GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 DESCRIPTION

This section of the Specifications provides general information and requirements; work and access restrictions; and required coordination with others.

1.2 COORDINATION CONFERENCES

Routine coordination conferences will be scheduled by the Contracting Officer throughout the life of this project. Coordination conferences will be held to discuss contract administration, Contractor quality control, phasing, scheduling, and other aspects relating to this construction. The Corps of Engineers and the Contractor will be represented at each of these meetings. Coordination conferences will be scheduled to occur when notified by the Contracting Officer.

1.3 PARTNERING

In order to most effectively accomplish this contract, the Government urges the Contractor to join the Government in establishing a cohesive and professional project management team. Through this "partnering" relationship both entities would strive to draw on the strengths of each organization for the ultimate goal of assuring that the project’s intended results are achieved, within budget and on schedule. This endeavor seeks an environment that nurtures team building, cooperation and trust between the Government and the Contractor. The partnering relationship would be bilateral in make-up, and participation will be totally voluntary.

The first step in initiating the concept would be a joint project management team "partnering" conference attended by multiple officers from each organization representing management and the key jobsite staff of each entity. The initial conference would be held within the first thirty

(30) days following contract award. The Resident Engineer would chair the conference, establish its agenda and distribute minutes of the meeting. A professional facilitator acceptable to both parties would lead the participants of the session, through the steps of team building and the formation of a problem solving mechanism within the group. The conference duration would be no more than one day. Location of the conference would be offsite within a 60 mile radius of the jobsite at a facility which offers conference rooms and food service. All costs in connection with rented facilities and the facilitator would be shared equally by the Government and the Contractor. Each organization would pay other costs of its respective employees attending the conference.

Additional partnering sessions would be held no less than biannually.

Implementation of the partnering concept and philosophy would be an on-going process.

1.5 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.6 TEMPORARY PROJECT SIGNS

1.6.1 Project and Safety Signs

1.6.1.1 General

The Contractor shall furnish and erect, within 15 days after issue of the Notice to Proceed, a PROJECT IDENTIFICATION SIGN and a SAFETY PERFORMANCE SIGN at the location directed. The signs shall be lettered on one side only and shall conform to the details and colors shown on the sketches attached at the end of Section 01 95 00 FORMS AND ATTACHMENTS and to the Sign Standards Manual ( EP 310-1-6a and EP 310-1-6b ). The name of the project shall be as follows:

OBEY RIVER CAMPGROUND SEWER IMPROVEMENTS

1.6.1.2 Materials

The sign shall be constructed with a face sheet of 3/4 inch exterior grade plywood mounted on a substantial framework of treated 4-inch by 4-inch material. Screws shall be commercial quality and of sizes shown.

1.6.1.3 Painting

The signs and posts shall be given one prime coat and two finish coats of exterior oil paint before lettering. Letters and trim shall be applied to one side only using one coat of enamel of color, style, and size shown.

1.6.1.4 Erection and Maintenance

The signs shall be erected at the designated locations. Signs shall be plumb and backfill of post holes shall be well tamped to properly support the signs throughout the life of the contract. The signs shall be maintained in good condition until completion of the contract, shall remain the property of the Contractor, and shall be removed from the site upon final acceptance of the contract work.

1.6.2 Bulletin Board

Bulleting board shall be installed as specified in Section 01 50 00

TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.

1.7 CONTRACTOR'S STAGING AREA

The Contractor may use areas within the defined work limits as staging area. The building of structures, the erection of tents or other forms of protection will be permitted only at such places as the Government shall approve, and the sanitary conditions of the grounds in or about such structures shall at all times be maintained in a satisfactory manner.

Temporary Contractor facilities provided during Construction shall be removed prior to final acceptance from the Government. As a minimum the area shall be left looking "broom clean" and at least as clean as before the structure placement.

1.8 DAILY CLEANUP AND DISPOSAL

Work areas shall be kept reasonably neat on a daily basis. Debris resulting from the work, such as empty paint cans, packing cases, scrap lumber, oil and grease spills, and other debris shall be collected, removed, and disposed of off-site at least once per week. Government trash cans, dump boxes and other containers shall not be used. Liquid waste shall not be disposed of in existing drains.

