About this file
This is a federal solicitation amendment for the West Shore Lake Pontchartrain Hurricane and Storm Damage Risk Reduction Project in St. John the Baptist Parish, Louisiana. The amendment, issued by the U.S. Army Corps of Engineers New Orleans District, modifies the original solicitation for Reserve Relief and I-55 Pump Stations and Drainage Structures. Key changes include reestablishing the bid due date to February 6, 2026 at 9:30 AM CST, removing the Project Labor Agreement requirement, and deleting specific contract clauses. The project involves complex infrastructure construction, including pump stations, drainage structures, flood walls, and associated civil, mechanical, and electrical work across two primary sites (Reserve Relief and I-55). The bidding schedule includes over 150 line items covering everything from mobilization and site preparation to specialized construction activities, with estimated quantities for various materials and construction elements. The contract will be awarded as a whole to a single bidder, with the primary goal of completing a flood risk reduction system that can become operational as quickly as possible.

1. Page 13, paragraph 9, subparagraph (e). Delete this subparagraph in its entirety and substitute the following therefore:
“(e) Shell Ethylene Pipeline. The Contractor shall perform settlement monitoring of the existing 4” Shell ethylene pipeline at the Reserve Relief site located under the required preload; as shown on the drawings. No measurement will be made for the settlement monitoring and settlement monitoring pipe. Payment for the settlement monitoring surveys; including installation and removal of the monitoring pipe will be made at the contract job price for “Settlement Monitoring of Preload Embankment – RRC”. Price and payment shall constitute full compensation for furnishing all plant, labor, materials, and equipment; surveying, furnishing, installing, maintaining, and removing the settlement monitors; and all other work incidental thereto.
1. No excavation or other construction activity shall be conducted in the vicinity of the pipeline without proper notification of a Shell representative. All pipeline monitoring work shall be limited to ten (10) hours per day, Monday through Friday. An exception to this is the 14 days of continuous monitoring required in subparagraph 4(c) below which includes holidays and weekends. The Contractor shall notify the Shell representative at least 48 hours prior to commencing construction so that they may be present.
2. The Contractor shall mat over the Shell 4” Pinnacle pipeline for the entire length of the preload prior to the start of preloading to further dissipate the load and protect the pipeline against any construction equipment that may be operating over the area.
3. The Contractor shall install “pipeline settlement monitors” as shown on the drawings at the location of maximum preload fill over the pipeline and then every 50’ maximum until reaching the outer limit of the pre-load footprint on both sides (8 total). The pipeline monitors shall be installed by auguring as shown on the drawings. Any mechanical digging will be restricted, unless approved by a Shell representative. After installation of the monitors and prior to placing preload fill, an initial baseline survey of the pipeline depths shall be made at each monitoring location. Further surveys shall be taken as preload work proceeds as specified below.
4. Surveys. The pipeline shall be routinely checked for settlement by a Professional surveyor and as detailed below:
(a) The Contractor shall provide an initial baseline survey to the Shell Pipeline representatives' contacts provided below.
(b) The Contractor shall provide an additional survey after each preload lift. Each lift is limited to two feet per week. A minimum of two surveys shall be provided per week.
(c) After 100% completion of pre-load, the Contractor shall take readings twice daily (morning and afternoon) for 14 continual calendar days (including holidays and weekends). The report shall be provided daily to the COR and the Shell contacts provided below.
(d) After 14 days, additional surveys shall be provided weekly for the next 3 months and then monthly for the remainder of the preload duration.
(e) If settlement greater than 8” is detected in any of the surveys, the Contractor shall stop work and contact the COR and the Shell Pipeline representatives below to address/assess the situation to determine what action shall be taken.
(f) All surveys shall be referenced to the project benchmarks.
5. Shell Pipeline Representatives:
(a) Young Yim, SPLC PM, (832) 762-2618, young.yim@shell.com

6. Removal. The settlement monitoring pipe shall be removed above the original ground line after removal of the preload and disposed of by removal from the site.
The portion of the monitoring pipes below ground shall be grouted in place and abandoned. The timber matting shall remain throughout the construction period with removal thereafter.
7. Submittal. The Contractor shall submit to the Contracting Officer for approval his/her Installation and Removal Plan of the pipeline monitors.”

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. This variation in estimated quantities clause is applicable only to item No. 0110.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item No. 0110 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item No. 0110 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED QUANTITY.
