SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RESPONSES TO QUESTIONS

QUESTIONS / CLARIFICATIONS SUBMITTED 7 Mar 23:

1. Bids for recent solicitations received by the USACE New Orleans District have been by “Electronic Submission” in lieu of hand delivery or US mail. Please consider adding this clause to this solicitation.

Response: Bidding instructions will be addressed in upcoming amendment.

Electronic Submissions will be addressed and accepted.

2. Section 00700, Clause 52.236-4 fails to mention that no left hand turns or U-turns on Airline Highway are allowed except at signalized intersections. It also fails to address that transportation must be provided for Government personnel, Access Road J is a shared access, who is responsible for cleaning of the highway among other things. Please correct this clause.

Response: Language will be addressed in upcoming amendment.

3. Section 01100, Paragraph 4 “Inspector’s Field Office” states that the Contractor is required to furnish an office trailer for the use of the Government employees throughout the contract period. Will the office trailer with all necessary utilities be required for the full 30-week hold periods after Stage 1 and Stage 2 embankment construction when no work is being performed on the project?

Response: Yes. Office trailer and utilities will remain on site.

4. Section 01100, Paragraph 4 “Inspector’s Field Office” states that the

Government and Contractor’s field offices shall be placed within the project right-of-way or limits of construction. Since there are inadequate utilities at the site of construction, can the buildings be located off of the project limits, but, at an approved location within a reasonable distance from the project?

Response: Yes.

5. Please confirm that in Section 01100, Paragraph 14b “Floodwall Alignment Layout” is not applicable to this project.

Response: It is not applicable to this contract.

6. Section 31 23 00.00 12, Paragraph 1.4.3 states that “Payment for Government furnished borrow pit development will be made at the contract job price for “Borrow Pit Development – OW”, if Optional Work is exercised. Please add this item to the bidding schedule.

Response: Bid Item revision will be addressed in upcoming amendment.

7. Section 31 24 00.00 12, Paragraph 1.3.2 allows for measurement of additional fill placed by reason of foundation settlement. Since this project has 3 stages of embankment placement, please add a provision that would allow for measurement and payment of settlement after each stage of construction.

Additionally, the provision must address how settlement will be measured separately for both CLIN 0010 and CLIN 0023 since these items are likely to have different unit prices.

Response:

(a) Settlement will be measured and paid during all stages of construction.

(b) Contractor’s responsibility to provide surveys showing the location of the material placed and settlement data for both embankment contract line items.

8. Section 31 24 00.00 12, Paragraph 1.4.2 implies that the sand fill shall be furnished by the Contractor. Please remove that requirement.

Response: Will be addressed in upcoming amendment.

9. Section 31 24 00.00 12, Paragraph 2.1.2 states that “the maximum allowable of fines in the sand fill shall be limited to 30 percent passing the No. 200 sieve to insure a relatively stable sand base for construction”. Since the sand fill is furnished by the USACE, will the handling or wasting of sand fill material that fails this requirement be handled through the Contract Clause entitled “Changes”?

10. On Sheet C-011, notes 3 and 4 requires the Contractor to grade the existing sand base to elevation 2.50 prior to installation of the vertical and horizontal wick drains. Will the sand material generated during the grading of the existing sand base be placed in the 39.5 feet wide extended sand base area? Additionally, how will the Contractor be compensated for grading of the sand?

Response: The Contractor may temporarily stockpile sand on site or place the sand in areas where sand is required. Sand will not be placed in the 39.5 ft wide area. That area will be compacted clay fill. No separate payment will be made for excavation required. Payment shall be included in the contract unit or job prices for the items of which the work is incidental.

11. Turfing is shown only for the Stage 3 - Design Section on Sheet C-015. Will the

Contractor be required to establish permanent turf by seeding, fertilizing and mulching after the completion of Stage 1 and Stage 2 embankment or is temporary seeding sufficient?

Response: No.

12. On Sheet C-015, an area 15 feet wide near the land side right-of-way is shown to be fertilized, seeding and mulched. Will this requirement be waived if this area is highly saturated or under water?

13. On Sheet C-018, the “WSLP Embankment Stockpile” does not indicate any soil borings were taken or provide any useful information on the material.

A. Should the Contractor assume that all of the material is suitable for use on the levee?

B. Was the material processed to within 10 points of optimum moisture prior to placement in the stockpile?

C. Are the salinity contents of the material less than 1,500 ppm?

Response:

A. The suitability of the material shall be determined from the provided soil reports via amendment. Wood items, such as roots and sticks, will require removal in accordance with the specifications.

B. Material processing will be required to achieve the moisture content in accordance with the specifications.

C. Yes.

14. Based on the configuration and lengths of both the horizontal and vertical wick drains shown on Sheet C-021 and elsewhere, the quantities shown on the bidding schedule for CLIN’s 0013 and 0014 appear to be excessive. Please verify that the quantities for each are accurate.

Response: Quantities will be addressed in upcoming amendment.

15. On Sheet C-022, please indicate the size of the culvert that is to be placed in the existing drainage ditch.

Response: Diameter shall be 24 inches.

