The required parameters to be evaluated are listed in the test program section of the specification. The contractor shall propose for approval a work plan that includes required verification procedures.
Question 24: Spec Section 31 73 00 Section 2.2.1 states that the unconfined compressive strength of solidified grout shall range between 300psi and 1000psi. Is this the minimum and maximum ranges allowed for the in-situ soilcrete from the Jet Grouting process or is it referring to the grout used for the Jet Grouting?
Answer: It is referring to the grout used for jet grouting.
Question 25: We don’t see any ranges or requirements around the instrumentation required for this project. Is someone going to provide more details so we can accurate quote the instruments below?
Answer: See instrumentation list added to end of section 40 95 00. See specification revisions in amendment.
Question 26: Sheet 0MH102 shows PRD 20-23 but these are not listed in the PRD schedule on sheet 0MH605.
What size are these pressure relief dampers? There is no specification for these dampers.
Answer: Each of PRD-20,21,22,23 is 24"x24". See specification revisions in amendment.
Question 27: Sheet 0HM102 show BDD 10 and BDD 11 and these are not listed in the BDD schedule on sheet 0MH605. We are assuming these are 60”x60”, please confirm. There is no specification for these dampers.
Answer: Each of BDD 10&11 is 60"x60". See specification revisions in amendment.
Question 28: There are several louvers that are listed with separate louver numbers but are shown mounted either side by side or above and below each other. For example, LV-22 and LV-23 as well as LV-11 and LV-12. The manufacturers installation instructions do not allow louvers to simply butt together, a structural steel support, provided by others, is required to maintain the wind load rating.
Answer: "Correct. Structural support is required for louvers that are mounted side by side or below each other. Pre-engineered metal building manufacturer shall provide the required framing for the louvers."
Question 29: Louvers LV-8-LV-10 are too large, no manufacturer makes a hurricane rated louver taller than 144”.
These three louvers will have to be split into two separate louvers (6 total). Please provide revised louver sizes.
Answer: "Each of louver’s LV-8,9&10 to be split into 4 smaller louvers. The split louvers will be called on updated drawings as follows: LV-8 becomes LV-8A,8B,8C,8D. (Similar for LV-9 & 10). Each louver size is: 78""W x 96""H. See drawing revisions in amendment" Question 30: Will all three pump generator be running at the same time? If so, the total exhaust cfm exceeds the total intake cfm.
Answer: "All the pump engines can operate simultaneously. The airflow on intake louvers will be adjusted on the schedules to match the exhaust amount. Louvers dimensions will remain the same. See drawing revisions in amendment."
Question 31: LV-17 and LV-18 are scheduled as 132”x120” at 79,000 cfm each. The free area velocity is incorrectly shown as 849 fpm. These louvers are too small for this intake volume, the free area velocity is greater than the break water penetration velocity for the louver. These louvers will pull in rain at the given cfm. The pressure drop through these louvers would also be close to 0.534” sp. What is the correct cfm for these louvers?
Answer: Schedule will be updated. The correct airflow on these louvers will be approx. 50000 cfm. See drawing revisions in amendment.
Question 32: We are selecting the Greenheck EHH-601D model louvers. We have noticed that pressure drops through them are on the higher side. Our free area and free area velocity is different than scheduled but the scheduled values cannot be verified without knowing the manufacturer the performance is based on. If the louver static pressure loss is included in the fan static pressure then we are good, but if not changes should be made. Below is a chart of the larger louvers with their calculated pressure drops as we selected them. Please note, that in order for some of the louvers to meet the minimum 120 psf minimum requirement, they had to be split into more sections.
Increasing the number of sections lowers the free area and increases the pressure drop.
Answer: "Louver performance is based on Ruskin, model EME520MD. Split louvers will require a larger wall opening and they will not have a smaller combined free area. (the percentage of free area remains the same for almost all sizes). Pressure loss of 0.25 in wc was considered for the intake louvers and hurricane louvers with that amount of pressure drop or less is acceptable."
Question 33: Are these truly IMP? If single skin panel with batt insulation is an interior liner panel required? What is the height?
