Q & A

Center Hill Medium Voltage Cable Replacement Questions and Answers Amendment 0002

1. Per Spec Section 3.1.2 Insulation oil, it states that insulation oil has been analyzed and PCBs were not detected.

Will the contractor be required to perform any additional PCB testing for the oil in the existing HPFF oil pipe cable system?

A: Contractor will not be required to perform any additional PCB testing for the oil in the existing HPFF oil pipe cable system.

2. Is the piping, tanks, pumps, and racks of the HPFF oil pipe cable system coated with lead based paint?

A: The piping, tanks, pumps and racks of the HPFF oil pipe cable system are coated with lead-based paint.

3. Will the contractor be required to perform any testing of the HPFF oil pipe cable system for lead based paint?

A: Contractor shall be required to perform testing in accordance with Specification Section 02 03 13, Lead in Construction.

4. Confirm if the desire is to have XLPE or EPR insulation? The specifications call out ERP, but the plans call for XLPE. There are also a few places in the drawings that call for XHHW insulation, again please confirm the desired insulation type desired. Other USACE electrical upgrade projects have allowed for either XLPE or EPR insulation in their specifications.

A: Please refer to amended Specification Section 26 05 13 .00 26 Medium-Voltage & Terminations for Generator Cables and Supports, paragraph 2.2.3.2 and drawing E-602.

5. The specifications call for cupro nickel tape with 40% overlap (See section 26 05 13.00 26 part 2.2.3.4). This is generally considered an older manufacturing method for medium voltage cable and no longer offered by most major US cable manufacturers. We propose changing this to 5 mil bare copper tape shield with 27.5% nominal overlap. This proposal meets the requirements of requirements of Sections 5 and 6 of NEMA WC 74/ICEA S-93-639.

A: Please refer to amended Specification Section 26 05 13. 00 26, Medium-Voltage Cable & Terminations for Generator Cables and Supports, paragraph 2.2.3.4.

6. The specifications (Section 2 81 13 part 3.1.2) mention the oil test results being available on “Reference Drawing No. EXHIBIT 1 - ASBESTOS AND PCB TEST RESULTS.” I do not believe this document is on beta.SAM.gov. Can you please provide this documentation?

A: Please refer to amended Specification Section 2 81 13, Transportation, Disposal, and Recycling of Existing Equipment, paragraph 3.1.2. Also, please refer to the Government’s response to question 1.

7. There is mention of installing new 500kcmil ground wire in the specifications, but this is not shown on the drawings. Can you confirm details (length and locations) for any new grounding required. See section 26 05 26.00 26 part 3.3

A: Contractor shall provide grounding per industry standards and in accordance with Specification Section 26 05 26.00 26, Grounding.

8. Can the USACE define what components contain asbestos that will need to be removed as part of this contract? The specifications mention asbestos present in “pot heats and connected lines”, but this information is not quantifiable. The specifications also mention an asbestos survey is available onsite, but none has been provided as part of this contract. See section 02 82 14 part 1.1 and part 3.1. The scope of the asbestos abatement must be clearly defined and quantifiable. Federal Acquisition Regulations prohibit placing unknown risks on the contractor.

A: The contractor will be required to remove and dispose of the oil pump control cable/wiring and potheads as required by Specifications Section 02 82 14, Asbestos Abatement.

9. Can the USACE confirm if the NEMA 3R cable risers in the switchyard will require additional seismic restraint that is not shown in the drawings? See drawing E-405

A: Additional seismic restraints apart from concrete anchors are not required. However, seismic design certification and anchorage calculations are required. Please refer to amended Specification 13 48 00.01 26 Seismic Restraint for Mechanical and Electrical Equipment, paragraph 1.5.

10. Onsite work is restricted to four days per week, Monday through Thursday. To complete all work required, at least 5 days per week will be required, and sometimes 6 days. We request that this requirement be changes to 5 days per week and up to 6 days per week upon sufficient notification and request from the contractor. (Section 01 00 00 part 1.2.1)

A: Contractor shall bid as specified in Specification Section 01 00 00, General Requirements paragraphs 1.2.1 and 1.2.2.

11. Section 26 05 00.00 26 part 1.9 requires “infrared viewing windows in locations suitable to monitor all terminations.” Can the USACE confirm the quantity of IR viewing windows that will be required?

A: Please refer to amended Specification Section 26 05 00.00 26, Basic Electrical Materials and Methods, paragraph 1.9.

12. For the Intermediate Straps required, is it the desire to connect these on the cables in the vertical orientation or the horizontal orientation? The intermediate straps typical are used to support each phase that are stacked in a vertical orientation, but the proposed layout on the drawing appear as though each phase per set are oriented in the horizontal plane.

A: The Horizontal orientation is required as stated in amended Specification Section 26 05 13. 00 26, Medium-Voltage Cable & Terminations for Generator Cables and Supports, paragraph 3.1.8.

13. Can you please confirm the size for all temporary feeders as part of this contract? There was no information drawings or the specification regarding the cable size for the temporary feeders.

A: Please refer to Specification Section 26 05 13.00 26 Medium-Voltage Cable & Terminations for Generator Cables and Supports, paragraph 2.2.2.2.

14. Is it acceptable to route the aboveground temporary feeders as required in this solicitation in cable tray? Is any supplemental grounding required as part of the running the temporary feeders?

A: Refer to Specifications Section 26 05 00 00.26 Basic Electrical Material and Methods paragraph 3.1.1. The contractor shall provide a cable support system for the above ground temporary feeders. Grounding for the temporary feeders shall be provided per common industry standards.

15. For the purpose of bidding the optional temporary feeders, can the contractor re-use the cable for temporary feeder 1 once that cutover is complete or is the desired to have all new cable for each temporary feeder?

A: Re-use of a temporary feeder will not be allowed. Contractor must provide a temporary feeder for each unit.

16. Can you provide more information on the type of rollers to be supplied as part of this contract?

Per section 26 05 13.00 26 part 3.1.5, the contractor is to supply roller assemblies. For the installation of the cable, long/wide radius rollers may be needed. Is the contractor required to supply any of these to the USACE at the end of the project per this contract?

A: Contractor shall follow Specification Section 26 05 13.00 26, Medium-Voltage Cable & Terminations for Generator Cables and Supports paragraph 3.1.5 as stated.

17. Per Section 25 05 13.00 26 part 3.1.4 the maximum distance between supports is 15ft. Can you confirm that this is correct? Elsewhere in the specifications NFPA 70 (National Electrical Code) is referenced. NEC generally requires support no more than 6 ft apart for MC cable and continuous support otherwise. I would expect similar support for MV cables, but understand that utilities have more leeway in their installation practices.

A: The maximum distance between supports as stated in Specification Section 26 05 13.00 26, Medium-Voltage Cable & Terminations for Generator Cables and Supports paragraph 3.1.4 is correct.

18. Per spec. section 01 35 26, 1.6.1.2 “The contractor Quality Control Manager cannot be the SSHO on this project…” Can the Project Manager, Site-Superintendent, QC Manager be a tri-hat position, one single individual performs all three roles?

A: Contactor shall follow Specification Section 01 35 26, Governmental Safety Requirements paragraph 1.6.1.2 as stated.

19. After existing cable is pulled out and oil is drained, could the existing 8-inch ceiling mounted conduit in the tunnel running between Tap (T1) and T4 be left in place and repurposed for new 750kcmil cable run?

A: Contractor shall provide new raceway.
