RESPONSES TO QUESTIONS - 0009

* Within the east side of Borrow Pits 1 and 2, west of the existing access road, there is a large drainage area (with water at the same elevation as the Barbars Canal to the east of the access road). What measures would be allowed to separate the drainage area from the Barbars Canal during high tide to mitigate the repeated flooding of Borrow Pits 1 and 2?

Government Response: Diking around the perimeter of the pits.

* There is a canal/drainage ditch within and along the west side of Borrow Pits 1 and 3 that also rises with the tides. What measures, if any, are not allowed in that area to prevent flooding during high tide?

Government Response: The contractor is responsible for water management within the borrow pits. Operations shall not impact adjacent contractors and shall not alter the drainage within the Spillway.

* Is the ditch around the Option Work stockpile part of the Base Bid or the Option Work?

Government Response: Optional Work 1.

* The access road width to the Stockpile shown on the new typical section (B3 on C-04) shows 24 feet wide with shoulders without the need for grading but the existing road is less than 24 feet in many places: is the necessary grading of the road, shoulders, and ditches to be incidental to what other items of work?

Government Response: Grading of all areas to receive surfacing is included in CLIN Item 0010, “Surfacing – OW2”, as stipulated in specification section 32 15 00.00 12.

* In Amendment 005, at Paragraph 52.236-4 PHYSICAL DATA, subparagraph (c), third sentence, it says: Only right turns into and out of the stockpile access road to and from Hwy 61 are allowed for all vehicles. Is it the intention that traffic returning to the Spillway must turn right (or west) into LaPlace to find a place to turn around?

Government Response: Yes.

* If traffic may go east on Airline, there is a partial curb island and no center turn lane on Airline Highway for trucks exiting the stockpile road turning left onto Highway 61. Is it acceptable to install lane drops and flagmen in each direction on Highway 61 to facilitate trucks entering the highway?

Government Response: No left turns will be allowed. Left turns are in violation of the approved project access permit from LaDOTD.

* Alternatively, in order to get trucks onto Airline/Hwy 61 from the stockpile access road would the installation of temporary signals be allowed?

Government Response: No.

* Will light plants and security guards be allowed at the stockpile site at night?

Government Response: Yes, provided any plan for lighting is submitted to the COR for approval.

RESPONSES TO QUESTIONS

Q.9-1: Since there was no hour established with the bid date, it is apparent that posting the bid date for Labor Day is only a placeholder. Could you please give the tentative expected date and time?

A.9-1: See response in Description of Amendment.

Q.9-2: Is the solicitation still to read “Work will be performed within the Bonnet Carre Spillway with an option … outside the Bonnet Carre Spillway …? The new Bidding Schedule indicates all of the stockpiling will be outside the spillway.

A.9-2: Solicitation description needs to be updated from "The work consists of excavating, processing and stockpiling of clay material. Work will be performed within the Bonnet Carre Spillway with an option to stockpile clay materials outside of the Bonnet Carre Spillway, but within 12 miles" to "The work consists of excavating, processing and stockpiling of clay material within the Bonnet Carre Spillway and hauling/stockpiling at a site outside the Bonnet Carre Spillway."

Q.9-3: With the Separator Geotextile and Surfacing listed as Optional Work, please confirm; is the Base Work to be quoted without surfacing for the Hwy 61 Stockpile Access? If so, is cement stabilization required to meet EM 385- 1-1 04B-13 through 15?

A.9-3: Base Work is to be quoted without Option Work Items as per Bid Schedule, Cement stabilization not required.

Q.9-4: Please confirm what minimum quantity of turnouts is required on the haul roads?

A.9-4: Number of turnouts from haul roads within the Spillway shall be determined by Contractor to accommodate his/her means and methods of hauling in the Spillway. One turnout is shown for accessing the stockpile site from the access road off of Hwy 61. How many maximum speed limit signs? Speed limit signs shall be spaced as per any/all applicable guidelines for such. Barring any such guidance, as a minimum 2 per direction of travel shall be placed along the access road leading to the stockpile

Q.9-5: Please confirm that the reduced 24 foot haul road width for two-way traffic is acceptable?

A.9-5: Yes.

Q.9-6: Part of new Paragraph 52.236-4, subparagraph (c) requires: “All vehicles shall come to a full stop at all intersections.” Will stop signs be required?

A.9-6: No

Q.9-7: Where access to Borrow Pit 3 crosses the Stockpile Contract 2 haul road, will the Contract 1 on-road dump truck traffic be required to yield to the off-road equipment?

A9-7: Yes

Q.9-8: What minimum measures are required at the gas main crossings? Are existing crossings considered to already be sufficient?

A.9-8: No additional measures are required.

Q.9-9: Does the new Section 31 05 19.04 12 Separator Geotextile completely delete the old one?

A.9-9: Yes.

Q.9-10: Are any additional culverts needed in the approximate 8400 feet of new access road to the stockpile site?

A.9-10: No.

Q.9-11: With the number of recent openings and durations of the Spillway, does the USACE have a current survey/estimate of sand overburden for the Borrow Pits?

A.9-11: Amendment P00003 issued on December 11, 2019 indicated updated elevations at boring locations to provide such an estimate. More recent surveys are not available.

Q.9-12: Will we be loading and unloading the materials from Government property?

A.9-12: The stockpile contract will require the contractor to develop a borrow pit in the Bonnet Carre Spillway, which is Government owned property and stockpile the borrow at a stockpile site that was acquired by the non-Federal Sponsor. The stockpile site is not owned by the Government but we have been granted permission to use the property as a stockpile site.

Q.9-13: Section 01 57 23.01 12, Para 1.1 states that a wash down rack must be installed "at the borrow site." Para

3.1 states that the wash down rack shall be located at a "point of egress from the construction site onto Hwy 61."

Drawing C-03 note 1 states that the washdown rack shall be located at the stockpile exit. Please clarify. Does this mean at the exit from the Bonnet Carre spillway onto US-61, at the Stockpile exit onto US-61, or both?

A.9-13: Both.

Q.9-14: Also will that wash down rack(s) constructed as a part of this contract be shared with other contractors hauling sand or clay out of the spillway or into the stockpile location during the life of this contract?

A.9-14: No

Q.9-15: If so, who is responsible for maintenance and/or repair?

A.9-15: Contractor shall be responsible for wash racks constructed under the contract.

Q.9-16: Will the access road at the stockpile location as a part of this contract be shared with other contractors hauling sand or clay into the location during the life of this contract?

A.9-16: Yes

Q.9-17: If so, which contractor will be responsible for maintenance?

A.9-17: Any Contractor utilizing the road is jointly responsible for maintenance.

Q.9-18: Will the asphalt access ramp that is required for this project be shared with other contractors hauling sand or clay out of the spillway during the life of this contract?

A.9-18: Yes.

Q.9-19: If so, which contractor will be responsible for maintenance and repairs that may occur?

A.9-19: The contractor for this contract.

Q.9-20: Are there specifications for the Silt Fence?

A.9-20: The specs for the silt fence were not in the amendment 00005. The specifications for such will be added.

Q.9-21: Is the bid opening still happening on Labor Day, September 7, 2020?

A.9-21: The bid opening date has changed. Please see Description of Amendment.