Answer: "Yes, the wall panels were designed as IMPs. The single skin metal panel application does not meet continuous insulation requirements. The answer to the additional markups on detail F10 submitted with this question is: The Nucor CFR roof panel type is not an equal to the standing seam roof panel type. This would be a substitution or alternative if submitted for review during construction. The metal roof deck is galvanized."
Question 34: A nested portal frame will be required for structural bracing of PEMB. See below sketch on 0S-106.
The concrete pilasters will need to be increased in size to accommodate. Please confirm this is taken into consideration Answer: "Pilaster sizes are set due to doorways, equipment clashes, and minimum clearances. Expectation is that the pilasters can accommodate a portal frame or cross bracing could be added to the end bay at column lines 7 and 8 or some other means of lateral bracing. The answer to the additional markups submitted with this question is: The Contractor is to coordinate the design of the metal building with the PEMB manufacturer based on the plans and specs and once the final equipment and material selections are made to verify weights/geometries. Based on the provided dimensions and elevations on 0S-305, the minimum clear height under the rafter is 7'-0"". " Question 35: Regarding the proposed fire pump, please confirm that the size is correctly stated as 50 GPM at 55 psi.
This is an usually small fire pump flow rate, and it may not be sufficient to supply the fire sprinkler system demand.
Answer: Pump size is correct. The fire pump only serves two small areas: the fire pump room and the control room.
Question 36: The head detail of detail B16 on drawing A-509 shows a motor operated Overhead Door. However, the specifications call for a manual operator. Confirm if the overhead door should be motor operated or manual operated.
Answer: The overhead door should be manually operated per specification 08 33 23. See drawing revisions in amendment.
Question 37: Amendment 2, question 86 answer states that Louver material and finish are to be per 23 00 00 para.
2.4.1, which calls for the louvers to be mill finish. The amendment also states that the louvers are to be factory painted. Confirm how the aluminum louvers are to be factory painted. Should they have an anodized coating?
Answer: Anodized coating is acceptable Question 38: Drawing 0M-407 calls for Pipe Bending, 2” dia. X 30” long pipe bending for the two FOS lines and a 2 ½” dia x 30” long pipe bending for the OFDT line. What is this pipe bending to be made of? Can you provide a specification? Is this just the SS08 tubing/hose bent a small amount? The detail on 0M-550 shows a pipe bending detail, but that is much longer than 30”. The 2 ½” pipe is double containment stainless steel hard pipe. Provide a specification for the 30” pipe bending piece for this 2 ½” pipe Answer: For FOS and OFDT 'Pipe Bending' lines, please provide SS08 tubing/hose per Pipe Schedule and Section 33 52 40. Provide bending section overall length ~30" as indicated with sufficient extra length of the hose to accommodate up to 6" settlement.
Question 39: Drawing 0M-550 details C12 and C17 show 4” ducting on the pipe coming from underground. Is this ducting on all of the underground piping, or just at this location where it turns up? We do not see this ducting required in the specification.
Answer: 4" ducting is required on complete length of belowground piping (i.e., from the transition sump TS 630 to the pump house transition). Refer to notes on drawings 2M-130 area G7 and 0M-608 area D3.
Question 40: Drawing C503 shows a 36’ opening for the Fence Sliding Gate. The roadway is 24’ wide. Confirm that a 36’ gate is the correct size for this gate.

Question 41: Specification 32 31 13 para. 2.1 states the fence fabric height is to be 96” (8’-0”). The elevation view of the sliding gate shows the fabric to be 7’-0” height. Confirm the height of the fence fabric.
Answer: Fence fabric will be 7'-0". See specification reivision in amendment.
Question 42: Specification 22 07 19.00 40 discusses Plumbing Piping Insulation. Specification Section 23 07 00 discusses insulation for mechanical systems, and describes some plumbing piping in this section as well. Drawing 0M-002 Keynote D states that Piping with an “*” shall be insulated, and the only lines that have an * are the engine exhaust and refrigerant lines. It is not clear which pipelines get insulation and which pipelines do not. Please provide a list of all pipelines that need to be insulated, so that there is no confusion.
