Questions and Answers
1. Question: Can/will CAD files be provided for this project?
Answer: CAD files will be provided in Amendment 2.
2. Question: Plan Sheet 61N651-8 and 61N651-9 show placement of substantial quantities of tremie concrete in two locations, TCF 1 and TCF 2. It appears possible that Bid Item 26, Tremie Concrete may have been intended as the pay item for this work, however the estimated quantity of 300 cubic yards is not nearly enough, and Paragraph 1.2.1.26.1 of Specification Section 01 22 00 does not reference this work. Please clarify which bid item this work will be paid under.
Answer: Line item added to bid schedule to reflect TCF 1 and TCF 2, in Amendment 0002.

3. Question: If all options for the project are exercised, 483 lf of segmental concrete cofferdam will be constructed. However, the total bid quantity of concrete cofferdam for the base bid plus Options 1, 2 and 3 comes to 496 lf. Shouldn’t the total bid quantity equal 483 lf? Given the amount of work included in this item, the unit price will be significant. The total bid quantity for the project should reflect the actual quantity of work contemplated.
Answer: Bid quantities have been corrected to reflect 483 LF. This has been incorporated in Amendment 0002.
4. Question: The measurement and payment provisions for the cofferdam items state that the cofferdam will be measured to the nearest foot, yet two monoliths, M31C and M22C, are designed to be 53.5’ and 51.5’ long respectively. Please clarify what the rounding procedure will be or, preferably, revise the specifications to include measurement to the nearest 0.1 foot.
Answer: Section 01 22 00 paragraph 1.2.1.8 has been updated to say "Concrete Cofferdam Fabrication, Assembly, and Placement in its final resting position will be measured for payment to the nearest <ENG>0.5 linear foot</ENG>". This has been incorporated in Amendment 0002.
5. Question: Why was this project advertised as an Invitation For Bid and not a Best Value solicitation?
Answer: Pursuant to FAR 6.401(a), the solicitation is properly structured as an Invitation for Bid.
6. Question: Will the exploratory drilling on water have daily work windows? If so, how many hours?
Answer: There are no time restrictions to the overwater exploratory drilling.
7. Question: Can a PDF of all presentation slides be made available to bidders?
Answer: Yes, it has been made available through fbo.gov.
8. Question: Can the deadline for questions be moved from July 8 to July 15, 2016?
Answer: The Q&A deadline has been extended to 8:00AM CT on July 18, 2016.
9. Question: Given the substantial design & engineering component of the concrete cofferdam, will the Contractor be required to obtain Professional Liability Insurance? This insurance type is not listed with the existing insurance requirements.
Answer: No.
10. Question: Can any tremmie concrete, pier sections, grout bags, or ancillary concrete extend beyond the limits of a cellular cofferdam?
Answer: These items may extend beyond the cofferdam as long as they do not interfere with the existing navigation channel. Ancillary material that extend into the navigation channel shall be kept below elevation 288.0. A note has been added to drawings 510N107, 61N650- 2, and 61N650-3 to cover this restriction as part of Amendment 0002.
11. Question: In the Chickamauga Lock construction powerpoint, what are the gantry crane towers sitting on?
Answer: The towers for the lifting frame for the concrete wall segments are sitting on and bolted to either previously placed concrete drilled shafts, interior tremie placements from a prior upstream shell placement, or a tremie concrete pad placed specifically for the tower footing. The drilled shafts were a component of the concrete wall foundation (i.e., their primary purpose) and were used for the tower bases as an ancillary purpose.
12. Question: The solicitation- major component 8- says all mussels will be relocated within the footprint of the worksite to immediate locations downstream. The plans do not show where mussels are located & when there they will be located. Please provide details of the current population to be affected (location, size, depth, etc.) & where they are to be relocated.
Answer: The only mussels anticipated to be relocated in this contract are located in the west bank boat basin. And they would only be relocated if the contractor elects to utilize the boat basin. A recent survey of the mussels in this area is being provided in Amendment 0002 that provides an estimate of the mussel density in the boat basin. Previous relocation efforts have been within one mile of the I-24 bridge located immediately downstream of the project site.
13. Question: Request detailed boring logs.
Answer: Scanned copies of the original boring logs have been provided in Appendix A as part of Amendment 0002.
14. Question: Please provide the bore logs for the project.
Answer: Scanned copies of the original boring logs have been provided in Appendix A as part of Amendment 0002.
15. Question: Precast cofferdam boxes are identified in the bid documents as a possible solution. Please provide the design criteria for the precast elements.
Answer: The Contractor is responsible for the means and methods of construction, and potential precast elements shall be designed by the Contractor to meet the Contractor's construction loadings.
16. Question: Will the USACE pay a stipend by which the construction/bidder can be reimbursed for the significant engineering upfront costs associated with the precast elements design and installation procedures necessary to develop a responsive bid?
Answer: No.
