SUMMARY OF CHANGES
SECTION SF 30 - SF 30 CONTINUATION
The following have been added by full text:
QUESTIONS AND ANSWERS 4
WSLP-114 Questions and Answers (Round 4) Question 1: In reference to question 1 of amendment 0005, the answer given specifies a 7 day wait period to resume driving for cold applied coal tar systems that are immersed. Please confirm what the wait period is for cold applied coal tar systems that are not immersed in water, for example, within a cofferdam a driven in dry conditions.
Answer: The wait period for cold applied coal tar system not immerse in water is 5 days. Note that an amendment will be posted removing requirements for painting piling in structures where the bottom of the base slab is at El -9.0 or lower.
Question 2: Can the east T-Wall work area be accessed from Old U.S. 51 via temporary access road installed by the contractor? If so, what are the allowable limits for a laydown area to the north and south of the T-Wall Baseline, between Old U.S. 51 and I-55?
Answer: Access and activities between I-55 and Hwy. 51 shall be coordinated with the ACO as to not interfere with WSLP-103 Contractor. Bidders can expect to have zero or limited access to the WSLP-114 East T-wall work from Old US 51 via contractor furnished temporary access road until completion of the adjacent WSLP-103 wall project.
Question 3: Regarding the East T-Wall under I-55, can the cofferdam be widened such that the sheets running East- West are installed outside of the adjacent I-55 bents? (i.e. the south wall installed on the south side of the southern bent, and the north wall installed on the north side of the northern bent.)
Answer: Adjustment to the limits of the cofferdam would require the contractor to perform a geotech analysis to investigate the effects to the bridge substructure and deck from possible subsurface and hydraulic loadings. The analysis would have to be reviewed and approved by USACE and the LADOTD.
There is no guarantee that it would be approved.
Question 4: Please provide reinforcing steel details for Section A11 on Sheet 3S-515. Specifically, please detail the reinforcing steel for the "Reinforced Concrete Beam-Column Connection to Cap Beam" as called out on the drawing.
Answer: Please see updated drawing in amendment 0006.
Question 5: Referencing Sheet 3S-231 - Detail 1 (D18), please provide a detail for the step wall intersection with the main walls of Monoliths 3-4E and 3-5E.
Answer: Please see Detail J1, Sheet 0S-154 of the existing bid set.
Question 6: With respect to driving permanent pile at either pump station or the T-wall;,
a. Is a specific sequence for driving pile to be specified to eliminate chances of heaving of piles that were previously driven?
b. Or, will contractor be required to monitor each driven pile for heave, and take action if heave is determined to have occurred?
Answer: No specific sequence for pile driving will be specified. Contractor will be required to monitor piles for heave and adjust driving sequence as necessary.
Question 7: Will USACE please reconsider not including a PLA in this solicitation? We believe a PLA would not advance the Federal Government’s interest in achieving economy and efficiency in federal procurement for the following reasons:
• Reduced Competition – Requiring a PLA will reduce competition due to union-related requirements and potential unfair restrictions on competition.
• Davis-Bacon Wages – Davis-Bacon wages provide benefits and wages comparable to those offered by unions without the need to work under a collective bargaining agreement.
• Administrative and Compliance Burdens – Implementing a PLA would delay the project commencement, due to increased negotiation and legal review efforts. This diverts time and resources from actual construction work and delays mobilization, with the ultimate effect of undermining efficiency.
• Challenges for Small Businesses – Small businesses may lack the capacity to navigate union rules or meet PLA requirements. This can hinder inclusive participation and economic equity goals with respect to contracts with federal small business utilization goals requirements involving Small Businesses, Small Disadvantage Businesses, Historically Underutilized Business Zones (HUBZones), and Service-Disabled Veteran-Owned Small Businesses
(SDVOSB).
• Reduced Flexibility – PLAs restrict work practices, including limitations on crew composition or task assignment, affecting project scheduling and efficiency.
Answer: PLAs were implemented in accordance with Executive Order 14063, Use of Project Labor Agreements for Federal Construction Projects, and FAR Subpart 22.5, Use of Project Labor Agreements for Federal Construction Projects. Market Research indicated that there is more than a reasonable expectation that adequate competition will be received with the inclusion of PLAs
Question 8: In the event that the USACE will not remove the PLA requirement, will USACE please extend the due date because of the inclusion of the PLA? As noted above, Contractors will need more time to develop and negotiate a PLA with a labor organization prior to contract award.
Answer: The bid opening date will not be extended. Over 30 additional days were provided when the PLA amendment was issued.
Question 9: In Amendment 4, question 55, it asks if the 2-foot mass concrete requirement applies to floodwalls and mechanical building or only the pump station. The response stated that it applies to all concrete. The specification section 03 31 01 states that all base slab, and wall components greater than two feet thick and draw bridge abutments shall be considered mass concrete. Can you confirm that the 2-foot requirement is still only on base slab, wall components, and draw bridge abutments with the understanding it is on these components of all the structures?
Answer: The 2-foot mass concrete requirement applies to all concrete components in the project.
Question 10: Will the contractor be permitted to remove any temporary piling or beams that are used for temporary purposes such as piling templates, temporary work platforms, etc. if it is not within the footprint of a permanent foundation or tremie?
Answer: Temporary pilings or beams intended to be removed that are outside of the permanent foundations or tremie should be submitted to the Engineer for review prior to removal. If piles are allowed to be removed, any voids created by removal of piles or beams shall be grouted.
Question 11: Will the USACE consider an alternate coating that is designed for immediate immersion for pile splices in lieu of the specified coal tar epoxy which requires several days of cure prior to immersion?
Answer: An alternate coating could be considered after award, but there is no guarantee that it would be approved.
Question 12: Regarding the East T-Wall under I-55, can the cofferdam be widened such that the sheets running East- West are still within the project right of way limits?
Answer: Adjustment to the limits of the cofferdam would require the contractor to perform a geotech analysis to investigate the effects to the bridge substructure and deck from possible subsurface and hydraulic loadings. The analysis would have to be reviewed and approved by USACE and the LADOTD.
There is no guarantee that it would be approved.
Question 13: Regarding the East T-Wall beneath I-55, if the TRS system detailed on drawing 3S-141 requires longer sheet piling as a result of the geotechnical review—and this extended sheeting creates a conflict with the batter piles—will the USACE recognize this as a compensable change?
Answer: The conceptual design presented in the plans should work with the tips shown. Therefore, USACE will not recognize this as a compensable change. An alternative design may be considered for approval, but must not affect the proposed T-wall pile foundation.
Question 14: Prior to driving the piles and cofferdam sheeting for the East T-Wall construction, is bulk pre-excavation to elevation -13.5 allowed?
Answer: No, this is not acceptable.
Question 15: Can the North and South limits of the East T-Wall Cofferdam be widened within the I-55 span where it is currently shown on the plans? If so, what are the limits?
Answer: Adjustment to the limits of the cofferdam would require the contractor to perform a geotech analysis to investigate the effects to the bridge substructure and deck from possible subsurface and hydraulic loadings. The analysis would have to be reviewed and approved by USACE and the LADOTD.
There is no guarantee that it would be approved.
