Q&A
W912P521B0015 Amendment 0001 - Questions & Answers
Obey Campground Sewer Line Replacement
1. Throughout the specifications in multiple locations, it states to follow federal, state, and local requirements.
The state of TN requires a TN contracting license, and most local offices require a TN Contractors license to pull local permits. Is a TN Contracting License required and does the contractor have to hold a Tennessee Contractor’s license at bid time per the Tennessee Board of Licensing Contractor’s?
W912P521B0015
Response: Yes, the contractor installing subsurface sewage equipment must have TN Contracting License.
No, the contractor does NOT have to have the license at time of bid. These responses are provided “for information only.” It is the Contractor’s responsibility to determine permit and license requirements and the duration that it takes to obtain them.
2. Specification 01 57 19, Para 1.2.9 states, “Comply with federal, state, and local laws and regulations” Will the Contractor’s Qualified Installer Permit for Subsurface Sewage Disposal System required by Tennessee Department of Environment and Conservation must be in place prior to bid or prior to install? This class is only given at certain times of the year.
Response: The Qualified Installer Permit must be acquired prior to installation. It is not a requirement to have one prior to bid. These responses are provided “for information only”. It is Contractor’s responsibility to find out the requirements of permits and license and the duration that it takes to obtain them.
3. Has a permit application been submitted to TDEC for the Subsurface Sewage Disposal System, or will the Contractor be required to submit and obtain that for the COE? This was discussed at the pre-bid and it was mentioned that TDEC is notorious for dragging permits out longer than expected, in some cases up to 60 days. Assuming the contractor will receive those days back if TDEC delays the start of the project?
Response: The Contractor is responsible for acquiring the TDEC Permit. Any requests for extension will be addressed in accordance with Federal Acquisition Regulation (FAR) clause 52.249-10, Default (Fixed- Price Construction). Refer to Specification Section 33 30 00, Construction Permits.
4. Is the Contractor responsible for percolation tests and the suitability of the leach field soil?
Response: A soil survey has already been conducted. Pertinent results are shown on sheet Q3-67/12. Raw soil survey results will be included as FOR REFERENCE ONLY. TDEC has disapproved the duplicate area necessary to acquire Construction Permit. Contractors should adjust bids to reflect work necessary to delineate a duplicate area. The Bid Schedule and Specification Section 01 20 00, Measurement and Payment have been updated to reflect this addition.
5. Once the contract is awarded and test are performed, and the leach field soil is found to be unsuitable for use will borrow material be paid separately as a contract modification? For bidding purposes there is no way to currently determine if the soils are unsuitable unless USACE has this information from previous test. Please Advise.
Response: A soil survey has already been conducted in this area. The survey results deemed the soil suitable per TDEC’s subsurface sewage regulations. Raw soil survey results will be included as FOR
REFERENCE ONLY.
6. Drawing Sheet 67/14 note 5 states “No leach field shall be placed where soil infiltration is greater than 75MPI.” Who is responsible for this testing and how will the Contractor be compensated for changes to accommodate this?
Response: A soil survey has already been conducted. Results are illustrated on sheet Q3-67/12. Raw soil survey results will be included as FOR REFERENCE ONLY. This note was included in case chambers had to be moved for any reason. Contractor must stay within limits as shown on Q3-67/12.
7. Are there any clearing time restrictions due to bats or any other factors?
Response: Trees must be cleared between November 15, 2021 and March 31, 2022.
8. If boring and jacking or directional drilling is proposed by the Contractor will the design of that system have to be stamped by a professional engineer?
Response: No. Boring and Jacking operations shall comply with the requirements of EM 385-1-1.
9. Drawing Q3 67/11, Note 10, discusses existing utilities. This was discussed at the pre-bid. Discussions were made about utilities that will be crossed or excavated around. However, those locations seemed to be unknown. Is there an As Built of the Campground showing utilities? It was also mentioned that Call Before You Dig 811 will most likely not mark these utilities since it is on federal property. If USACE does not provide the contractor with information on existing utilities, and utilities are discovered is this considered and unforeseen condition?
Response: Note pertaining to 811 has been removed. Refer to notes 3 and 18 on drawing Q3-67-11.
USACE found a Utility Plan as-built. This is the most current as-built of the campground. This document will be provided as a part of a “For Reference Only” Package with this amendment.
10. Drawing Sheet 67/14 Keynote K States the Baffle Distribution Box has 6 outlets. Note 2 states a 5 outlet Baffle Distribution Box. Please advise.
Response: The Baffle Distribution Box has been removed from design. Refer to the amended plans for the updated design.
11. Please provide detail or information regarding the distribution based on the USACE System Design. Size?
Material it is made of? What is inside the distribution box? Lid size and load requirements of the box?