17. Question: For the helper boat you request a "crew". Do you require how many members are in the crew?
Answer: As stated in Paragraph 1.6.2 of Section 010000 of the Specifications: "In addition to the vessel's master, the vessel shall be crewed by a minimum of one deckhand while underway. The Contractor shall adhere to all requirements of the Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. The pilot and crew will not be allowed to be on duty for more than 12 hours in any 24 hour period."
18. Question: Is it permissible to increase the slump using a high range water reducer while maintaining the required strengths and water cement ratios?
Answer: Yes, as long as the concrete meets the requirements of the contract plans and specifications.
19. Question: For precast concrete sections, is it permissible to use a regular Type I or Type II cement in lieu of the specified Type II low heat cement?
Answer: Type I or II cement will not be allowed. The cement requirements shall be as specified in the contract documents.
20. Question: Some other USACE projects have had concrete mix studies performed. Were mix studies done for this project, and can that information be made available to contractors?
Answer: The Government is still considering this question and will provide an answer in a future amendment.
21. Question: Please provide the shop drawings, crane design, crane lift plans, and segmental cofferdam lift and setting plans for the Chickamauga Lock Segmental Cofferdam.
Answer: The Government will not provide this information as part of this Solicitation.
22. Question: Can tremie concrete, grout bags, concrete piers, or mud mats that extend beyond the cofferdam designed footprint remain after the cofferdam is completed?
Answer: These items may extend beyond the cofferdam as long as they do not interfere with the existing navigation channel. Ancillary material that extend into the navigation channel shall be kept below elevation 288.0. A note has been added to drawings 510N107, 61N650- 2, and 61N650-3 to cover this restriction as part of Amendment 0002.
23. Question: Can piers be installed within the footprint of the cofferdam which will then be incorporated into the final structure?
Answer: Piers may be installed within the footprint of the cofferdam, subject to approval of the Contracting Officer.
24. Question: Can foundation prep be completed in stages where small amounts of tremie concrete may be placed or where grout bags are installed?
Answer: Foundation preparation may be completed in stages with approval of the Contracting Officer. Specific plans will be evaluated on a case by case basis.
25. Question: Can the tremie concrete be placed in layers or must it be poured to the design finish grade in one pour (from prepared subgrade to finish grade)? Essentially, can prepared subgrade be protected with the tremie concrete as it is prepared?
Answer: The tremie concrete may be placed in layers as long as proper lift joint preparation is performed, in accordance with the contract requirements, before each subsequent lift is placed.
26. Question: The crane lift spec reads that no lifts are permitted at or exceed 90% of the load capacity of the crane in any configuration. Are there any restrictions or multipliers that pertain to lifting from a barge if the barge configuration has been engineered to handle the weight of the crane and its possible loads?
Answer: No, in Section 01 35 26 of the Contract Specifications, item "e" of paragraph 3.6.2 will be removed. There will be no restrictions for properly prepared load charts in accordance with EM 385-1-1, Nov 14 edition.
27. Question: What person or group starts and stops the time on the Lock Closure (Bid Item
0007) and document?
Answer: As stated in Paragraph 1.2.1.7.2 of Section 01 22 00 of the Spefications: "The Corps of Engineers Lock Operator on duty at Kentucky Lock will determine when a lock closure begins and ends as per the request of the Contractor and depending on the vessel traffic movements at the beginning of the request."
28. Question: Can the blast holes be loaded prior to daylight and then the blast set off during the daylight hours?
Answer: No, Paragraph 3.7.2 of Section 31 23 06 BLASTING will be amended to read "Loading of holes and blasting shall only occur from one-half hour before sunrise to one-half hour after sunset. Any other time restrictions will be determined by the Contracting Officer."
The restriction against blasting on Sunday will be removed. This revision has been incorporated as part of Amendment 0002.
29. Question: How long after the bid opening will the NTP be issued?
Answer: It is anticipated that NTP will be issued within 30 days of bond and insurance approval.
30. Question: Will the 75 days for the acquisition of the additional permits be the same regardless of the bid date or the NTP?
Answer: Yes, but these contractor restrictions will be lifted as soon as the permits are received.
31. Question: After the tests blasts have been conducted, will there be a maximum number of holes, explosives, or area that can not be exceeded for the mass rock blast plan submission?
Answer: There is no specific limitation to the size of each blast. The size of the blast will be limited by the provisions of section 31 23 06 BLASTING that control allowable vibration levels and lock closure time restrictions. All pre-shot blasting plans are subject to approval by the COR.
32. Question: Does the master blaster or blaster need to be the diver placing the charges?
Answer. No, the blaster is responsible for the loading of the holes, but does not have to be the person to physically load the charges.