16. The settlement gage detail shown on Dwg. C-26 shows a riser pipe welded to the plate. This typically causes issues at the jobsite with levee construction, especially when placed near the centerline of the levee. As levee fill for this project is relatively shallow, plates can be easily located utilizing GPS coordinates and probed for final elevations without the use of risers. Can the riser pipes be changed to optional?

Response: No.

17. On Sheet DT-101, Plan View A is shown to be drawn to a scale. When measured, the length of each 6’ Diameter CMP is 160 feet. Please specify the length of the CMP on the drawing and correct CLIN 0020 on the bidding schedule as necessary.

Response: Correct. Will be addressed in an upcoming amendment.

18. On Sheet DT-101, Cross-Section C which is taken at the center of the culvert crossing shows 12” thick R90 Stone. Plan View A seems to indicate that the R90 Stone terminates well short of the center of the crossing. Please clarify.

Response: R-90 stone is projected onto cross section for the Contractor ‘s information.

19. During the 30-week hold periods after Stage 1 and Stage 2 embankment construction when no work is being performed on the project, will the Contractor be required to complete and submit through RMS Quality Control Reports for each calendar day?

Response: If no work is being reported, no RMS report is required.

20. Both the specifications and construction drawings state that there will be a 30 week hold period after the completion of stage 1 embankment and after the completion of stage 2 embankment, unless otherwise directed by the COR.

Should the COR require hold periods in excess of 30 weeks, will the extension beyond 30 weeks be handled through the Contract Clause entitled “Changes”?

Response: Yes

21. Based on engineering analysis performed for this project, what is the anticipated depth of settlement that will occur for the Stage 1 and Stage 2 Design Sections during the 30-week hold periods?

Response: Settlement estimated during Stage 1 is 4 ft, settlement estimated during Stage 2 is 5 ft.

22. If the Optional Work is awarded, the contractor will incur additional costs for mobilizing and demobilizing additional equipment. Please consider adding a second Mobilization and Demobilization CLIN to the bidding schedule to cover this.

Response: No. Include the cost in Borrow Pit Development (OW).

23. Please provide bidders with estimated quantities on items of work for which bids are being solicited on a job basis.

Response: Job basis quantities will be provided by amendment.

24. Can Benchmark G95 or others located within the Bonnie Carre Spillway be used as the primary benchmark for controlling work associated with the Government Furnished Borrow Pit – OW.

Response: Yes.

25. The Office of the Under Secretary of Defense has recently issued two memorandums, “Guidance on Inflation and Economic Price Adjustments” and “Managing the Effects of Inflation with Existing Contracts”, concerning Economic Price Adjustment (EPA) clauses. Considering the continued volatility in the economic and labor markets and the duration of this contract (1,070 calendar days), would the Government consider including an EPA clause in this contract?

The addition of this clause is crucial in establishing a fair unit price for CLIN 0015 “Surfacing” since limestone suppliers are now including a “Force Majeure” clause and rarely hold their prices beyond a few days.

Response: This solicitation and any subsequent contract from this solicitation will be Firm Fixed Price. No Economic Price Adjustment clause is indicated for this solicitation.

QUESTIONS / CLARIFICATIONS SUBMITTED VIA E-MAIL ON 9 Mar 23:

1. Please confirm that questions and answers will be made part of the contract documents and that answers are binding on both parties.

Response: This formal amendment addresses/clarifies questions related to the issued solicitation.

2. Please forward us a copy of the Government estimated quantities for CLINs that are bidding on a JOB basis.

Response: Job Item quantities will be provided in forthcoming amendment.

3. Is the stockpiled sand and clay suitable material ready for installation on the project? Or does the material need to be processed by the Contractor prior to installation (other than ensuring the material is being delivered within the optimum moisture range)?

Response: Materials to be used from the existing stockpiles shown on the plans to be used on this contract are required to undergo all testing and processing as required in the specifications for sand and clay prior to delivery to the job site.

QUESTIONS / CLARIFICATIONS SUBMITTED VIA E-MAIL ON 14 Mar 23:

Question: Under “Excavation” paragraph 3.4.4 Submittal Package Requirements it states (The Contractor in a single, complete package shall submit the following information or its proposed Contractor-furnished borrow area, whether it is from the “Clay Source List”, the Government furnished stockpiles or it is a new proposed site). Is this the intent for the contractor to furnish this information on the Government stockpile? Secondly, can you please provide quantities for the lump sum items and does the Government have an estimated qty of stockpile embankment materials (see sheet C018).

Response: 1st part: no contractor is not required to submit information from the Government furnished stockpiles. 2nd part: Job based bide item quantities will be provided for in a forthcoming amendment; estimated quantity of clay stockpile is 374,000 CY and sand stockpile is 68,000 tons.

General Question: Request the estimated quantities for “JOB” based bid items.

Response: WSLP-101A Quantities for JOB based bid items:

Bid Item 0002 Access Road “J” Maintenance: 9,000 TONS

Bid Item 0007 Clearing and Grubbing: 50 ACRES

Bid Item 0008 Landside Drainage Channel Excavation: 84,000 CY
