SECTION 13 50 00

INSTRUMENTATION PROGRAM

PART 1 GENERAL

1.1 SCOPE

The work covered by this section consists of furnishing labor, equipment and materials for installation of new alignment pins during lock construction activities. Work shall also include monitoring and maintenance of the existing instrumentation program installed in the existing upstream, cellular cofferdam and existing lock land wall. The instrumentation program work under this contract shall include the installation, monitoring, maintaining, reducing, and tabulating measurements and reporting of all instrumentation data specified herein.

The Contractor shall work with the existing Upstream Monolith Contractor to work out proper handoff of the instrumentation and dewatering systems.

This may be facilitated by the Contracting Officer's Representative, and should be anticipated to take place during November 2016.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 SYSTEM DESCRIPTION

The purpose of the work specified herein is to monitor the existing instrumentation system along the upstream cofferdam (including automated piezometers, in-place inclinometers and tiltmeters) and install new alignment pins as shown on the drawings. These instruments will be used to monitor performance of the cofferdam during and following cofferdam construction.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

Permits, Certifications, and Licenses

The Contractor shall comply with all Federal, State and local laws, regulations and ordinances relating to the performance of

SECTION 13 50 00 Page 2 this work. The Contractor shall, at his own expense, procure all required permits, certifications and licenses required of him by Federal, State, and local law for the execution of this work.

Copies of all such documents shall be furnished to the COR prior to starting work.

1.5 PROJECT/SITE CONDITIONS

1.5.1 Environmental Requirements

The Contractor shall comply with Section 01 57 19: TEMPORARY ENVIRONMENTAL

CONTROLS.

1.5.2 Field Considerations

Instrument locations shall be as established in the drawings, or as directed by the COR. Any damage done by the Contractor to the instrumentation, or other project features while accessing instrument locations shall be repaired by the Contractor to the original conditions or better at no additional expense to the Government. Since no separate payment will be made for access construction, all costs associated with this shall be included in the cost of Instrument Installation.

PART 2 PRODUCTS

2.1 ALIGNMENT PINS

Three alignment pins shall be installed on the cellular cofferdam cells to monitor horizontal and vertical movement of the cells. Two additional alignment pins shall be installed on the existing sheet pile retaining wall on the right bank of the river, as shown on the Instrumentation plan drawing. Alignment pins shall be 8" x 5/8" thread stainless steel bolts welded to the sheet pile. They shall stick up 2" above the pile and contain standard survey thread at 11 threads per inch.

PART 3 EXECUTION

3.1 GENERAL

Upon issue of the notice to proceed the Contractor assumes all responsibility for ensuring the entire instrumentation system and components are fully capable of meeting the requirements herein. No payment for monitoring and maintenance will be made until the system is shown to be fully functional. This is to include data collection, reporting, and posting all data to a website within 5 minutes of data collection at the instrument.

All system components are to be labeled at all times-to include all signal cables shall be marked with an instrument location identification number and type of instrument being connected to any data collecting device(s) so as to distinguish between each sensor cable. The identifying mark shall be permanent in nature and shall be located near the entrance of the cable into the data collecting device, junction boxes, pull boxes, and splices.

In the case of each inclinometer sensor per casing, wiring for each sensor shall be individually identified.

The Contractor shall comply with EM 385-1-1 to abide by all regulations governing work to be performed. All work outside of handrail on the lock wall shall comply with safety standards as specified within EM 385-1-1.

3.2 DISPOSITION OF EXISTING AUTOMATION SYSTEM

The Contractor shall be responsible for Upstream Cofferdam instrumentation.

This includes Alignment Pins AP-1 thru AP-8, In-Place Inclinometers IN-1 thru IN-8, and vibrating wire piezometers CCP-1 thru CCP-24.On the existing Lock Tiltmeters TM-3 thru TM-13 and 14 RMBDs. They system is logged by 12 Geocomp ISite dataloggers.