1.9 STORAGE OF EQUIPMENT AND MATERIALS

Storage of equipment and materials will be permitted only in designated staging areas. A minimum access space of three feet shall be maintained between the Contractor's stored items and existing facility equipment.

1.10 PROTECTION AND RESTORATION OF EXISTING FACILITIES

Existing facilities shall be protected whether or not shown on the drawings. Upon completion of the work, existing facilities, not included as a portion of the work, shall be left in a condition equal to the original condition prior to the contract. Costs for repair and restoration of any facilities shall be considered to be incidental to and included in the contract price.

1.11 WORK BY THE GOVERNMENT CONCURRENT WITH CONTRACTOR WORK

The Government will limit interference with the Contractor's work to the maximum reasonable extent and the Government and Contractor shall coordinate as necessary.

1.12 EVALUATION OF CONTRACTOR PERFORMANCE

The Contractor's performance will be evaluated in accordance with FAR Part

42.15 in the areas of quality, schedule, cost control, management, utilization of small businesses, and regulatory compliance at minimum.

The evaluation will include a written narrative and rating of either exceptional, very good, satisfactory, marginal, or unsatisfactory for each. The format for the evaluation is attached at the end of Section

01 95 00 FORMS AND ATTACHMENTS.

The Contractor's review of the evaluation shall be completed electronically at the CPARS website, http://www.cpars.gov . This website also includes guidance and the user's manual.

Upon contract award, the Contractor shall provide the Contracting Officer with the name and e-mail address of the Contractor's Representative to be registered into the system. Following initial completion by the Government, the Contractor will have sixty (60) calendar days to review, comment, and return the evaluation.

1.13 VETERANS EMPLOYMENT EMPHASIS FOR U.S. ARMY CORPS OF ENGINEERS

CONTRACTS

In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause 52.222-35, FAR Clause 52.222-37, DFARS

222.13 and Department of Labor regulations, U.S. Army Corps of Engineers (USACE) contractors and subcontractors at all tiers are encouraged to promote the training and employment of U.S. veterans while performing under a USACE contract. 1.14 PROJECT SCHEDULE

The Contractor shall provide project schedule submittals as specified in Section 01 32 01 PROJECT SCHEDULE and meet the following milestone:

Unless otherwise approved by the COR, all Eisenhower Park construction work below elevation EL. 644 shall be completed no later than 1 March 2019. This includes the lower portion of the boatramp, all necessary grading for the courtesy dock, and all earthwork indicated in the

SECTION 01 00 00 Page 6 drawings. Excluded is any anchoring for the courtesy dock and the courtesy dock itself, which can occur after 1 March 2019.

1.15 MEASUREMENT AND PAYMENT

No separate payment will be made for the work covered under this section.

The costs thereof shall be included in the item to which the work pertains.

1.16 LAYOUT OF WORK AND INITIAL SURVEYS

All surveying, including layout of work and quantity surveys, shall be accomplished by a registered land surveyor licensed in the state in which the work is performed. Surveys shall be conducted in the presence of the Contracting Officer or an authorized representative unless this requirement is waived by the Contracting Officer. The Contractor shall notify the Contracting Officer not less than five working days in advance of each survey. In the event of unavailability of the Contracting Officer or an authorized representative, the Contractor shall perform the survey and certify to the Contracting Officer that it complies with these specifications. Survey results certified by the registered surveyor shall be provided to the Contracting Officer in the form of raw data and also in legible scaled plots of the data no more than three (3) days after completion.

1.16.1 Layout of Work

Prior to beginning construction, the surveyor shall locate all bench marks and estabilish control lines provided in the drawings. From the control line and benchmarks provided by the Government, the Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work. The Contractor shall furnish, at his own expense, such stakes, templates, platforms, equipment, tools and materials, and all labor as may be required in laying out any part of the work. It shall be the responsibility of the Contractor to maintain and preserve all stakes and marks established by the Contracting Officer, if any, until authorized to remove them, and if such marks are destroyed, by the Contractor or through his negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at his discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor. The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

1.16.2 Pre-Construction Survey

A pre-construction survey shall only be required for items in this contract measured and paid for by the Cubic Yard (CY). For linear construction cubic yard (CY) pay items, capture cross sections at intervals that accurately depict the prexisting conditions of the area where excavation or fill operations are taking place with intervals not to exceed 100 feet. For non-linear construction, the Contractor may elect to capture cross sections as previously stated or capture an existing conditions terrain model (.dtm or .tin) depicting the existing area prior to construction operations. Acquire adequate data to develop a terrain

SECTION 01 00 00 Page 7 model with a level of accuracy to plot two-foot contours. Execute pre-construciton survey operations after clearing, grubbing and stripping operations are complete.