33. Question: Does the 2 view recording of the blast require an underwater view?
Answer: No, the water in the work area will likely be too cloudy to see through.
34. Question: If there are no ships or barges within the downstream lock entrance to lock up, will the contractor need to request a lock closure for transport of material or equipment through this area and to the work zone?
Answer: No. However, the Contractor shall coordinate closely with the Lock Operator on duty before and during all periods when activities are being performed in the lock's lower approach that will not allow a vessel transit as described in Paragraph 1.6.1 of Section 01 00 00 of the Specifications. If no vessels are transiting the lower approach for 5 hours but the Contractor requires 6 hours for a marine activity, then this will be measured as a 1 hour lock closure.
35. Question: Please provide the limits of excavation and work area that will be part of the subsequent excavation project. To plan the execution of this phase requires knowledge of what portions of the project will not be available in subsequent contracts.
Answer: The limits of excavation for a future contract have not been fully developed. The contractor work limits for this contract have been developed and are presented in the Plans.
The Contractor shall not plan to utilize any areas outside of these established work areas.
36. Question: Will the subsequent excavation project require the widening of the access road to the designated waste area? If so, to what extent.
Answer: It is not anticipated that the haul road will require widening anywhere within the established work limits for this contract.
37. Question: Will the review of a precast cellular cofferdam by the Owner be a courtesy review or a full engineering review subject to approval, disapproval, review with comments, or review and resubmit conditions?
Answer: The review will be a full engineering review similar to typical Government Approval Submittal requirements.
38. Question: Does the engineering of a precast cofferdam (or formwork) require the contractor and/or engineer to provide additional insurances?
Answer. No.
39. Question: We request a 3 week time extension to the bid date (August 30th) to allow adequate time to allow our design team to come up with a workable design which can be accurately priced. The build teams are at considerable risk and are spending a significant amount of money to develop a buildable product
Answer: The bid date will be extended to August 16, 2016 at 1:00 pm CDT. This revision is incorporated in Amendment 0002.
40. Question: What is the expected duration for installation and then monitoring both new and existing instrumentation?
Answer: New instrumentation is being removed from the contract with the exception of five alignment pins. Instrumentation monitoring shall cover the entire contract duration. These revisions have been incorporated in Amendment 0002.
41. Question: Alignment Pins (new and existing) and RBMDs (existing) are to read manually.
Who will read these- Contractor or Owner? a. Sheet 61N852-10 says new AP to be read daily. b. What is frequency for existing AP and RBMDs?
Answer: The contractor is responsible for reading all instrumentation onsite, both manual and automated. Spec section 13 50 00 has been updated to clarify reading requirements.
42. Question: Piezometers- Specification requires 7 multiple depth Piezometers and 3 single-total of 17 Piezometers. Is 17 the correct amount?
Answer: New piezometers are being removed from the contract, no new piezometers shall be installed.
43. Question: Inclinometers- Specification Drawing requires 8 ‘inclinometers with multiple sensors’. How many is multiple? What are the depths?
Answer: New inclinometers are being removed from the contract, no new inclinometers shall be installed. This revision has been incorporated in Amendment 0002.
44. Question: Drawing – Drawing 61N852-10, Note 1 references to Drawing 61N852 – 12.
Download does not include this drawing. Could you provide the Inclinometer layouts?
Answer: Drawing 61N852-10 has been revised and Drawing 61N852-11 has been removed from folio. Drawing 61N852-12 is not part of the folio and reference to it has been removed from the drawings.
45. Question: Is AC power provided for new instrumentation? Cofferdam Cell 1?
Answer: New instrumentation is being removed from the contract. No revisions to the electrical requirements of the contract have been made, AC power is still to be supplied by the Contractor for lighting.
46. Question: Specification section 3.13 Ownership. This is basically requiring the Contractor to decommission ALL instrumentation, get it re-calibrated and send back to the COE. Would purchasing all new equipment be cheaper?
Answer: The intent of this section is covering the manual reading equipment, i.e.
inclinometer probes, water level indicators, etc. This does not require the Contractor to pull every sensor on the project and have it recalibrated. This has been updated in 13 50 00 for clarification in Amendment 0002.
47. Question: The technical specifications include numerous references to suction dredging. It appears that the intent is to use this technique for cleaning minor amounts of material off of rock surfaces in advance of placing tremie concrete or precast segments. Given the sporadic nature of the work and the minor quantities of excavated material, is it permissible to dispose of the dredged materials in the river?
Answer: No. As per Paragraph 1.5 of Section 01 57 19 of the Specifications, it is expected that a settling barge or other means of minimizing sediment loads to the river will be necessary during airlifting operations.

