichever distance is greater, from any permanent piles for the project. Any piles closer than 25 feet or 10 pile diameters, whichever distance is greater, will be required to be cut off and abandoned in place. If a void were to form while piles are pulled, the void will be required to be backfilled with bentonite slurry.

8. Are the tremie slabs required or conceptual based on the Contractor’s TRS design?

a. Tremie slabs are part of the conceptual TRS design and have been designed to resist seepage into the work area. TRS design is the Contractor's responsibility, and the design will need to account for resisting seepage, regardless of the methodology used.

9. Sht. OE-621 shows load banks mounted on each new 300KW generator as well as 600A breakers and connection boxes for a connection for a roll-up load bank per Note 9. This seems duplicative, are mounted load banks still required for each generator?

a. "The generator skid mounted load banks are required. They are intended to operate when the generator is running to mitigate consequences of underloading, which is likely to occur. The load bank connection box is for testing only. Because the generators are on the 3rd floor, the connection box provides a convenient option to connect a trailer mounted load bank used for testing."

10. If both are required, is the intent that the permanently connected load bank is sized for partial load (e.g., 20%), with the load bank connection box provided to allow connection of a 100% load bank when needed? If there is additional documentation or a narrative that specifically calls out this load of bank configuration, could you please share it? I want to confirm I have all applicable design information.

a. Yes, the permanently connected load bank is sized for partial load. Refer to specification section 26 32 14.00 Section 2.26 for additional information and requirements.

11. The drawings indicate that the generator can accommodate a maximum of four generator breakers, which currently includes (2) 600A breakers and (1) 50A breaker for the fire pump, then one for the load bank. Can you confirm the required breaker size for the permanently connected load bank so we can verify feasibility within this limitation?

a. The load bank is to be provided by the generator supplier. The load bank, OCP, and wiring will be sized by them based on the system requirements. The breaker is not anticipated to be any greater than 300A.

12. Specification 31.62.17.00 12 Steel Pipe Piles indicates100 percent of field splice welds will be non-destructively tested (Articles 2.1.3 and 2.2.5). This requirement greatly exceeds previous USACE specifications on similar type of work of 25% of field welds to be tested. Please consider lowering the field-testing frequency for driven pipe pile splices.

a. See changes in amendment.

13. The Louisiana Department of Revenue allows a construction contractor to be designated as an agent of a Governmental Entity for purposes of making sales tax exempt purchases on behalf of that agency. This is done by using Form R-1020 Designation of Construction Contractor as Agent of a Governmental Entity, which requires signatures from both the contractor and an authorized designator of the Government Entity. Please confirm the USACE will sign Form R-1020 for this project, authorizing the contractor to act as an agent of the USACE for purposes of making sales tax exempt purchases for the project. If USACE cannot confirm this pre-bid, bidders will be required to include the sales tax in their price, increasing the price to the Government.

a. The Louisiana State Sales Tax Exemption Form (R-1020) that the Government’s contracting officer must sign to have the transactions (purchases of materials and supplies) exempted from the Louisiana state sales taxes includes two affirmative statements that the Government is unable to sign, namely, the contracting officer must certify that the contractor is acting as the "agent" of the U.S. The contracting officer must also certify that the U.S. becomes liable to the vendor of the supplies and services for purchases made by the contractor immediately upon delivery of the items to the contractor which transfers too much risk to the Government.

14. Specification section 260500, Part 1.5, calls for all equipment that is not in a conditioned space to be NEMA 4X-316SS. Specification section 262800, Part 2.9.1, Enclosures, calls for the MCC’s to be NEMA 1 gasketed, 12 or better as shown on the drawings. Section 262800, Part 2.10.1, calls for switchboards to be NEMA 2.

Drawing 0E-003, General Note 25 calls for NEMA 4X316SS, NEMA 3RX 316SS, or NEMA 4X marine grade aluminum, or NEMA 3R if NEMA 4X 316SS is unavailable.

Section 262800, Part 2.11.1, calls for NEMA 1 panelboards in conditioned spaces and NEMA 4X in non-conditioned and outdoor spaces, yet Drawing 0E-631 calls for ATS #810 and panel MDP#810 to be NEMA 12. There is no consistent spec for all the gear. Please confirm which NEMA configuration is to be used for all switchboards, MCC’s, panelboards, ATS’s, and safety switches.

a. "0E-001 General Note 25: Only follow this note to require NEMA 4X rating if a different rating is not defined elsewhere in the drawings or specs.