Answer: Please provide insulation for engine exhaust and refrigerant lines as indicated in Pipe Abbreviations and Function Schedule on sheet 0M-002.
Question 43: Specification 41 65 10.00 10 para. 2.9.3 states that the exhaust piping, mufflers, and silencers shall be insulated with calcium silicate insulation with aluminum jacket. Typically the silencer and piping on the exterior of the building is not insulated. Confirm that the silencer and piping on the exterior of the building are to be insulated as described in the specification.
Answer: No insulation is required on the exterior exhaust piping and silencer. Please refer to Dwg 0M-510. See specification revision in amendment.
Question 44: Amendment+0002 changed the estimated quantity of Items 91, 92, 93, 94, 95, and 96. All these items are related to the surfacing quantity's for the proposed access roads and parking lot areas. Based on the limits and section depths shown in the original solicitation documents, it appears Addendum+0002 changed the section depths for the surfacing areas or modified the surface area limits, however no additional information was provided. Please clarify what necessitated the increase in quantity for these items.
Answer: Amendment 0002 revised quantities which were not included in the original bid documents. The quantities now reflect what is shown on the drawings.
Question 45: Both Pump station sites have limited areas for store fluid and solids onsite for disposal. Are the decontamination requirements required, or was that spec (33 20 00) requirement in place if hazardous materials were found on site?
Answer: There has been no hazardous material identified on site to-date. Section 3.2.1 and 3.2.2 are for the cleaning of the well driller's equipment.
Question 46: Based on experiences in the area, the wells could approach 1000ft in depth. This will require large drill rigs and large laydown areas. What is the depth that the Corp is expecting water to be located at?
Answer: Water is expected to be located at approximately 600 ft. See revisions to specification in amendment.
Question 47: In spec section 33 20 00, the types of soil in the area could result in frequent replacement of pumps and screens because of corrosion. Will the Corp be willing to assume responsibility for the future maintenance and replacement of the well materials that are a result of the corrosive soils?
Answer: Maintenance will be required for the pumps, screens, etc. as part of the long term maintenance of the project to be provided by the local sponsor.
Question 48: In spec section 33 20 00, section 2.1.1 states that the casing shall be 6” diameter, but the next section states that the screen shall be 8”. An 8” screen cannot fit through a 6” casing. Is a two piece screen or casing required?
Answer: The casing shall be 8". See revisions to specification in amendment.
Question 49: Well drillers in the area typically use PVC casings. Can the specs (33 20 00) be revised to allow PVC or other materials in lieu of stainless steel?
Answer: No, stainless steel is required. See revisions to specification in amendment.
Question 50: In spec section 33 20 00, section 2.4 states a bentonite seal. Bentonite seals are mainly used for domestic wells in Louisiana. Louisiana Administrative Code Title 56 requires this to be completed as an industrial well since it’s used for cooling purposes. This would require full depth cement. Is full depth cement required?
Answer: Yes, full depth cement is required. See revisions to specification in amendment.
Question 51: In spec section 33 20 00, section 2.6 states a 460V motor is required for the pumps. However, with the low flow and low head requirements of the pumps 230V pumps are the only ones available on the market that meet the specs. Will 230V pumps be acceptable?
Answer: Yes, 230V pumps are acceptable. See revisions to specification in amendment.
Question 52: These wells are in a flood prone area, which will require the well seals to be located at least 2’ above basic flood elevation. What is the basic flood elevation considered for the site?
Answer: I-55 BFE is El. 11.0 and Reserve BFE is El. 5.0.
Question 53: Is the 20 years of experience required for the well driller based on company existence or the experience of the company head? Many of the well drillers in the area are sole proprietors and have been in business for less than 20 years but have at least 20 years of experience.
Answer: The driller must have 20 years’ experience, not necessarily the company itself.
Question 54: Will impact hammers be allowed for under and/or adjacent to the I-55 bridge for pile driving operations?
Answer: Yes Question 55: Does the 2-foot mass concrete requirement apply to the floodwalls and mechanical building or only the pump station building?
Answer: It applies to all concrete.