No pre-construction survey shall be required for items in this contract measured and paid for by units other than Cubic Yard (CY).

PART 2 PRODUCTS (NOT USED)

PART 3 EXECUTION

3.1 AVAILABILITY AND USE OF UTILITY SERVICES

3.1.1 Contractor Responsibilities

a. The Contractor shall be responsible for the availability of utilities for use on the project. Raw water is available with no charge at the site. The Contractor shall supply any other utilities needed at his cost. The Contractor shall carefully conserve any utilities furnished without charge.

b. The Contractor, at its expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines. Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, and associated paraphernalia.

c. The Contractor is responsible for providing drinking water facilities for all personnel associated with this contract.

3.1.2 Interruptions of Utilities

a. No utility services shall be interrupted by the Contractor to make connections, to relocate, or for any purpose without approval of the Contracting Officer.

b. Request for Permission to shut down services shall be submitted in writing to the Contracting Officer not less than seventeen (17) days prior to date of proposed interruption. The request shall give the following information:

(1) Nature of Utility (Gas, L.P. or H.P., Water, etc.)

(2) Size of line and location of shutoff.

(3) Buildings and services affected.

(4) Hours and date of shutoff.

(5) Estimated length of time services will be interrupted.

c. Services shall not be shutoff until receipt of approval of the proposed hours and date from the Contracting Officer.

d. Shutoffs which will cause interruption of Government work operations as determined by the Contracting Officer shall be accomplished during regular non-work hours or on non-work days of the Using Agency.

e. Operation of valves on water mains will be by Government personnel.

Where shutoff of water lines interrupts service to fire hydrants or fire sprinkler systems, the Contractor shall arrange his operations and have sufficient material and personnel available to complete the

SECTION 01 00 00 Page 8 work without undue delay or to restore service without delay in event of emergency.

3.1.3 Post Construction Final Surveys

The Contractor shall furnish to the Contracting Officer the electronic data in Mircostation V8i compatible files (DGN) and a comma delimited ASCII file (containing at a minimum the Point Number, Northing, Easting, Elevation, and Point Descriptor) with all submitted files and drawings being at full scale in same datum as the contract drawings (provided in the general notes). Additionally, provide all CAD files to include but not limited to .dtm, .tin, .alg, .eav, .xyz, .xls, .xsc, .pod, .txt (raw data point clouds) and .ASCII or .XML file types used to generate the submitted .dgn electronic drawings such as contours, .dtms, plan views, profiles, and cross sections, along with any accompanying field notes (written or electronically collected) to faciliate USACE QA/QC. Terrain model .tin files shall be translated into .XML files using the XML translater function available in AutoCAD or online to facilitate terrain model import on the USACE side. All data transmitted to USACE shall be supplied on a USB formatted DVD. In addition to the USB formatted DVD, emailing electronic file is also acceptable. Upon completing surveys, or portions thereof, the contractor shall not disturb the ground surface until such time that the Contracting Officer has completed Quality Assurance checks of the contractors' survey data. The Contracting Officer shall disapprove any survey information submitted by the Contractor that lacks sufficient data.

