About this file

This document contains answers to contractor questions regarding the Redwood City Maintenance Dredging 2023 federal contract opportunity. Key details include that the contract requires maintenance dredging of the federal channel in Redwood City Harbor from 1 June to 30 November 2023, with placement of dredged material at the Eden Landing Nearshore Site required no later than 31 December 2023. Additional dredged material may be placed after 31 December at the SF-11 and SF-DODS disposal sites over the 200-day period of performance. The contractor must obtain independent certification for scows disposing of material at SF-DODS and is responsible for pre-dredge surveys but not for eelgrass mitigation. Only one amendment to the solicitation has been issued as of 5 October 2023.

Question Answer RFI 1 Spec section 01 57 19.99 43 1.2 States “Any material dredged after November 30 in any year shall be placed either at and upland beneficiary reuse site benefiting aquatic species, as directed by the Government”. The timing of this contract will require the majority of the dredging to be performed after November 30th. Does USACE intend to enforce this requirement on this contract? Thank you, See amendment 1

RFI 2 The Pricing Schedule does not require the use of any beneficial resuse, however, Section 01 57

19.99 43 indicates that “Any material dredged after November 30 in any year (if approved by the Government)shall be placed either at an upland beneficial reuse site benefitting aquatic species, as directed by the Government.” Please clarify the requirement to place material either “at an upland beneficial reuse site benefitting aquatic species, as directed by the Government.”

See amendment 1

RFI 3 It is requested that we be provided with the xyz files for the Redwood City dredging site and the Eden Landing disposal site.

RFI 4 The “Important Notes” indicated within Section 00 10 00, Pricing Schedule state “6. Dredged material placement shall be consistent with the requirements in specification Section 01 11 00 SUMMARY OF WORK, including the DMMO Suitability Determination Memo (Attachment at the end of the specification package).” Please provide the DMMO Suitability Determination Memo for reference.

RFI 5 Section 00 21 00,1.9 PERFORMANCE AND PAYMENT BONDS indicates the following: The offeror will, furnish performance and payment bonds within the time established in the contract in accordance with FAR 52.228-15 (DEVIATION 2020-O0016) located in Section 00 72 00. The offeror will provide the bonds to the Government electronically via the DoD SAFE. The offeror will also mail original, hard copies of bid bonds and performance bonds to the U.S. Army Corps of Engineers, San Francisco District, Contracting Division, 450 Golden Gate Avenue, Fourth Floor, San Francisco, CA 94102. It is requested that a hard copy of the bid bond not be required.

Redwood City RFI's from Contractors

RFI 6 SF 1442, Box 11 states, that the contractor is to complete work within 200 calendar days from notice to proceed. Section 52.211-10 additional states the contractor has 200 calendar days from notice to proceed to complete all work. However, Specification Section 01 11 00 para states, "...maintenance dredging of the federal channel in Redwood City Harbor, which cannot begin before 1 June in any year. Specification Section 35 20 24 para 3.5.1 states, "Placement at Eden Landing Nearshore Site shall be within the confines of the site no later than December 31."

Based on the above it would indicate that this project must be completed before the end of this calendar year. This seems extremely aggressive. Can you please clarify the Government's intentions on when the dredging will be complete?

Eden Landing placement shall be completed no later than December 31. All other dredge material placement/disposal may be placed after December 31

Please clarify if a third party scow certifications are required or if the Corps will be providing scow certifications for scows going to SF-DODS.

Scow Certification is required for ocean disposal operations. The Contractor shall complete the Scow Certification Checklist and have it certified by the Government.

RFI 10 The “Maintenance Dredging Work Windows by Area and Species” used by the San Francisco LTMS group indicates that the herring work window is March 16 – November 30, and that a consultation is required for any work November – December and January – March. Please confirm that the Corps will be responsible for providing any consultations necessary for any work beyond November 30 at no cost to the Contractor.

Confirmed. The Corps will be responsible for providing any consultations necessary for any work beyond November 30

Confirmed

RFI 12 Please confirm that the disposal of dredge sediment can occur for the full duration of the contract – 200 calendar days, at all of the designed disposal sites, Eden Landing, SF-11 and SF-

RFI 13

Could you please provide the most recent bathymetric data from the April 2023 survey.

Yes, see amendment 1

RFI 14 The RFI#9 response indicates that the Government will provide scow certification, however, the EPA Standard Conditions for use of the San Francisco Deep Ocean Disposal Site (SF-DODS) indicates that “3. Independent Inspector, and Scow Certification Checklist: Before any disposal vessel departs for the SF-DODS, an independent quality control inspector (“independent” means not a direct employee of the permittee or dredging contractor) must certify in writing that the vessel is not over-loaded, and otherwise meets the conditions and requirements listed on an EPA-approved Scow Certification Checklist that contains all of the substantive elements found in the example contained in the most current SMMP Implementation Manual. EPA and USACE must approve the proposed Scow Certification Checklist prior to the commencement of ocean disposal operations. No ocean disposal trip may be initiated until both the towing vessel captain and the independent inspector have signed all relevant entries on the Scow Certification Checklist. The inspector shall provide a summary of any discrepancies or inaccuracies on the Checklist in the permittee’s report to EPA and USACE for the relevant month (see condition 10, below). Please confirm that the Contractor is not responsible for obtaining an independent quality control inspector.

The contractor is responsible for obtaining an independent quality control inspector since the EPA Standard conditions for use of SF- DODS indicates that an independent quality control inspector must certify in writing that the vessel is not over-loaded, and otherwise meets the conditions and requirements listed on an EPA-approved Scow Certification Checklist that contains all of the substantive elements found in the example contained in the most current SMMP Implementation Manual.

RFI 15 The September 29. 2023 Reinitiation of Endangered Species Act Section 7(a)(2) Concurrence Letter and Magnuson-Stevens Fishery Conservation and Management Act Essential Fish Habitat Response for the 2023 San Francisco Bay Strategic Shallow-Water Placement Pilot Project indicates that pre/post eelgrass surveys will be performed. It also indicates that mitigation may be required if damage is discovered. Please confirm that The Contractor is not responsible for pre/post eelgrass surveys or mitigation responsibilities.

The pre/post eelgrass surveys will be conducted by the Government.