3.3 EXISTING COMPONENTS

3.3.1 Lock Jointmeters

Geokon model 4420 vibrating wire jointmeters are installed on the landwall of the existing lock structure, previously installed by others. The drawings show locations and the Contractor is required to monitor and maintain these instruments for the contract period specified herein and according to the bid schedule. Any replacements shall conform to the requirements herein and shall be approved by the Contracting Officer prior to installation. Replacements shall be of like quality to catalog cuts provided herein or an approved equal.

3.3.2 Lock Tiltmeters

Tiltmeters are installed on the landwall of the existing lock structure, previously installed by others. The drawings show locations and the Contractor is required to monitor and maintain these instruments for the contract period specified herein and according to the bid schedule. Any replacements shall conform to the requirements herein and shall be approved by the Contracting Officer prior to installation. Replacements shall be of like quality to catalog cuts provided herein or an approved equal.

3.3.3 Cofferdam Inclinometers & Casing

In Place Inclinometer sensors are installed in the upstream cofferdam, previously installed by others. The drawings show locations of the holes that are equipped with automated sensors at varying elevations within each hole. The MEMS sensors within each hole is manufactured by Geokon, model 6150. The 2.75" outer diameter inclinometer casing was manufactured by Slope Indicator. The Contractor is required to monitor and maintain these instruments for the contract period specified herein and according to the bid schedule. Replacements shall be of like quality to catalog cuts provided herein or an approved equal. Installation logs-showing elevations of sensors within each hole-is provided herein.

3.3.4 Cofferdam Piezometers

Geokon 4500 series vibrating wire piezometer sensors are installed in the upstream cofferdam, previously installed by others. The drawings show locations of the holes that are equipped with the automated sensors. The Contractor is required to monitor and maintain these instruments for the contract period specified herein and according to the bid schedule. Any replacements shall conform to the requirements herein and shall be approved by the Contracting Officer prior to installation. Replacements shall be of like quality to catalog cuts provided herein or an approved equal.

3.3.5 Data Logging Equipment

Data logging equipment (solar panels, data logging boxes, connections to different sensor cables) were manufactured and installed by Geocomp, Incorporated. The equipment is located on both the lockwall and cofferdam to monitor the automated sensors accordingly. Catalog cuts of this equipment is attached to these specifications. Any modifications and/or replacements to this equipment shall be compatible with the entire collection system.

3.4 NEW INSTRUMENTATION - DOWNSTREAM COFFERDAM

New instruments shall be installed at the locations shown in the drawings.

Locations may be adjusted in the field, up to ten (10) feet, with approval from the Contracting Officer's Representative.

3.4.1 Alignment Pins

Three alignment pins shall be installed at the locations shown in the drawings after the cells are completed. Alignment pins shall be 8" x 5/8" thread stainless steel bolts welded to the sheet pile. They shall stick up 2" above the pile and contain standard survey thread at 11 threads per inch. The bolts must installed plumb with at least six (6) inches welded to the sheetpile. The Contractor shall survey their locations and elevations within 24 hours of installation.

3.5 MONITORING DURING CONSTRUCTION

3.5.1 Evaluation of Project Instrumentation

The location and designation of instruments to be monitored during this contract are shown on the drawings. This includes existing instruments and ones to be installed as part of this contract. The Contractor shall be responsible for monitoring and maintaining the automation system currently used at the project site as well as any new components necessary to monitor the nested piezometers. All evaluations should include the time when a reading changed, the magnitude of the change per time interval, equipment operating within 150 feet of the nested piezometers (information should include station, type of equipment, type of work activity, elevation of work activity within the foundation). This information shall be included on the daily CQC report given to the COR and also posted on the FTP site daily. Any readings exceeding agreed upon threshold values (established by the Government) shall be immediately reported to the COR and to the Nashville District Instrumentation Data Manager, Mr. Bill Walker, 615-736-7905.

The Contractor shall protect all instrumentation at the project from damages due to construction activities. Any instrument damaged or destroyed by the Contractor's activities shall be replaced by the Contractor at no additional expense to the Government.

