About this file

This memorandum from the Dredged Material Management Office summarizes the results of testing conducted on sediment proposed for dredging from the Redwood City Harbor Channel in California. The sediment characterization report found that the material is suitable for several placement options. Sediment from throughout the channel is suitable for disposal at the San Francisco Deep Ocean Disposal Site. Material from two sample areas is suitable for placement at the Montezuma Wetlands Restoration Project as cover material and for a Section 1122 strategic placement project. Sediment from additional sample areas is suitable for placement at the Montezuma Wetlands Restoration Project as foundation material. Sediment from five sample areas is suitable for placement at the Cullinan Ranch Restoration Project and a in-Bay disposal site. The memorandum notes that updated bathymetric data should be included in future reports. It does not constitute project authorization and additional approvals are required.

The related federal contract opportunity is for the Redwood City Maintenance Dredging project in 2023, issued by the Army Corps of Engineers San Francisco District.

MEMORANDUM FOR THE RECORD

TO: Jamie Yin, Christopher Eng, Ed Keller DATE: May 26, 2023

FROM: Jessica Vargas, Chair, Dredged Material Management Office

SUBJECT: USACE FY23 Maintenance Dredging; Redwood City Harbor; Test Results;

DMMO Serial Number: 23-032

At the meeting on May 24, 2023, the Dredged Material Management Office (DMMO) completed its review of your test results for approximately 694,302 cubic yards of material proposed to be dredged from the Redwood City Harbor Channel to a design depth of -30 feet mean lower low water, plus an overdepth allowance of two feet. The characterization of the material is contained in the report prepared by DR Reed and Associates Inc. and Pacific EcoRisk, entitled, “Redwood City Harbor 2023 Maintenance Dredging Sampling and Analysis Report,” dated May 2023.

The members of the DMMO have determined that sediment proposed for dredging from the Redwood City Harbor Channel, as characterized in the above report, is suitable for placement as follows:

• All sediment proposed for dredging from the Redwood City Harbor Channel is suitable for disposal at the San Francisco Deep Ocean Disposal Site (SF-DODS).

• Sediment proposed for dredging from Sample Area 1 and 2 is suitable for placement at Montezuma Wetlands Restoration Project (MWRP) as cover material and for use in the Section 1122 Strategic Placement Project.

• Sediment proposed for dredging from Sample Areas 3 through 9 is suitable for placement at Montezuma Wetlands Restoration Project (MWRP) as foundation material.

• Sediment proposed for dredging from Sample Areas 1-5 is suitable for placement at Cullinan Ranch Restoration Project and for disposal at an in-Bay disposal site, such as SF-11 or SF-10.

Additionally, at the meeting the DMMO noted that Figure 2 in the Redwood City Harbor Report included the bathymetric data from October 2022 but updated bathymetric data from April 2023 surveys was available. In future reports, please ensure that maps and figures are updated to include the most recent bathymetric data.
