About this file

This document contains an amendment to a federal solicitation for stockpiling clay material. The amendment provides responses to contractor questions, revises specifications, and extends the bid due date to September 15, 2020. The solicitation is for Stockpile Contract #1 from the U.S. Army Corps of Engineers New Orleans District. The scope of work involves excavating, processing, and stockpiling up to 1 million cubic yards of clay material from the Bonnet Carre Spillway, with an option to stockpile outside the spillway within 6 miles. The magnitude of the acquisition is estimated between $25-100 million. The amendment clarifies that no intermediate stockpiling is required within the spillway, and that the haul road, traffic patterns, and grubbing/disposal requirements as specified.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

CONTINUATION PAGE FOR AMD 0010

Q.10-1: The Addendum # 7 will not open.

A.10-1: Amendments 0006 and 0007 are not available. Amendments as of the date of this amendment are 0001, 0002, 0003, 0004, 0005, 0008, 0009 and 0010. No acknowledgement is required for 0006 and 0007, as they were skipped.

Q.10-2: Amendments 0007 and 0008 appear to be the exact same. Please verify that there are no differences between them?

A.10-2: There is no difference between these two amendments. The Amendment 0008 was initially published as 0007 as it was not apparent that the counter had skipped.

Q.10-3: Can you please sequentially number the Amendments and post to betasam? I’m not sure as to what the deal is, but now you have 1 thru 5, then a blank Amendment 7, then an Amendment 8, and we also do not need to acknowledge an Amendment 6. This can create confusion when trying to acknowledge amendments on the solicitation bid form. Thank you.

A.10-3: Unfortunately, the Government system does not allow us to change how items are numbered once input into the system. See answer 10-1.

Q.10-4: The bid opening date is listed as Thursday, September 15th. September 15th is a Tuesday. Which is the proper date, Tuesday September 15th or Thursday September 17th?

A.10-4: Tuesday, 15 September 2020

Q.10-5: Separator Geotextile - All properties shown in the specification are a typical parallel to a standard woven 200 tensile geotextile with the exception of Permattivity The Permattivity property exceeds all standard wovens which necessitates the requirement of a monofilament fabric to meet the permattivity property. Should a monofilament geotextile become necessary, cost of goods will more than double in comparison to a standard 200 lb woven. If permitted, you may want to consider the option of geogrid ( Bx1100) as an alternate product, which provides compatible strength and water flow characteristics as a separator.

A.10-5: Permittivity minimum value will be revised via amendment.

Q.10-6: Do the QC Rep, Safety SSHO, and Superintendent need to be three separate individuals or can any of them have dual roles?

A.10-6: They must be 3 separate individuals as required in the solicitation.

Q.10-7: Please clarify the requirements of the QC Rep and Safety SSHO?

A.10-7: The duties of the QC Manager and SSHO are detailed within the contract and safety manual.

Q.10-8: Previous Stockpile #1 contract had options to excavate, process, and stockpile material WITHIN the spillway limits itself, and the optional work was to haul the material to the designated area for stockpile off Highway

61. However, it appears that this job is only to excavate process and stockpile the material at the Highway 61 location. This project does NOT include intermediary stockpiling options within the spillway.

The base bid is this procedure for the first 500,000 Cubic Yards, and Option 1 is for the next 500,000 Cubic Yards of Material.

A.10-8: The current scope only requires the contractor excavate process and stockpile the material at the Highway 61 location. This project does NOT include intermediary stockpiling options within the spillway.

Q.10-9: Addenda # 8; Page 4 of 12 – Answer to question of Solicitation wording; “ The work consist of excavating, processing, and stockpiling of clay material within the Bonnet Carre Spillway and hauling/stockpiling at a site outside the Bonnet Carre Spillway.”

This appears to mean that we will excavate material, go to a designated area within the Spillway, stockpile/process, then load out and transport to the designated outside Highway 61 stockpile. If this is correct please advise the location of the designated stockpile/processing area within the Spillway.

A.10-9: Solicitation wording is incorrect. No intermidate stockpiling is required within the spillway. All stockpiling shall be at the designated stockpile site shown on the drawings.

Q.10-10: Addenda # 5; Page 3; Section 00700; 2 © Transportation Facilities – Would it be allowed to construct a haul road North from Borrow Pits 1, 2 & 3 to the south side of the Kansas City Railroad, running along the South side to the intersection of the current design roadway to the Lower Guide Levee. This would potentially save 3,000 lnft (+/-) each way of truck traffic and maintenance.

A.10-10: Yes

Q.10-11: Addenda # 5; ; Section 00700; Page 57 of 434; (c) – Can the return traffic from the Highway 61 Stockpile turn right on Highway 628 and come into the Spillway from 628.

A.10-11: Yes

Q.10-12: Addenda # 5, Clear and Grub of Highway 61 Stockpile – Since it appears that the only clearing shall be the grubbing of a cane field; does this grub have to be disposed off-site; if required can this be returned to Spillway Borrow.

A.10-12: Grubbing as defined in 3.3.2.1. Disposition of grubbed material within the stockpile are is as defined in 3.4.1 in Specification Section 31 11 00.00 12 which includes specified materials which may be disposed of in the borrow pits.

Q.10-13: Specification section 31 23 00.00 12 page 4 paragraph 3.1.3 – If the water flows/seeps thru the unopened structure and causes us a delay, do we only get time?

A.10-13: Yes.

Q.10-14: Specification section 31 23 00.00 12 page 4 paragraph 3.2 – In regards to the disposition of waste materials from the borrow pit – Waste materials (large tree stumps mainly) will be encountered as the borrow pit is established. The paragraph states that these materials are to be buried on the bottom of the sand stockpile location.

The sand stockpile will already be established as that is the first order of work – removal of sand from the borrow pit area. Is your intent to have us dig the sand stockpile and burry the wasted materials under it?

A.10-14: No. Waste materials may be disposed at bottom of the pit.

Q.10-15: Specification 31 24 00.00 12 page 5 paragraph 1.4.1 – The paragraph states that the Government reserves the right to take possession of some of the stockpiled dirt prior to completion of the contract. Am I correct to state that prior to taking possession of part of the stockpile, the contractor would have already gotten paid for that area and no more stockpiling will take place at the same location of the takeover?

A.10-15: Yes.

Q.10-16: Amendment 8 Paragraph 52.236-4 PHYSICAL DATA, subparagraph (c) – The paragraph states that only right turns are to be taken out of the stockpile area onto highway 61. Is it possible for us to take a left turn form the stockpile area onto Highway 61 with proper signage and flagmen as part of our traffic control plan?

A.10-16: No.