3.1.3.1 Post-Construction Surveys

Unless otherwise dictated by the Contracting Officer, the Contractor may elect to use either the cross-section method or terrain model (.dtm/.tin) method for depicting the final post construction conditions. For the Cross-Section method, capture cross sections at intervals that accurately depict the final post-construction site conditions with intervals not to exceed 100 feet. Cross sections should depict the topography of constructed features including, but not limited to: elevation, width, grades, and slopes of all items in this contract. The Contracting Officer reserves the right to mandate additional sections be taken by the Contractor at locations designated by the Contracting Officer for quality assurance purposes. Post-Construction Surveys shall be submitted in Microstation (.dgn) format. Section observations shall be recorded at all breaks in slopes with a maximum distance of 25' between observations. For the Terrain Model (.dtm/.tin) method, capture a post construction terrain model that accurately displays all post construction topography of constructed features including, but not limited to: height, width, grades, and slopes of excavation or fill and all breaklines necessary for a level of accuracy to plot two-foot contours. Observations shall be recorded at all breaks in slopes with a maximum distance of 25 feet between observations. Provide the Contracting Officer annotated cross-sections in DGN format at locations where cross sections are taken or at 100 foot intervals for terrain model (.dtm/.tin) survey data. At a minimum, the cross sections shall extend ten feet (10') beyond the construction footprint or each item. The annotated cross-sections shall indicate the Control line; the theoretical grades and slope-lines as specified; and the actual grades and slope lines as constructed. The Contractor shall plot cross sections from the survey data to visually depict the grade and sections obtained. The Contractor shall use this survey data to develop the as-built drawings.

SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

1.1.1 Project Description

The work includes Construction of the Obey River Campground Sewerline network which includes selective clearing, partial removal of the existing sewerline, trench excavation, PVC and PE plastic pipe construction to include assembly and construction of all pertinent sewerline components, connection to the existing sewerline network, disposal of removed pipe, construction of dosing tank and pump vault, pump installation, construction of leach fields and all pertinent components, minor concrete placement, some potential pavement replacement, granular backfill placement and compaction, in-situ material backfilling, seeding and mulching, and any other incidental related work including survey of final pipe network and environmental protection. It is anticipated that the Contractor will only encounter soil during trenching and excavation operations. Although rock may be encountered during excavation operations.

Mobilization shall not be permitted until the Obey River Campground is closed for the season, 01 November 2021. The Contractor will be permitted to submit preconstruction submittals and execute all administrative paperwork upon issuance of notice to proceed. Contractor shall be completed with all construction, clean-up and off campground premises prior to the campground opening, 15 April 2022.

1.1.2 Location

The work is located at the Obey River Campground, located on the shores of Dale Hollow Lake outside of Byrdstown, Tennessee. An approximate location is indicated in drawings. The exact location will be shown by the Contracting Officer.

1.2 EXISTING WORK

In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.3 LOCATION OF UNDERGROUND UTILITIES

Obtain digging permits prior to start of excavation, and comply with

Installation requirements for locating and marking underground utilities.

Contact local utility locating service a minimum of 72 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.3.1 Notification Prior to Excavation

PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

1.1 PAYMENT ITEMS

Payment items for the work of this contract are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, are included in the listed payment item most closely associated with the work involved. The payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.1.1 Per f or mance and Payment Bonds

1.1.1.1 Payment

Payment will be made for Performance and Payment Bonds that are required as part of this contract in accordance with Contract Clause 52.232-5 PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS. Payment for the premiums for performance and payment bonds will be made at the contract price per Job for "Performance and Payment Bonds." The Government will pay the actual cost of acceptable performance and payment bonds or the Contractor's bid price, whichever is less. Payments made under this provision shall not exceed the amount included for "Performance and Payment Bonds," which payment shall take into consideration any discounts or rebates to the Contractor from the Surety. The Contractor is advised that the pay item "Performance and Payment Bonds" is only for the cost of bonds. Other costs should be allocated to the appropriate payment items.

The Contractor shall provide evidence of payment (paid invoice) from the bonding company or agency. If the actual cost of the bonds is less than the payment item amount, the contract will be modified to adjust the payment item accordingly.

1.1.1.2 Measurement

No measurement will be made for this item of work.

1.1.1.3 Unit of Measure

1.1.2 Mobilization and Demobilization

1.1.2.1 Payment

Payment will be made for costs associated with mobilization and demobilization, as defined in Contract Clause 252.236-7004 PAYMENT FOR

MOBILIZATION AND DEMOBILIZATION.

60 percent of the price for this payment item will be paid upon completion of the Contractor's mobilization at the work site.

The remaining 40 percent will be paid upon completion of demobilization.

Payment will include costs associated with: bonds, construction of plant(s), rental equipment, material, computers, office trailers, and supporting expenditures to establish access roads, trailer courts, disposal areas and other site development needed for the job prior to the start of construction. The Contractor shall provide supporting documentation for payment of each item and shall not receive payment until the Contracting Officer has receipts to prove that payment for all items claimed have been validated. All construction plant, material, equipment, and the mobilization and demobilization work shall be performed and determined to be suitable for efficiency in performing the work before payment is made.