INSTRUCTIONS, CONDITIONS & NOTICES TO BIDDERS
1.0 GENERAL REQUIREMENTS
1.1 Intent: The intent of this solicitation is to award one contract for the Downstream Cofferdam work at Kentucky Lock in Grand Rivers, KY.
1.2 Disclosure of Magnitude of Construction Project: The estimated magnitude of this requirement is between $25,000,000 and $100,000,000.
1.3 Basis of Selection of Award: Award shall be made to the lowest priced bidder who is found to be responsive and responsible. See Federal Acquisition Regulation (FAR) clause 52.214-19, Contract Award—Sealed Bidding—Construction, for more information.
In accordance with FAR clause 52.217-5, the Government intends to evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Any, some or all of the options may be exercised at any time but no later than May 31, 2017 (see FAR clause 52.217-7).
1.4 Type of Contract: The Government intends to award one firm-fixed price contract.
1.5 Who May Submit: The procurement is a full and open competition. Small businesses may submit bids.
1.6 North American Industry Classification System (NAICS) Code and Small Business Size Standard: The NAICS code for this project is 237990, Other Heavy and Civil Engineering Construction is applicable to this project. It has a size standard of $36.5M.
1.7 Specifications and Drawings: Specifications and Drawings will be provided as separate files and will be available on FBO. See the complete drawings and specification package located at www.fbo.gov.
The Specifications and Drawings are part of the solicitation/contract and shall be considered in that respect (see DFARS clause 252.236-7001, Contract Drawings and Specifications).
1.8 Pre-Bid Site Visit and Opportunity to view Representative Rock Cores: An organized site visit and an opportunity to view representative rock cores has been scheduled to occur during the solicitation period. Offerors should inspect the job site prior to submitting a bid. Offerors should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents. Please refer to the Federal Acquisition Regulations (FAR) clause 52.236-27 Alt I, incorporated by full text in this solicitation, for information pertaining to the scheduled site visit and rock core viewing.
REGISTRATION: Only registered persons will be permitted to attend the site visit and/or rock core viewing. In addition to the information below, please also provide your firm’s name, firm’s CAGE and/or DUNS number, and name and position title of primary point-of-contact and their telephone number and email address. Please provide this information via email to Jamie Davies@usace.army.mil and Isaac.J.Taylor@usace.army.mil. On the Pre-bid registration form, please indicate whether you will be attending just the pre-bid site visit, just the rock core viewing, or both.
Isaac Taylor is only the POC for site visit registration during the period of time specified in block 14 of the amendment. Jamie Davies remains the contract specialist assigned to this procurement.
Contractors and/or potential contractors wishing to attend a pre-bid meeting held at or in LRN restricted/controlled areas (such as a Power Plant or Navigation Lock) shall submit a Nashville District (LRN) Security Access Form to the Contract Specialist five (5) days prior to the site visit or meeting. If submitting the document in less than five days, the Offeror may not receive approval for participation. The Contract Specialist will notify the Contractor if the request is approval or denied. Any pre-bid meeting which will cover anything other than public domain information shall be limited to US Citizens, except under unique circumstances. U.S. CITIZENS: The Offeror shall submit a Nashville District Corps of Engineers U.S.
Citizen Pre-Bid and/or Site Visit Request Form to the LRN Point of Contact, Contract Specialist Jamie Davies, no later than five (5) days prior to the site visit. If submitting the document in less than five days, the Offeror may not receive approval for participation. The LRN POC will notify the individual(s) if the request is approved or denied. FOREIGN NATIONALS (FNs): All non-U.S. Citizens, including permanent residents wishing to attend the site visit must be approved in advance. These documents must be submitted two (2) weeks prior to the site visit. FN requests require approval at the Headquarters U.S.
Army Corps of Engineers (HQUSACE) level. Exceptions will be considered on a case by case basis but will be limited. The form is available as a pdf attachment on www.fbo.gov with this solicitation and is titled Foreign National Pre-Bid Meeting Request Form.