Response: Reference the Government’s response to Question 11.
12. Previous systems we have installed for USACE have a pressure reducing PVC Manifold inside the distribution box. Is there a pressure reducing manifold for this distribution box? (see drawing below for typical)
Response: Reference the Government’s response to Question 11.
13. Drawing Q3 67/15, Note 3 state, “Contractor shall submit proposed connection plan distribution box”.
Please provide answers to the previous questions concerning distribution box in order to price accordingly to represent USACE design.
Response: Reference the Government’s response to Question 11.
14. Please provide detailed information regarding the drop boxes shown in the leach field. Size? Material it is made of? What is inside? Lid size and load requirements? What is inside the Drop Boxes?
Response: Reference the Government’s response to Question 11.
15. Drawing Q3 67/16, provides a schedule a pump schedule. Specification 33 32 16 directs the contractor to submit product data on the specified pump. Specifications 33 32 16, Para 1.2, SD-05 Design Data, states that the contractor shall provide design calculations to verify the total dynamic head. Is the contractor designing the pump size or are we to bidding the project with the pump size specified in the contract drawing?
Response: The Contractor shall bid the project with the pump size specified. Pumps shall have 35 gpm flow rate and 150 feet of head. The 3 hp motor is provided for reference. The exact motor size will be provided by the pump manufacturer. Electrical equipment shall be furnished to handle the actual pumps that will be installed. If there is any variability from plans during construction (i.e. elevations, lengths), the contractor shall verify the pump and confirm that constraints align with the pump specifications. Refer to Specification Section(s) 33 32 16.
16. Has friction lose in the piping system (through 90s, 45s, valves, fittings, elevation change, etc.) been calculated and taken into consideration for the pump head pressure specified in the drawings?
Response: Yes. Calculations have been done to properly size the pump. TDEC has reviewed calculations with no further issues. If there is any variability from plans during construction (i.e. elevations, lengths), the contractor shall verify the pump and confirm that constraints align with the pump specifications. Refer to Specification Section(s) 33 32 16.
17. What is the line pressure of the systems at the distribution box?
Response: Reference the Government’s response to Question 11.
18. Is this project a Design Build? Is the contractor to provide engineered stamped drawings for the sewer system?
Response: It is not a design-build project. No, the contractor does not have to stamp drawings for sewer system.
19. What does the Contractor do with the Decommissioned Sand Filter?
Response: The Decommissioned Sand Filter shall be avoided. The contractor is only required to sever pipes that lead to the sand filter. All new piping shall be routed around the sand filter in order to not disturb the feature.
20. What does the Contractor do with the gravity lines between the new cleanouts and the Sand Filter?
Response: Abandon in place.
21. Please provide material requirements and design criteria for the Distribution Box and its lid.
Response: Reference the Government’s response to Question 11.
22. What are the box and lid requirements for the valve box and the flow meter box? Size? Material? Lid load rating?
Response: Reference the Government’s response to Question 11.
23. Drawing Sheet 67/15 note 1 state the pipes shall be placed 30” below ground surface. The Campground Road Trench Repair detail on Drawing Sheet 67/17 shows more than 30” and the Non-Traffic or Gravel Area detail does not show a depth. Please provide the requested depth on the Campground Road Trench Repair and the Non-Traffic or Gravel Area details.
Response: Refer to sheet 67/15 for updated detail. Pipe depth on sheet 67/17 has been revised to show 30” depth below the surface.
24. Drawing Sheet 67/16 Note 9 states that the manufacturer of the dosing tank and the type of dosing tank must be one approved by TDEC and that it should be of a two-compartment type. Is there a pre-approved list?
Response: There is no “approved list.” The Contractor should refer to TDEC 0400-48-01-.09 & .12 regarding approval.
25. Drawing Sheet 67/16 Note 9 states that TDEC shall inspect the dosing tank during installation. Please confirm that TDEC will require a permit in the name of the owner and an active Permit Number of the Qualified Installer for Subsurface Sewage Disposal System.
Response: Yes, it is required that a permit be in the name of the owner and an active permit number of the qualified installer.
26. Drawing Sheet 67/17 Note 2 under the Campground Road Trench Repair states the No. 9 rebar are spaced at 8” O.C. Is the longitudinal, transverse or both?
Response: Note 2 has been removed. Refer to revised sheet 67/16.
27. Drawing Sheet 67/17 Note 3 under Notes states that there are ride requirements after pavement patching and indicates that additional resurfacing may be required beyond what we patch. What are the ride criteria and what will determine if we have to resurface beyond the trench repair?
Response: The ride requirement note has been removed. The Contractor will not be required to complete a ride requirement. Instead, the contractor shall ensure that trench repair and existing pavement have smooth level surface.