Question 56: Details B2 on 3S-515 and detail A2 on 3S-516 depict the connection fabrication for the braced wall that connects the 66’ cylinder piles and the permanent cutoff wall at the pump station on one end, and the flood wall on the other end. Please describe an installation sequence for this fabrication, the TRS on either end, the permanent cutoff sheets on either end and the 66’ cylinder piles.
Answer: The fabricated section with the slotted connection tube and the cutoff sheetpile starter is installed as part of the TRS and the permanent cutoff is connected prior to concrete placement, similar to or same as typical cutoff continuation to TRS connection construction sequence. The connection to the braced wall is added when the wall is installed.
Question 57: The channel on the I55 pump station cannot be completely closed until the drainage structure is functional. The Details B2 on 3S-515 and detail A2 on 3S-516 depict the end points of the braced wall that will close the channel. The components in these details must be installed when the sheet pile cutoff wall and the TRS are installed. Please verify the above assumptions.
Answer: The components welded to the fabrication are installed as part of the TRS.
Question 58: Question No. 101 and its response from Addenda 2 discuss mass concrete for the 5,000 and 9,000 psi mixes. Can you please confirm whether this strength requirement will be based upon 28 or 56 days Answer: Strength requirement will be based upon 28 days. Please see Specification 03 31 00.00 12 Para. 1.7.1.
Question 59: Section 01 53 00.02 12, paragraph 1.8.3 states, “The design of the sheet pile wall shall be developed using a method of analysis indicated in paragraph "Design Procedures". The soil properties used shall be those presented on the drawings and in the figure(s) attached at the end of this section.” The design criteria at the end of the section that the USACE states SHALL be used for design has a disclaimer stating, “The soil profiles included in the specifications are subjective and are partially based on engineering judgement, experience of the design engineers, and design of the completed project features. The Contractor shall make an independent interpretation of subsoil conditions at the site and perform their own engineering calculations and design considering how they may impact the various stages of construction, construction loading conditions, and their means and methods.”Are the soil profiles provided by USACE to be used in design of the temporary retaining structures or is the contractor responsible for their own geotechnical design data?
Answer: The contractor is responsible for their own interpretation of the geotechnical data for design of the TRS.
See revised section 01 53 00.02 12 in amendment 2.
Question 60: Drawing 3S-390 shows a cross section through the T Wall beneath the I-55 Southbound bridge, and drawing 3S-390A shows the same cross section through the T Wall beneath the I-55 Northbound bridge. Both have a suggested construction sequence, that begin with installing the sheet pile cutoff wall, then driving the 24” foundation pile and completing by installing the TRS and excavating. Please provide more information regarding the equipment and methodologies used with that suggested construction sequence.
Answer: "It is not required to drive the sheet pile cut-off wall first. This is presented as a suggested sequence only.
The TRS may be driven first, provided any struts used with the TRS do not prohibit installation of the sheet pile cut-off wall or driving the permanent floodwall piles. It is understood that all work will be from a floating platform, working within the limited headroom."
Question 61: Section 35 45 01 Vertical Pumps, Axial Flow and Mixed Flow Impeller Type, Para 2.1.1 Design Requirements, Sub Para. F notes.Since the entire pump unit major components are required to be 316 Stainless Steel per the applicable contract plans and specifications ( see below).and per the response provided by the USACE via amendment#2 dated April 25, 2025, question #98 ( see below). none of the internal components require coatings, is the requirement for a cathodic protection system applicable? The last sentence of paragraph f. clearly states that a cathodic protection system is required “to address corrosion and to maintain a uniform design life of the pump”.
Since the specification clearly prescribed a requirement of a cathodic protection system, we are asking that the design criteria be clearly spelled out as to what is being required and what are the specific parameters that need to be addressed in the development of the cathodic protection system. Upon review of the applicable references included in Paragraph 1.3 of the same specification which we assume would be related to this design requirement, we cannot find any specific guidelines, specific parameters, methods, suggested materials, is the requirement for an active or passive system, or references that need to be followed in the development of the analysis that is being required via Paragraph f above. Can you please provide a specific set of design parameters that are to be followed in the development of this design and provide some sort of sample report as to all that is be considered in the design including example calculations and the format of such a report or refer a specific specification that the pump supplier can look to for guidance to adhere to this contract requirement as the Cathodic Protection guidelines provided via the applicable USACE EM documents does not provide such guidance relative to such an analysis on pumping equipment systems. The cathodic protection design guidelines provided via the applicable USACE EM documents do not provide specific guidance relative to such an analysis on pumping equipment systems and therefore this requirement is vague and ambiguous and therefore difficult to develop a costs and work scope based upon the existing contract language.