3.6 OTHER REQUIREMENTS

In the event automation of an instrument fails to function properly, the Contractor may be required to manually monitor that instrument until the automation is restored and functions properly.

The Contractor shall take precaution to make accurate readings on all instruments and be careful not to damage an instrument that could cause

Five days after an inclinometer installation has been completed, an initial survey shall be conducted on the completed instrument. A minimum of three

(3) consecutive surveys shall be performed on each hole-the survey closest to vertical (zero horizontal deflection) shall be used as the baseline. An average of these surveys will NOT be accepted. This survey will serve as the reference to which all subsequent surveys shall be compared for detecting deviation and displacement along the depth of the inclinometer.

The Contractor shall review all data, data plots, and report to the COR immediately data that deviates from prior data above the limits as described in the Joint Instrumentation Monitoring Plan referenced above.

3.6.1 Data Processing/Reporting

All instrumentation data (automated and manually collected) shall be summarized in a monthly report furnished with one (1) hardcopy to the contracting officer, and electronic copies made available at the same time to the CO. At a minimum, the monthly reports shall contain the following:

1. For duration of the Contract, the report shall be submitted in hardcopy and electronic format at the end of each calendar month analyzing that month's data collection and findings as well as all work performed on-site with respect to this Contract. At least one (1) section of the report shall be cumulative over the Downstream Cofferdam contract to date analyzing all automated and manually read instruments for both the lock wall and each cofferdam once installed and monitored with respect to phasing schedule for duration of Contract;

2. Contractor is to ensure all erroneous and bad data has been filtered from raw data and graphs before saved on the database(s) and the submission of report as outlined above;

3. All automated sensor readings shall be reduced in accordance with the Manufacturer's recommendations;

4. All plots shall be produced in color, legible, reproducible (electronic format requirement also), contain a detailed legend, and show all units and titles. Electronic data must be compatible with Microsoft Windows operating environments;

5. Contractor is required to monitor the deflected shape of the inclinometer casings in the cofferdam only and compare that data with the initial data sets after installation. The readings shall be reduced in accordance with the Manufacturer's recommendations, and plotted versus elevation in feet. Inclinometers in the lockwall structure are not required to be monitored under this contract.

Inclinometer data shall be reduced to cumulative movement and plotted versus time;

6. All readings obtained from instrument sensors shall be converted, as necessary, from output voltages to an amount of deflection, tilt (measured in degrees, minutes, and seconds), load (in pounds), depth and/or elevation (in feet), or other beneficial output value for reporting and plotting requirements. Data stored in the database(s) shall be the converted value with corresponding units specified;

7. Tiltmeter data shall be reduced to degrees, minutes, and seconds from initial orientation and plotted versus time (in months and

SECTION 13 50 00 Page 6 subcategorized into years). Therefore, weekly reports shall contain cumulative history plots since contract award;

8. Jointmeter data shall be reduced to measurements in inches of movement from initial orientation and plotted versus time (in months and subcategorized into years). Therefore, weekly reports shall contain cumulative history plots since contract award;

9. Piezometric data shall be reduced to elevation in feet and be plotted versus time (months and subcategorized into years) and headwater and tailwater pool elevations;

10. Alignment pins shall be surveyed three times per week throughout the duration of the contract, with the following exception. AP-13 and AP-14 shall be read daily during activities related to Z-pile wall installation including grading, excavation, sheet driving, and all other related activities. Outside of this window, AP-13 and AP-14 shall be surveyed on the same interval as the remaining pins (three times per week). Readings shall be reduced to total horizontal and vertical movement (in inches) from the initial positions and shall be plotted versus time;

11. For monthly reports, the data plotted versus time shall be shown in plots spanning the one-month report period and shall indicate maximum and minimum instrument readings spanning the life of the instrument.

The reading data shall include the following information: (1) instrument location number; (2) date of reading; (3) reduced readings;

(4) all remarks from any field observations; (5) water elevation; (6) excavation elevation near that instrument; and (7) ambient temperature.

