QUESTIONS AND ANSWERS
Question 1: I came across the West Shore Pontchartrain job but didn't see any bidders listed. We'd love to offer some pricing for the steel material (AZ52-700s, 24"x.75 pipe, etc.) Do you have a bidders list and a bill of quantities I can review?
Answer: The site visit sign in sheet was provided under Amendment 0001. Any issues with viewing the Interested parties list in SAM will have to be addressed through the SAM Federal Help Desk.
Question 2: Please provide the insurance requirements and limits that the contractor should carry for this solicitation?
Answer: The government does not determine specific insurance limitations Question 3: Will USACE please confirm the Small Business Participation goals?
Answer: We do not provide specific participation goals. A small business subcontracting plan will be requested from the apparent low bidder in accordance with 52.219-9 Alt I
Question 4: I reviewed the specifications and drawings and there are some differences between dimensions found in the drawings and the louver schedule. To provide an accurate estimate I am looking for clarification between the two. I am also trying to confirm if all the louvers require dampers.
Answer: Louvers schedules on HVAC drawings shall be used for dimensions and damper requirements.
Specification section 23 00 00 shall be used for louvers' specification.
Question 5: With review section 35 45 01 2.1 advises the maximum engine HP shall be 3,000 HP and then section 41 65 10.00 1.3.2 advises minimum engine power shall be 3,000 hp. Can you advise if a lower HP engine will be acceptable or do we need to provide a 3,000 hp.
Answer: Section 35 45 01 2.1 and 41 65 10.00 1.3.2 should read maximum engine horsepower. Note, the pump vendor is solely responsible for sizing the diesel engine to ensure adequate power is provided over the entire pump and reduction gear drive operating range, as indicated with the minimum and maximum flows and pressures in 35 45 01 2.1. Also note that the provided engine shall satisfy the 110% rated capacity in 41 65 10.00 1.3.2

If there is only one “QC Systems Manager” and assistants, will the assistants be able to have other duties?
Answer: One CQC System Manager is acceptable for the overall management of the CQC program and may also function as a QC for one of the sites. An assistant/alternate can be used at the other site. The assistant/alternate can perform other duties provided they are not the primary QC for any site
Question 81: Due to the extensive nature of the CQC Plan on this project covering a vast number of activities, would it be possible to provide a preliminary CQC Plan covering the initial aspects of the project (temporary facilities, temporary roads, access plans, clearing and grubbing, sand fill and wick drain work, etc.) while we develop the plans for the major structural, architectural, mechanical, electrical and controls portion of the plan to insure we are not held up on at the outset on that portion of the works. We would be working on the complete plan from the outset but this would allow more time to provide a thorough overall plan. Please consider.
Answer: This is acceptable. The initial CQC plan shall contain initial aspects of the project. The remainder shall be submitted no later than 30 days prior to the start of construction activities.
Question 82: Sect 01 53 00.02 12 Temporary Retaining Structures, Para 3.4.1 states there will be no removal of the temporary retaining structures, see below. Can you confirm this is the intent? Also, can you confirm in each case what is considered the “mudline”. Also, if that is the case are the cutoff sheet piling at the pump station, drainage structures and the t-wall redundant if the structures are totally encircled by the temporary sheet piling walls? Also, a cursory review of the foundation drawings indicates a few conflicts between the piling & TRS sheeting ( See Dwgs.
2S-150, 2S-151 & 2S-152)
Answer: Yes, the TRS may be cut off at the mudline but cannot be pulled. The mudline, as referred here, is any elevation at or below the final grades and/or elevations for the project. The cut off wall is not redundant. The TRS sheet pile does not necessarily reach the depth required to prevent seepage under the structures under design hydraulic conditions. There are no pile conflicts between the TRS sheet pile and structure foundation piles. See sheets 2S-330 through 2S-336 for section views showing piles and sheets.
Note, the TRS shown on the plans is conceptual and for bidding purposes only. Contractor shall submit design of their own TRS stamped by a registered engineer, licensed in the State of Louisiana.
