About this file

This document contains responses to contractor questions regarding solicitation number W912P723B0012 for the Redwood City Maintenance Dredging 2023 project. The U.S. Army Corps of Engineers Engineering District San Francisco is the contracting federal agency. Relevant details include: Reach 4 dredge material is permitted to be disposed at disposal site SF-11 for the entirety of the project. Permissions will be obtained to allow disposal at SF-11 after November 30th. The bid schedule in Amendment 1 contained a quantity error which has been corrected in Amendment 2. The permits and biological opinion allow for in-bay placement of dredge material after November 30th without requiring upland disposal, as long as placement is at the sites specified in the contract.

Text version

RFI 18 We understand the contract dictates the disposal of dredge material from Reach 4 to SF-11. By the DMMO permit and the previous solicitation, that material was approved for disposal at a contractor provided upland site as foundation material. It is our understanding that foundation material is not allowed to be disposed at an in-bay disposal site. If the contractor is directed to material is not allowed to be disposed at an in-bay disposal site. If the contractor is directed to take dredge material from Reach 4, would they be required to dispose of it as foundation material? Do the permits explicitly allow the contractor to dispose of the material from Reach 4 at an in-bay disposal site, specifically SF- 11?

Reach 4 material is permitted to be disposed at SF-11 for the entirety of the project.

RFI 19 Will the project get an extension from the permitting agencies to use SF-11 as a disposal after the November 30? Will dredge material be required to be placed a different disposal site following the close of the in-bay window as cited in the permits provided.

Yes, permissions will be obtained. Disposal site locations as listed in the specs will remain the same throughout the duration of the project.

RFI 20 The quantities provided in the bid schedule from Amendment I sum to 350,000 cubic yards, while the Total Base cites "450,00 cubic yards." Will the USACE please correct the bid schedule?

See Amendment 2

RFI 21 Our concern is that the RFI’s clarify that we are allowed to dig outside the window (past November 30) without taking the material to an upland site. The Specifications refer to the permits in terms of guidance for dredging windows and the permits indicate that if you dredge outside of the window you need to take the material upland, which is not part of this contract. Maybe I missed something in the permits regarding timing/placement – if I did, please direct me to where they allow us to dredge year round with no beneficial reuse. Without an Amendment binding the RFI to the contract we are concerned that we might have a problem when it comes to the environmental window and the material placement.

LTMS NMFS Biological Opinion allows in-bay placement after November 30. There is no requirement for any material to be placed upland for this contrac