Specification Section 26 05 00 Paragraph 1.5 takes highest precedence. For the purpose of interpreting this section, outdoor areas and the pump station building meet the conditions listed that warrant the NEMA 4X requirement.

All NEMA 4X enclosures shall have a drip edge. The NEMA 4X requirement for the ATS, Switchboards and MCCs located inside the 2nd floor electrical equipment area of the Mechanical and Electrical Building was reduced.

Follow the ratings identified on the one-lines. This was due to the increase in expense, equipment footprints, and availability for NEMA 4X and because this area is heated and not subject to the wind driven rain, ventilation driven rain, and they are not located within 10 feet of exterior building penetrations, louvers and doors as identified in 25 05 00 Paragraph 1.5.

15. Is the project Buy American Act (BAA) or Build America, Buy America Act (BABA)? If so, to what level?

a. Please refer to FAR 52.225-11, Buy American - Construction Materials under Trade Agreements (NOV 2023) on page 35-41/57 of the Solicitation for guidance. USACE is unable to respond as it calls for legal interpretation and conclusion.

16. Please provide the Government’s estimated quantities for Job Items.

a. See amendment

17. Plan sheet 2S-594, note 6 states the pipeline will be removed by the owner. It is also called CSX on the bid form, and GSX on the plan sheets. Is this the same pipeline that is to be removed? What involvement will the contractor have in this item?

a. Yes, this is the same pipeline. "GSX" is a typo. References to "GSX" should be "CSX". Specification Section 01100 paragraph 9(d) states that the contractor should remove the abandoned pipeline to the limits of construction. Note 6 on Sheet 2S-594 will be deleted by amendment.

18. The index of drawings shows sheet 2S-153 Reserve Relief Shell Pipeline Cofferdam.

But there is no sheet 2S-153 in the electronic set. Please provide this sheet.

a. See sheet 2S-153 in amendment.

19. Please confirm that temporary access bridge piles across Reserve Relief Canal can be pulled upon completion.

a. Temporary access bridge piles across Reserve Relief Canal will be permitted to be removed upon completion so long as the piles in question are located a minimum of 25 feet or 10 pile diameters away, whichever distance is greater, from any permanent piles for the project. Any piles closer than 25 feet and 10 pile diameters, whichever distance is greater, will be required to be cut off and abandoned in place. If a void were to form while piles are pulled, the void will be required to be backfilled with grout.

20. Please provide an update and anticipated schedule for the WSLP-103 project as it relates to work around Hwy 51.

a. CD is waiting on a schedule submittal since Option Work 1 was formally exercised. Project Completion is currently September 2028.

21. Referencing specification section 31 05 19.05 12, paragraph 3.3, can all reinforcement geotextile pieces be lapped? Or is the contractor required to seam panels together and only lap where the panels meet?

a. The Contractor is required to seam panels together except in instances as outlined in Section 31 05 19.05 12, paragraph 3.3.2.

22. Please confirm surcharge settlement, both during construction and during hold periods will be measured and paid for under the Preload Embankment items by the use of settlement plates at the surcharges?

a. Yes, confirmed.

23. Please provide the anticipated settlement amounts for the preload sites.

a. The theoretical anticipated settlement for the levee/T-Wall tie-in preloads are as follows: Reserve Relief Preload Settlement: 89.8 in, I-55 Preload Settlement: 111.2 in. The theoretical settlements for the operations areas are as follows: Reserve Relief: 20.4 in, I-55: 48.0 in.

24. Please provide the anticipated settlement amounts for the levee reaches.

a. The theoretical anticipated settlement for the levees are as follows: Reserve

Relief: 2.2 ft, I-55: 6 ft

25. Is temporary seeding and fertilizing required between the levee hold periods?

a. No, seeding and fertilizing is only required on the final completed levee.

26. Is geotextile-placed underneath riprap measured and paid under the separator geotextile items for each site?

a. All riprap, other than the grouted riprap, requires geogrid composite to be placed under it (See sheet C-508). This is measured and paid for under the "Geogrid Composite System" items for each site. Separator geotextile under the grouted riprap is incidental to the grouted riprap and is paid for under the "Grouted Riprap" items for each site.