28. Please provide electrical line trench detail.
Response: Trench detail for electrical conduits is provided on DWG 67/18.
29. Drawing Q3 67/18, Note 4 states, “CONDUIT SIZE WILL BE VERIFIED BY THE CONTRACTOR TO BE COMPATIBLE WITH THE ELEC. EQUIPMENT” This has to be designed and determined by an electrical engineer. If this project is not a design build is this a cost USACE want to incorporate into this project? Please advise or provide electrical conduit size.
Response: Sheet 67/18 has been revised to handle the conduit size for motor of 5hp or smaller. New drawing Sheet 67/20 has been added to the package. USACE allows the contractor to install grinder pumps or effluent pumps to keep the motor size at 5hp or smaller.
30. During the prebid it was mentioned that we could dispose of tree at COE site across the lake. Is this site available to dispose trees?
Response: Yes. If used by the contractor, the contractor shall coordinate with the Contracting Officer’s Representative (COR) and Facilities Manager prior to disposing of material at site about appropriate locations and final site conditions.
31. During the pre bid meeting it was discussed that some trees may be left in place. However, to install the leach field and get acceptance from TDEC all trees in the clearing area will need to be removed. Please advise.
Response: The project plans specify that seven trees would be left in place over the septic field footprint of approximately 2.1 acres. Initial consultation with TDEC indicates that this would not prevent issuance of a Septic System Construction Permit. Refer to revised plans for protected trees.
32. Specification Section 33 30 00, Para 3.2.3, states, “…use a hydrostatic pressure 50 psi in excess of the maximum working pressure of the system, but not less than 100 psi…” What is the maximum working pressure of the system?
Response: The rated pressure of the pump with 150 feet of head is about 65 psi. The maximum pressure of this pump will have to be provided by the pump manufacturer. USACE will accept 100 psi for the testing pressure.
33. Is there another access point to site? Some equipment may not pass through the Access Point Guard Shack.
Response: There is a gated access road to the right (North) of the Campground Park Attendant booth (2nd booth) which can be utilized for contractor equipment access, if needed. The roadway near the Day Use Attendant Booth (1st booth) may be narrower, but USACE has routinely used this roadway for transporting into the campground construction equipment similar to what would be anticipated for this contract (e.g., dual tandem axle dump trucks, d5 dozers on trailers, mid-sized excavators, dual tandem axle equipment trailers 24-26 feet in length, etc.) with no issues. The contractor is responsible for determining the appropriate access point for its equipment.
34. Is there any weight restrictions or limits of the campground road? If no limits or restrictions are known, what is the roadway asphalt profile? Base Thickness? Surface? Subgrade?
Response: There are no known weight limits or restrictions. USACE does not have specific information as far as base thickness, surface, subgrade, etc. We do not anticipate significant adverse effects to the roadways for transporting anticipated construction equipment as described in question 33 above.
35. Is the contractor responsible for testing any existing piping systems that we are tying into?
Response: The Contractor is not responsible for testing existing piping.
36. What is the depth of the existing sewer lines that tie into the new dosing tank? We need this information to determine excavation depth and new dosing tank depth as some of these dosing tank have requirement for cover allowed over the tank and the depth they are allowed to be put in the ground. The existing line depth will be needed to determine these depths.
Response: Complete as-builts for the system could not be located. On-site personnel measured the inlet and outlet piping to be 40” below ground surface at the existing sand filter.
37. The drawing indicate we are installing a dosing tank with leach fields which is typical to have effluent pump systems only discharging wastewater into leach fields (which are designed for wastewater only no solids). Drawing Q3 67/16, Note 1 states, “Effluent or Grinder Pumps…” Specification Section 33 32 16 has a requirement for Effluent or Grinder pump. Grinder Pumps are more for pumping solids. Is this system designed for an effluent or grinder pump system? Will TDEC approve a Grinder Pump System that will pump solids into a leach field?
Response: The system was designed for the effluent pumps with up to 5 hp motor to pump the grey water from the double compartment dosing tank to the leach field. However, USACE will allow the grinder pumps if the pump manufacturer verifies that their pumps are suitable to pump grey water with the rating capacity of 35 gpm and 150 feet of head. Grinder pumps are allowed to eliminate the required maintenance of the filters that are associated with the effluent pumps. Since the wastewater will go through the septic tank and a double-compartment dosing tank, solids are likely settled at the bottom of the septic tank and the first compartment of the dosing tank. Therefore, no solids will go to the leach field. Reference Drawing Q3 67/16, Note 1, which permits use of either an effluent or grinder pump.
38. Are reference drawings available for the existing Obey River Sewer System?
Response: a. USACE found one as-built sheet pertaining to this project area. It has been included as a FOR REFERENCE ONLY file. No other accurate and up to date reference sewer drawings are available.