12. RBMD data shall be read once per week, on approximately a regular interval (i.e. once every seven days) and reported in raw data (tabular form) as well as a cumulative plot. The plot shall show the initial amount of deflection of the depth micrometer as well as all data to date (measured in inches of deflection). Each monolith shall be plotted separately-showing all three directions of deflection. The x-axis of the plot shall be time (measured in corresponding month and subcategorized into years) with y-axis in amount of deflection.

13. All automated data shall include corrections for temperature changes, as recommended by the manufacturer (and necessary for calculations).

Each report shall highlight any significant changes in measured values, and shall report what new lock construction or environmental activities occurred which could have produced changes in values.

The Contractor shall be responsible for any "special" daily reports for instrumentation evaluation purposes if called upon by the Contracting Officer. Such reports shall follow same format as weekly reports with Contracting Officer's option to reduce some of those requirements that may need to be included.

The weekly summary report shall be prepared with instrumentation data plotted graphically. All plots within reports and on CDs must be generated within Microsoft Excel or approved equal compatible with Microsoft Windows operating environments. Adobe Acrobat .pdf files are acceptable but all plots shall be provided in Excel format on the cd(s). Contracting Officer shall have the ability to direct Contractor to change reporting, scaling, and graphical output formats until Government satisfaction is achieved.

Plots shall have the capability of accurately showing two (2) y-axes that depict instrument sensor value on the left (1st) y-axis and chamber, headwater, and tailwater elevation on the right (2nd) y-axis (with different and legibly colored lines used for each item depicted). NO DAILY

AVERAGING OF AUTOMATED DATA WILL BE ALLOWED.

3.6.1.1 Report Preparation and Submission

Data reports, consisting of all instrumentation data converted to standard English units of measure shall be submitted to the Contracting Officer's Representative according to the following schedule:

a) A monthly report shall be submitted throughout the life of the contract. All instrument readings shall be in this report and readings are to be cumulative to date for the report being submitted.

b) A monthly hardcopy report shall be submitted throughout the construction period. All instrument readings shall be in this report and readings are to be cumulative to date for the report being submitted.

Submitted reports should include one hard copy and one electronic copy.

Additional reports shall be required if any instrument should indicate any movement large enough to require verification or further explanation of data readings.

Reports should follow a similar format from month to month with the initial report approved by the Contracting Officer's Representative to ensure format is acceptable.

All reports are to be generated with a written description of how the data was reduced. Equations shall be included in this written description. Any temperature corrections required for data reduction shall be implemented before presentation of data and described in the written discussion. Any data that is deemed questionable either from the website or from a report will require written justification from the Contractor and must be clarified and/or corrected immediately. Payment will be withheld as a result of insufficient or questionable data. All work shall cease until any questionable instrumentation data is clarified by the Contractor.

In general, the reports are to be organized by instrument type, tabbed, instrument locations and the data plotted in a manner that allows easy viewing of all data points. Use of trend lines must be approved by the Contracting Officer's Representative prior to final submission of any report.

Additional reports shall be prepared and submitted at the direction of the Contracting Officer's Representative. Each Data Report shall highlight significant changes in measured values, and shall note what construction or environmental changes occurred which may have produced the changes in values.

All plots should be cumulative by date over the intervals described above for the particular report being submitted. At no time shall daily averaging between successive points be used for plotting data.

Raw inclinometer data shall be submitted in electronic format. Reports must be legible, concise, and contain a verbal description of all lock construction activities.

All data shall be available within 0.5 hours of collection on the website.

The data shall be made available only to the individuals or agencies authorized by the Contracting Officer's Representative. The selected data format shall be capable of retaining and retrieving all data for the life of the contract. Backups of the data shall be made by the Contractor to ensure all data is retrievable and easily accessible by the Government.

This shall be maintained throughout the life of the contract and turned over to the Government at the end of the contract.