This will be the only site visit for this project. If you miss the scheduled site visit, no other arrangements will be made due to personnel and time restrictions.

Inquiries must identify the solicitation number, the requestor’s company name, address, email address, telephone and facsimile numbers to include area code.
Phone calls or requests to arrange meetings at the Nashville District during the solicitation period to discuss project requirements or company’s capabilities are highly discouraged and will not be scheduled.

1.10 Amendments Prior to Date Set for Closing of IFB. The right is reserved as the interest of the Government may require, to revise or amend the specifications or drawings or both prior to the date set for submission of bid. Such revisions and amendments, if any will be announced by an amendment or amendments to this IFB. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed or both, the date set for receipt of bids may be postponed by such number of days as in the opinion of the issuing officer will enable bidder to revise their bid. In such cases, the amendment will include an announcement of the new date for receipt of bid.
2.0 WHAT, HOW, AND WHERE TO SUBMIT BID
2.1 The following documents must be submitted with your IFB in original and one (1) copy:

(3) past performance references for similar work.
a. The banking reference shall include the financial institution’s legal name, complete physical address, a point-of-contact (POC) at the financial institution, the POC’s telephone number, fax number, and email address.
b. The past performance references shall include firm’s name, the contract number, the contract period of performance and/or contract completion date, the contract’s aggregate value, a brief description of the project, a POC, the POC’s telephone number, fax number, and email address.
2.2 PUBLIC OPENING OF BIDS: Bids will be publicly opened at the time set for opening in Block 13 of the SF1442 at the Estes Kefauver Federal Building, USACE Conference Room A681 110 9th Avenue South, Nashville, Tennessee, 37203. The content will be made public for the information of bidders and others interested, who may be present. Unbalanced bids may be rejected.
2.3 Bidders shall submit sealed IFB packages to the USACE address listed below. Receipt of delivery is highly recommended. The Government will accept sealed IFB packages prior to the due date. It is highly recommended that IFB packages be received at the address listed below at least one day prior to due date to avoid a possible late bid situation. The Government will accept hand delivered packages until the time of bid closing but will not accept bids submitted via email or fax. The Government must be in receipt of your IFB by the bid closing time set forth in Block 13 of the SF1442.

3.0 INSURANCE/BONDS:
3.1 BID BONDS (SF 24). All bidders are required to submit bid bonds with their bid. In accordance with FAR 52.228-1, Bid Guarantee, the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3,000,000.00.
3.2 INSURANCE. Contractor shall carry Liability and Insurance. See FAR clause 52.228-5, Insurance – Work on A Government Installation.
3.3 The offeror whose bid is accepted will be required to comply with the following within the time established in the bid:
a. PERFORMANCE BONDS (SF 25-A). Pursuant to FAR clause 52.228-15, Performance and Payment Bonds—Construction, the penal amount of the performance bond shall equal one hundred percent (100%) of the contract price.
Bonds shall be received within ten (10) days after receipt of contract award.
b. PAYMENT BONDS (SF 25). Pursuant to FAR clause 52.228-15, Performance and Payment Bonds—Construction, the penal amount of the payment bond shall equal one hundred percent (100%) of the contract price. Bonds shall be received within ten
(10) days after receipt of award.

5.0 SUBCONTRACTING PLAN
In accordance with FAR 19.702 any large business must agree that small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance. It is further the policy of the United States that its prime contractors establish procedures to ensure the timely payment of amounts due pursuant to the terms of their subcontracts with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.

252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