Costs associated with any modifications to existing flood facility bridge shall be incidental to this pay item. Payment will be made at the contract Job (JB) price for "Mobilization and Demobilization." The total amount paid will not exceed the contract bid amount for this item.

1.1.2.2 Unit of Measure

1.1.3 Selective Clearing

1.1.3.1 Payment

Payment will cover all costs associated with Selective Clearing. This price shall constitute full compensation for furnishing all plants, labor, equipment, materials, and performing all operations necessary for selective clearing as specificed in Section 31 00 00. Unit price shall be adjusted to account for profit from timber.

1.1.3.2 Measurement

Payment will be made at the contract unit price per square yard of selective clearing location specified in the drawings.

Payment will be made at the contract price per linear foot for "pressure sewer lines". Activities that are deemed incidental to pipe installation include all stripping, stockpiling and spreading requirements, bedding and backfilling pipe with both granular and in-situ material, geotextile and waterproof barrier.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 PROJECT SCHEDULER QUALIFICATIONS

Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports. The authorized representative must have a minimum of 2-years experience scheduling construction projects similar in size and nature to this project with scheduling software that meets the requirements of this specification. Representative must have a comprehensive knowledge of CPM scheduling principles and application.

2.1 SOFTWARE

The scheduling software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this specification.

2.1.1 Government Default Software

The Government intends to use Primavera P6.

2.1.2 Contractor Software

Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required sdef file must be created and supported by the software manufacturer.

2.1.2.1 Primavera

If Primavera P6 is selected for use, provide the "xer" export file in a version of P6 importable by the Government system.

2.1.2.2 Other Than Primavera

If the contractor chooses software other than Primavera P6, that is compliant with this specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at project completion.

PART 3 EXECUTION

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15 Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.

Prepare each Project Schedule using the Precedence Diagram Method (PDM).

3.2 BASIS FOR PAYMENT AND COST LOADING

The schedule is the basis for determining contract earnings during each update period and therefore the amount of each progress payment. The aggregate value of all activities coded to a contract CLIN must equal the value of the CLIN.

3.2.1 Activity Cost Loading

Activity cost loading must be reasonable and without front-end loading.

Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer.

3.2.2 Withholdings / Payment Rejection

Failure to meet the requirements of this specification may result in the disapproval of the preliminary, initial or periodic schedule updates and subsequent rejection of payment requests until compliance is met.

In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS

3.3.1 Level of Detail Required

Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.3.2 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods.

Less than 2 percent of all non-procurement activities may have Original Durations (OD) greater than 20 work days or 30 calendar days.

3.3.3 Procurement Activities

Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.

3.3.4 Mandatory Tasks

Include the following activities/tasks in the initial project schedule and all updates.

a. Submission, review and acceptance of SD-01 Preconstruction Submittals (individual activity for each).

b. Submission, review and acceptance of features require design completion

c. Submission of mechanical/electrical/information systems layout drawings.

3.3.6.1 Workers Per Day (WRKP)

Assign Workers per Day for all field construction or direct work activities, if directed by the Contracting Officer. Workers per day is based on the average number of workers expected each day to perform a task for the duration of that activity.

3.3.6.2 Responsible Party Coding (RESP)

Assign responsibility code for all activities to the Prime Contractor, Subcontractor(s) or Government agency(ies) responsible for performing the activity.

a. Activities coded with a Government Responsibility code include, but are not limited to: Government approvals, Government design reviews, environmental permit approvals by State regulators, Government Furnished Property/Equipment (GFP) and Notice to Proceed (NTP) for phasing requirements.

b. Activities cannot have more than one Responsibility Code. Examples of acceptable activity code values are: DOR (for the designer of record);

ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor); and GOVT (for USACE).

3.3.6.3 Area of Work Coding (AREA)

Assign Work Area code to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or

Examples of Work Area Coding include different areas within a floor of a building, different floors within a building, and different buildings within a complex of buildings.

Not all activities are required to be Work Area coded. A lack of Work Area coding indicates the activity is not resource or space constrained.