3.6.1.2 Website Presentation of Data

The website shall be fully functional, current, easy to navigate, and complete with all instrumentation data available for retrieval by both automation and manually. The website shall be password protected and backed up weekly on a separate offsite server maintained by the Contractor. If the website is not functional, with data available and easy to read, payment will be withheld for all work that has commenced since last payment.

3.7 ALARM SYSTEM

The Contractor shall submit an alarm monitoring system that shall be used throughout the contract period. This alarm system shall contain, as a minimum, the following:

a) Continuous screening of the data to detect any change in a reading from the previous reading.

b) Plan on how to screen anomalous data and ensure avoidance of a false alarm.

c) Plan of action will be when a reading(s) exceed a threshold value; and how to address this if not a false alarm.

d) A proven system of calling a minimum of three different people if an alarm needs to be sounded. These three individuals will be identified by the Contracting Officer's Representative.

A test of this alarm system shall be required prior to beginning construction activities. This test must consist of a table top exercise of calling the three different individuals and leaving a message of the event that has caused the alarm to trigger.

The development of threshold values to determine when an alarm will be triggered shall be documented in the Emergency Action Plan. It is expected that these threshold values can be changed as additional data is received and analyzed during the course of this contract. The Contracting Officer has the final decision on threshold values and will provide these numbers to the Contractor as the need arises. The system shall accommodate changes as they are required.

Part of the EAP shall be an Emergency Evacuation Plan that details how the cofferdam area will be evacuated if and when an alarm is triggered. The Government will not be responsible for any false alarms.

3.8 MAINTENANCE, RELIABLITY, & REPLACEMENT

The Contractor is responsible for providing any hardware and/or other

SECTION 13 50 00 Page 9 necessary item(s) required to ensure the entire instrumentation and data acquisition/reporting system is functioning according to Manufacturer's specifications, and for maintaining the system in satisfactory working order for the length of the contract. This shall include repairing or replacing inoperable or unreliable components at no additional cost to the Government. Before work begins on a delivery order, the Contractor shall prepare a list of all extra components that are required for continuous operation of the system and quantities to be stockpiled on-site. He shall submit this list to the Contracting Officer for approval. The items on the approved list shall then be available at the site during the entire period of the delivery order. If a stockpiled item is used, it shall be immediately replaced with the same item that was used. In the event of a malfunction or breakdown, repair or replacement shall be initiated immediately after a faulty component is identified. The Contractor shall notify the Contracting Officer of the nature of the malfunction or breakdown within 12 hours, and shall provide an estimate of when that part of the system will be back in service. Depending upon the status of the lock construction at that time, the Contracting Officer will then decide whether or not a manual backup system will need to be implemented by the Contractor. If an instrument does not function properly for a cumulative total of 10 days or more within any 30 consecutive calendar day period, the Contractor will not be paid the monthly instrumentation fee according to Measurement and Payment until repairs have been made and approved by the Contracting Officer.

Data logging equipment on the lock and upstream cofferdam were replaced in 2009. This involved an update to the data logging equipment installed by Geocomp, Incorporated. Components of the system on the lockwall prior to 2009 were in service since 2003. Overall, the reliability of that data collection system was adequate for the monitoring needs of the automated instruments. However, it should be noted that the system was not used on a daily basis between 2005 and 2009. A system component test was performed in April 2009 and had shown data logger boxes were vulnerable to water/moisture ingress. Corrosion had weakened the life of the cable connections and other components were identified as weakening the reliability and use of the system. Therefore, the effected datalogger boxes and connections were repaired/replaced accordingly in late calendar year 2009. The current system at award of this contract is functional and allows collection and storing of data on all lock and cofferdam automated instruments. No problems with data retrieval and storage were being reported by the subcontractor to the Government that worked on this system to make the replacements in calendar year 2009.