Answer: Based on the pump current design – stainless steel for all wetted components with no dissimilar metals – the cathodic protection is not required. See revisions to specifcation in amendment.
Question 62: Note 18, C-001 States the following. Can clarify or confirm that this vibration monitoring is to be performed for all site activities and specifically all pile driving activities on the entire site. Is there any distance limitation from the I-55 bridge structure(s) themselves? Also, the language includes limits on particle velocities that are different that that included is the Special Conditions, Para 25 (a) ( See below).
Answer: Vibration Monitoring is to be performed for all activities on site that may create vibration. See Specification 01100 Items 25 and 26 for instructions on vibration monitoring. Note 18, Sheet C-001 has been changed to reference 01100 Items 25 and 26. See drawing revision in amendment.
Question 63: Utilities, Note 3, C-001 States the following: Can you explain how the contractor is to verify all locations and elevations of existing underground utilities on anything that is not shown on the contract drawings?
Answer: It is the Contractors responsibility to verify all known utilities and take all procautions possible to identify and protect unknown utilities. Such as calling 811, etc.
Question 64: OCF503, Note 6, States “ TREE STUMPS TP BE REMOVED AT WICK DRAINS 5’(MIN.).Dwg 2C-103 Note 1 Says CLEAR & GRUB TO ELEV. -3.0. Can you confirm how deep you to assume excavation is required to remove the stumps as the wick drains?
Answer: Note 6 States: Tree Stumps to be removed at Wick Drains. The "5' (min)" is part of the Section C detail to the left of the Notes.
Question 65: 2C-103, Note 7 & 3C-103, Note 7 both state “ BEGIN APPROXIMATELY 6 MONTH WAITING
PERIOD….ACTUAL WAIT PERIOD IS BASED ON INSTRUMENT READINGS AND SUFFICIENT
COMPLETION OF CONSOLIDATION AND WILL BE DETERMINED BY ENGINEER”. Since this is critical path work to the projects ( RCC & I-55), can the contractor assume 6 months in the development of its proposal and any time more will be granted along with applicable FOOH costs?
Answer: Six months can be used for scheduling purposes. If the Government causes a delay to the critical path, it will be handled under the “Changes” Clause Question 66: 3C-102, Note 4 states “ DURING CONSTRUCTION OF WSLP-103 PROJECT, ACCESS FROM US-51 WILL BE LIMITED. Can you further define the timetable being referred to and what is meant by limited?
Answer: Clarification of the order of work in the area is provided via amendment. Access and activities between I- 55 and Hwy. 51 shall be coordinated with the ACO as to not interfere with WSLP-103 Contractor.
Question 67: 2S-140, 2S-141, 2S-625 & 2S-624 – Can you confirm there is no conflict between the installation of the 30” steel batter piles at the Wingwall and the concrete piling at the West Access Ramp Bent Caps?
Answer: Confirmed. There are no conflicts between the wingwall batter piles and the concrete piles supporting the access ramps.
Question 68: Looking at the proposed TRS layout on the pump station/drainage structure and the proposed braced wall connection to the drainage structure, it appears that the TRS members, which are required to be cutoff and left in-place will create a conflict at this location. We have attached the applicable details for reference. We realize the design of the TRS is the contractors contractual design responsibility but with the given layout and the details we are to follow with the connection and the local and size of the TRS components, can you please confirm or clarify what is proposed at this location will work?
Answer: The TRS has to be detailed to fit the location of the permanent brace wall connection detail section. Special modified or fabricated TRS joining sections may be required. The portion of the TRS joining pieces will be cut and removed same as the other TRS pieces without damage to the brace wall connection fabrication.
