West Shore Lake Pontchartrain – Site Preparation Contract 1 -- W912P822B0029 Bidders Questions and Responses
(1) Contractor Question: Section 31 11 00.00 12 “Clearing and Grubbing”, paragraph 3.3.3 requires the Contractor to backfill and compact in 12-inch layers all holes created by the grubbing operation using materials defined in Section 31 24 00.00 12. If this requirement is not expected of the Contractor, please remove the paragraph from the contract specifications.
USACE Response: The paragraph will be removed.
(2) Contractor Question: According to FAR Clause 52.217-7, the Contracting Officer may exercise Option 1 by written notice to the Contractor no later than 145 days from Notice to Proceed. The Contracting Officer may exercise Option 2 by written notice to the Contractor no later than 185 days from the Notice to Proceed. With the Base Bid contract time being 145 days, the Government may wait until the last day of the Base Bid contract before awarding the first option. This may force Contractors that are aggressive with their schedule to go on standby while waiting for the Government to make a decision on the optional work. Please consider reducing the maximum time the Contracting Officer has to exercise the options so that the Government receives the lowest possible bid.
USACE Response: Specification will remain as written.
(3) Contractor Question: Section 01100-General Provisions, Item 4 requires the Contractor to furnish for the exclusive use of the Government employees, a temporary building conveniently located at the site of work. Since there is inadequate Government right of way in the vicinity of Highway 61 where potable water and other required utilities are present, can the temporary building be located off of the project but within a reasonable distance from the project?
USACE Response: Yes.
(4) Contractor Question: Drawing C-004, Note (2) states that “Clearing and Grubbing and stump removal is base work from B/L Sta. 914+25 to 973+75”. Is it the intent to require the Contractor to clear and grub the limits of the base bid and option 1 and 2 areas regardless if the optional work is awarded?
USACE Response: Yes.
(5) Contractor Question: Section 31 11 00.00 12 “Clearing and Grubbing”, paragraph 3.4.4 requires the Contractor to remove all of the debris from the site of the work. This contradicts several statements made elsewhere regarding how the debris shall be disposed of. Please clarify.
USACE Response: Cleared and grubbed material disposition will be amended.
(6) Contractor Question: Section 31 24 00.00 12 “Sand Fill”, paragraph 2.1.1 states “No testing is required”. Paragraph 2.1.2 and proceeding paragraphs address testing requirements for suitability o the sand fill material. Please clarify if any testing of the Government furnished sand is required.
USACE Response: No testing is required.
