INSTRUCTIONS TO BIDDERS
INSTRUCTION TO BIDDERS
Due to the response for COVID-19, most federal employees have been mandated to telework, and currently only authorized personnel are allowed access to the District buildings throughout USACE. As a result, we have implemented the below procedures for all current and future bid openings, until such restrictions have been lifted and normal access has resumed at the MVN HQ Building.
Electronic Submission of Bids:
MVN will utilize the DoD Safe website for receipt of electronic bids under IFB Solicitations. In order to submit an electronic bid please follow these steps:
1. Send an email containing your name and email address to the Contract Specialist associated with the IFB:
Contract Specialist – Mrs. Katherine Younts, email: katherine.b.younts@usace.army.mil
2. The Contracting Officer or Contract Specialist will go to the DoD Safe site, input your name and email address, and then will request the file from you. You will then receive an automated email from the site with a unique link in the email.
3. Once the email with the link is received, please click on the link in the email, which will take you to the DoD Safe site.
4. This will be a unique webpage where you can upload your file. The default page will load with the box checked off next to, “Send me an email when each recipient picks up the files”.
Please leave this box checked in order to receive a notification when the file is received from the Contracting Officer or Contract Specialist. Please leave unchecked, “Encrypt every file”. The site itself contains a high level of security in which additional encryption is not required.
5. When you are ready to upload your bid file (please use pdf format for bid submission), you can either click the blue button which says, “Click to Add Files or Drag Them Here” to locate the file on your computer, or simply drag the file onto the screen.
6. In the Description box that appears after uploading your file, please type your Company Name.
7. Click the button that appears at the bottom of the page, “Drop-off Files”. A banner will pop-up asking for confirmation that your upload does not contain Classified Information. Click ok on the banner.
8. You will be taken to a confirmation page that should say, “Drop-Off Completed” at the top.
This is your confirmation that your file was successfully uploaded to the site.
9. The Contracting Officer or Contract Specialist will receive an automated email stating that the file has been submitted. They will then send an email back to the company, confirming that they received the notice from the DoD Safe site.
The Bid Opening is currently scheduled for Tuesday, 15 September 2020 at 11:30 AM CST.
The Contracting Officer and Contract Specialist will begin downloading bids at 11:00 AM CST, which is the bid receipt cutoff time. All bids received after 11:00 AM CST on Tuesday, 15 September 2020 will be considered late.

RESPONSES TO QUESTIONS
* Since there was no hour established with the bid date, it is apparent that posting the bid date for Labor Day is only a placeholder. Could you please give the tentative expected date and time?
Government Response: See response in Description of Amendment.
* Is the solicitation still to read “Work will be performed within the Bonnet Carre Spillway with an option … outside the Bonnet Carre Spillway …? The new Bidding Schedule indicates all of the stockpiling will be outside the spillway.
Government Response: Solicitation description needs to be updated from "The work consists of excavating, processing and stockpiling of clay material. Work will be performed within the Bonnet Carre Spillway with an option to stockpile clay materials outside of the Bonnet Carre Spillway, but within 12 miles" to "The work consists of excavating, processing and stockpiling of clay material within the Bonnet Carre Spillway and hauling/stockpiling at a site outside the Bonnet Carre Spillway."
* With the Separator Geotextile and Surfacing listed as Optional Work, please confirm; is the Base Work to be quoted without surfacing for the Hwy 61 Stockpile Access? If so, is cement stabilization required to meet EM 385- 1-1 04B-13 through 15?
Government Response: Base Work is to be quoted without Option Work Items as per Bid Schedule, Cement stabilization not required.
* Please confirm what minimum quantity of turnouts is required on the haul roads?
Government Response: Number of turnouts from haul roads within the Spillway shall be determined by Contractor to accommodate his/her means and methods of hauling in the Spillway. One turnout is shown for accessing the stockpile site from the access road off of Hwy 61. How many maximum speed limit signs? Speed limit signs shall be spaced as per any/all applicable guidelines for such. Barring any such guidance, as a minimum 2 per direction of travel shall be placed along the access road leading to the stockpile
* Please confirm that the reduced 24 foot haul road width for two-way traffic is acceptable?
Government Response: Yes.
* Part of new Paragraph 52.236-4, subparagraph (c) requires: “All vehicles shall come to a full stop at all intersections.” Will stop signs be required?
Government Response: No
* Where access to Borrow Pit 3 crosses the Stockpile Contract 2 haul road, will the Contract 1 on-road dump truck traffic be required to yield to the off-road equipment?
Government Response: Yes
* What minimum measures are required at the gas main crossings? Are existing crossings considered to already be sufficient?
Government Response: No additional measures are required.
* Does the new Section 31 05 19.04 12 Separator Geotextile completely delete the old one?
Government Response: Yes.
* Are any additional culverts needed in the approximate 8400 feet of new access road to the stockpile site?
Government Response: No.
* With the number of recent openings and durations of the Spillway, does the USACE have a current survey/estimate of sand overburden for the Borrow Pits?
Government Response: Amendment P00003 issued on December 11, 2019 indicated updated elevations at boring locations to provide such an estimate. More recent surveys are not available.
*Will we be loading and unloading the materials from Government property?
Government Response: The stockpile contract will require the contractor to develop a borrow pit in the Bonnet Carre Spillway, which is Government owned property and stockpile the borrow at a stockpile site that was acquired by the non-Federal Sponsor. The stockpile site is not owned by the Government but we have been granted permission to use the property as a stockpile site.
* Section 01 57 23.01 12, Para 1.1 states that a wash down rack must be installed "at the borrow site." Para 3.1 states that the wash down rack shall be located at a "point of egress from the construction site onto Hwy 61."
Drawing C-03 note 1 states that the washdown rack shall be located at the stockpile exit. Please clarify. Does this mean at the exit from the Bonnet Carre spillway onto US-61, at the Stockpile exit onto US-61, or both?
Government Response: Both.
*Also will that wash down rack(s) constructed as a part of this contract be shared with other contractors hauling sand or clay out of the spillway or into the stockpile location during the life of this contract?
Government Response: No
*If so, who is responsible for maintenance and/or repair?
Government Response: Contractor shall be responsible for wash racks constructed under the contract.
*Will the access road at the stockpile location as a part of this contract be shared with other contractors hauling sand or clay into the location during the life of this contract?
Government Response: Yes
*If so, which contractor will be responsible for maintenance?
Government Response: Any Contractor utilizing the road is jointly responsible for maintenance.
*Will the asphalt access ramp that is required for this project be shared with other contractors hauling sand or clay out of the spillway during the life of this contract?
Government Response: Yes.
*If so, which contractor will be responsible for maintenance and repairs that may occur?
Government Response: The contractor for this contract.
*Are there specifications for the Silt Fence?
Government Response: The specs for the silt fence were not in the amendment 00005. The specifications for such will be added.
*Is the bid opening still happening on Labor Day, September 7, 2020?
Government Response: bid opening date has changed. Please see Description of Amendment.
