The following have been modified:
RESPONSES TO QUESTIONS
QUESTIONS / CLARIFICATIONS SUBMITTED 31 Mar 23:
1. Section 01100, Article 22 “Order of Work”, Paragraph 3 states that the “Drainage channel excavation and culvert installation shall be no further than 500-feet behind the installation of the landside levee berms to El. +2.5. Since installation of the 72” culverts on Access Road J will cut-off the only access to the project, can installation of the culverts be performed during the initial 30 week hold period when no construction activity is taking place on the levee right-of-way?
Response: No. In order to provide access to the site, the existing access road shall be removed, and the new culverts and crossing detail shall be installed as a first order of work.
2. The land side toe of Embankment Section – Stage 1 is shown to be constructed to elevation 3.0 on
Drawing C-014. After installation of the horizontal strip drains, the land side berm is constructed to elevation 3.5 by placing 1 foot of fill over the strip drains. This results in the initial fill over the strip drains being higher than the Stage 1 template as shown below. Please clarify or correct.
Response: Drawing will be revised by this amendment.
QUESTIONS / CLARIFICATIONS SUBMITTED via e-mail 3 Apr 23 @ 0911:
1. Amendment 0005 issued the revised Bid Items and quantities. Line Item
0002 – Access Road “J” Maintenance has an Estimated Quantity of “1
TON”. Is this correct?
Response: This will be corrected by this amendment.
QUESTIONS / CLARIFICATIONS SUBMITTED via e-mail 3 Apr 23 @ 0953:
1. Section 01100, Article 22 “Order of Work”, Paragraph 3 states that the
“Drainage channel excavation and culvert installation shall be no further than 500-feet behind the installation of the landside levee berms to El.
+2.5”. This requirement, if correctly stated, will seriously delay the start of wick drain installation since degrading of the sand base to El. +2.5’ restricts further haulage of materials meaning the clay levee berm and most of the channel must be completed in its entirety before wick drains work can begin. Please consider changing this requirement to read “no closer than 500-feet”.
Response: The requirements shall remain as written.
QUESTIONS / CLARIFICATIONS SUBMITTED via e-mail 3 Apr 23 @ 10:01:
1. Can the Government provide the embankment quantities for each Stage of Fill that is required? Do each of these staged quantities account for assumed settlement?
Response: The bidders can calculate the quantities for each stage.
2. Clearing & grubbing limits on Sheet ID C-005 rev2 indicate that clearing & grubbing would start at B/L STA. 891+75 and would end at B/L STA.
978+62. Would we need to clear any further on each end to give so room for the levee install which begins and ends at the same Stations?
Response: Depending on the contractor’s construction methods, clear and grub what is necessary to construct the levee.
3. Please confirm that Geotech instrumentation (inclinometers and piezometers, data loggers) are not included in our scope and that we are only providing access to them.
Response: Contractor is not providing and installing the instrumentation.
Contractor is to provide access including construction of the land bridges as shown on the drawings.
QUESTIONS / CLARIFICATIONS SUBMITTED via e-mail 3 Apr 23
1) Please provide the formula that shall be used to calculate settlement when using 3 plates on the same station?
Response: With three settlement plates, you will be calculating three separate end areas for settlement which includes settlement of the protected and flood side berms and the main levee section. The settlements plates beneath the berms will be used to calculate the settlement beneath each berm. The settlement plate at the centerline of the levee will be used to calculate the settlement of the main levee section.
2) Contractor shall provide a four-man buggy for the use by the COE personnel. Will the Contractor be indemnified for damage/injury to property and/or personnel?
Response: No.
3) Due to the potential of settlement, if there is not enough clay and/or sand in the stockpiles on Access Road “J”, where shall the clay and/or sand be provided? Will the Contractor be required to obtain any materials from within the limits of the Bonne Carrie Spillway?
Response: There is adequate sand in the stockpile. When the clay stockpile is depleted, the Government anticipates exercising the optional work items for supplying the clay from the Bonnet Carre pit. After depletion of the clay stockpile, the contractor also has the option to furnish additional clay material from a commercial or contractor source in accordance with the specifications.
4) It appears that the soil classification that was provided for in Amendment # 5 is primarily for the existing clay stockpile within the spillway. Can you please provide data of clay stockpile on Access Roadway “J”?
Response: Although the title of the reports read “Bonnet Carre Stockpile 1”, the material tested is the material stockpiled on access road J.

Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED
TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE
DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
00010-5 ED 19-020
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.
NOTE 6: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).
** If an option is to be exercised at the time of contract award FAR17.208 shall be used in place of FAR 52.217-5
NOTE 7: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF
