SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

RESPONSES TO QUESTIONS

QUESTIONS / CLARIFICATIONS SUBMITTED April 13th and April 10th:

1. In Amendment No. 7, the response to question No. 1 pertaining to the installation of the 72-inch culverts is perplexing as it seems to indicate there is no current access to the site. Access

Road J has been used for the construction of SP-1 along with other tests section projects and test pile programs and is adequate for use on this solicitation. If the installation of the 72-inch culverts is a first order of work, not only will access to this project be delayed but access for other ongoing contracts will be interrupted. Please reconsider the original request to allow installation of the culverts during periods when no activity is taking place to prevent delays to this and other projects.

Response: We have reconsidered our response. The contractor shall install the culverts during the 30-week hold period following Stage 1 construction.

2. Question: - Order of Work (b) “ The Contractor shall bring the levee back to the dimensions and elevations shown on the drawing as Stage 1 before commencing the placement of the Stage

2 embankment”. In addenda # 3 you had responded to Question 21 “Settlement estimated during Stage 1 is 4 ft., settlement estimated during Stage 2 is 5 ft.

a. Are we to assume that once we have completed Stage 1 to lines/grades of el. 8.5’, and after 30 weeks +/- hold, that this elevation could thru dynamic consolidation be +/- el.

4.5’?

Response: Yes. To further clarify, the settlement range for Stage 2 stated above was incorrect. The correct settlement for Stage 2 is 1-foot. The total estimated settlement of

Stages 1 and 2 is 5-feet.

b. Should additional fill be required to compensate for the settlement:

a) The Contractor shall be compensated for the additional fill by what method?

Response: The use of settlement plates and end area calculations to define the amount of settlement as stated in the specifications. Measurement and payment will be made per the embankment specifications.

b) Should the additional fill be significant to achieve the el. 8.5’, will additional holding time be required prior to going to Stage 2?

Response: Additional hold time is not anticipated.

3. The Contractor is required to provide scales for the sand removed from the existing stockpile on Access Road “J”. According to the NIST Handbook 44; scales that shall be used for a period in excess of six (6) months shall require a concrete foundation

(UR.2.5. Access to Weighing Elements. - Adequate provision shall be made for ready access to the pit of a vehicle, livestock, animal, axle-load,or railway track scale for the purpose of inspection and maintenance. Anyof these sca les without a pit sha II be installed with adequate means for inspection and maintenance of the weighing elements.

(Amended 1985)

UR.2.6. Approaches.

UR.2.6.1. Vehicle Scales. - On the entrance and exit end(s) of a vehicle scale there shall be a straight approach as follows:

(a) the width at least the width of the platform,

(b) the length at least one-half the length of the platform but not required to be more than 12 m (40 ft), and

(c) not less than 3 m (10 ft) of any approach adjacent to the platform shall be in the same plane as the platform. Any slope in the remaining portion of the approach shall ensure (1) ease of vehicle access,

(2) ease for testing purposes, and (3) drainage away from the scale.

In addition to (a), (b), and (c), scales installed in any one location for a period of six months or more shall have not less than 3 m (10 ft) of any approach adjacent to the platform constructed of concrete or similar durable material to ensure that this portion remains smooth and level and in the same plane as the platform;

however, grating of sufficient strength to withstand all loads equal to the concentrated load capacity of the scale may be installed in this portion.

[Nonretroactive as of January 1, 1976]

1) (Amended 1977, 1983, 1993,2006,and 2010)

Question – Are going to be allowed to set this scale adjacent to the existing sand pile.

Response: Yes

4. Question 2 - In reference to the question 1) of e-mail dated 3 April 23 regarding the formula to be used to calculate settlement when using 3 plates on the same station;

Due to the presence of the wick drains being wider than the base of the levee proper; we do believe that is will provide a fair accurate adjustment.

Due to the anticipated subsidence across the 78’ of wick drains, prior to loading with clay material, we believe that this can bring an added dimension to an equitable adjustment for subsidence.

Response: Consideration will be given should the settlement of the sand base drop below elevation +2.5 (original cross section) prior to setting the settlement plate on top of the reinforcement geotextile fabric.

5. Amendment 3, page 7, “Questions/Clarification Submitted Via Email on 14 March 2023”, the

Contractor requested the estimated quantity for the lump sum items and asked if the

Government has enough stockpiled embankment materials. The Government responded stating that the sand stockpile is estimated to be 68,000 TONS. In Amendment 5, the Bidding Schedule was revised and listed CLIN 0011AA & CLIN 0011AB to total 75,000 TONS. Amendment 7, Page 5, Question 3, asked “Due to potential settlement, if there is not enough clay and/or sand in the stockpiles on Access Road “J”, where shall the sand and/or clay be provided? The

Government responded stating that “There is adequate sand in the stockpile”. Has more sand been hauled to the stockpile to make up the difference between the estimated stockpiled quantity of 68,000 TONS and the contract line-item total of CLIN 0011 (75,000 TONS)? If not, is CLIN 0011 estimated quantity, correct?

Response: Sand estimate at stockpile has been re-checked and it is an adequate amount for this contract.
