22. What is the anticipated weight limit on the temporary UPRR rail road crossing?

Governments response- Union Pacific Rail Road does not have a published weight limit for the temporary crossing.

23. The Reach 2/3 Plans include the Topsoil quantity. Please provide similar topsoil quantity for Reach 1.

Governments response- Please see the revised Sheet C-503 of Reach 1 plan-set

24. Referencing Reach 1, HPTRM specification 32 91 18.00 12, paragraph 3.4.1, the first sentence appears to indicate that HPTRM is to be installed in Phase 1 and then in Phase 2.

Similarly, on Reach 1 Drawing C-503, Note 1 directs contactor to “Install HPTRM after levee fill in both phases of construction.” Please clarify when the HPTRM is to be installed.

Governments response- See the revised specification 32 91 18.00 12 and the revised drawing C-503.

25. On the Reach 1 Drawing C-503, Detail A, the waterside anchor trench configuration appears to indicate a bottom up installation sequence which conflicts with Specification 32 91 18.00 12, Paragraphs 3.4.2 and 3.4.4 which directs contractor to work from top down including remove wrinkles, install anchors and then backfill the anchor trench. Please confirm how HPTRM is to be installed and how the waterside anchor trench is to be completed.

Governments response- See revised drawing C-503.

26. Section 35 41 00.01 / page 16 - 3.1.2 states “6 month settlement period….no less than 3 months”. 35 41 00.01 / page 28 – 3.21 sates “5 month settlement….no less than 3 months”. Reach 1 Sheet G-004 Note 15 states “5 months”. Please clarify.

Governments response- See revised Section 35 41 00.01 to correct inconsistency and match Sheet G-004.

27. Reach 1 Sheet G-007 – Note 2 indicates “USACE to furnish Government office/trailer”. The specifications clearly state the Contractor is to provide the office/trailer. Please clarify

Governments response- Contractor to furnish. Please see the revised Sheet G-007 of Reach 1 plan-set.

28. Reference Attachment 13 – UPRR Agreement: Please provide the type and frequency of train traffic so the bidders can properly price the Railroad Protective Insurance.

Governments response- Per the revised Sheet G-03 for Reach 2/3 planset, the related links of timetables and train traffic data can be found at Attachment 13.a.

29. Is it the intention of this RFP that all material, including de-grading, stripping, YBM, structure and utility excavation be left in pond A 12 upon completion of the work?

Governments response- All excavated materials shall be removed per paragraph 1.3 of Section 01 11 00 (summary of work) and paragraph 3.5 of Section 02 41 00 (demolition) after completing the work. All suitable excavated spoils will be permanently left in pond A- 12 per paragraph 3.15 of 35 41 00.01, paragraph 3.13 of 35 41 00.02, and the revised sheet G-008 of Reach 1 plan-set unless otherwise noted.