Based upon past performance, the following represents major maintenance experienced and/or replaced components on the existing system to date on an annual basis:

Datalogger battery packs: all Vibrating wire analyzers: 15% of total quantity Datalogger boards: 5% of total quantity Solar panels: 3% of total quantity Tiltmeter sensors: 5% of total quantity Cofferdam piezometer sensors: 5% of total quantity Cofferdam inclinometer sensors: 5% of total quantity

Since some of the components have been installed since 2003, the above date may not represent future maintenance requirements. All of these assume no cable replacements. Where possible, cable shall be reused and existing trench boxes or conduit shall be utilized to minimize damage to equipment

Sensor or board replacements shall be of the same model (manufacturer) and type as installed in the field at award of this contract unless a newer technology can be provided that meets the same or better requirements and performance. All deviations shall require the approval of the Contracting Officer prior to replacement.

The Contractor shall demonstrate and certify that the instrumentation system is fully operational prior to beginning excavation near the lock structure. The Contractor shall also be responsible for maintaining the instrumentation system in working order, and for system monitoring, including obtaining readings and reporting results in the formats specified, for the instruments installed throughout the duration of the excavation contract.

The Contractor shall be responsible for maintaining access to and protection of all installations from damage, freezing, lightning, displacement, or from entry of foreign materials into the installation over the full duration of the contract. The Contractor is responsible for repairing all damaged equipment. Costs related to damage that could not have been avoided by the Contractor, and are a direct result of other Contractors or by the Government will be reimbursed by the Government. All equipment needed for observations in connection with the instrumentation sensors shall be supplied and maintained by the Contractor unless otherwise specified. If damage, improper installation, foreign materials or other causes resulting from negligence by the Contractor, or his representative, results in unreliable or inoperable instrumentation and monitoring equipment, that portion of damaged instrumentation shall be replaced or repaired. The Contractor shall also be responsible for all costs related to any property damaged at the lock, both cofferdams, and any other Government owned or leased areas adjacent to the lock that are a result of the Contractor's negligence or faulty work.

The automation system shall be installed and tested by the Contractor in the presence of the Contracting Officer's designated representative. The Coordinator shall make functional checks and/or calibration tests on the automated instrumentation. If the instrumentation sensors or any other component of the system they connect to prove to be unsatisfactory to the Contracting Officer, the defective equipment shall be replaced in kind at the Instrumentation Contractor's expense.

The entire instrumentation system including datalogging equipment, servers, sensors, wiring, etc. shall be maintained at all times. If in the opinion of the Contracting Officer's Representative, the instrumentation system is shown to be unreliable and/or the readings are questionable thus indicating the system is not functioning properly, all lock construction work shall cease immediately. No additional compensation will be made by the Government for any cessation of work. Work shall not resume until the Contracting Officer's Representative determines that the instrumentation system is performing satisfactorily.

3.9 OTHER

The Contractor shall also be responsible for all costs related to removal/replacement of unforeseen embedded steel within the concrete on the lock wall that may be encountered during trenching or other concrete removal work. Any costs encountered during trenching, or other concrete removal (and based upon the Government's approval) by the Contractor shall be the responsibility of the Contractor.

3.10 DISCLOSURE OF DATA OR ADVERTISEMENT OF PROJECT

The Contractor and/or instrumentation subcontractor shall not disclose any instrumentation data to third parties and shall not publish any data without prior within approval of the Contracting Officer's Representative. Contractor must request prior permission any time the project data will be used in case history presentations or for presentation at conferences, etc.

3.11 OWNERSHIP

At the end of this contract, on a date specified by the Contracting Officer's Representative, all instrumentation components shall become the property of the Government and immediately turned over to the Contracting Officers' Representative. All manual data collection and recording devices shall be calibrated and certified by the manufacturer or a certified laboratory, and these devices shall be delivered to the Contracting Officer's Representative directly from the certified calibrating laboratory. Automated piezometers, tiltmeters, jointmeters, and in-place inclinometers are not subject to this requirement. All costs for the recalibration and shipping of these data recorders shall be the responsibility of the Contractor, and payment shall be included in the monthly payment for Instrumentation.
