PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 SUMMARY

Payment items for the work required under this contract are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular payment item, shall be included in the listed item most closely associated with the work involved. Payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, equipment, tools, supplies, and incidentals necessary to complete the work, and performing any associated Contractor quality control, environmental protection, permit coverage, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.2.1 Base Items

1.2.1.1 Mobilization and Demobilization

1.2.1.1.1 Payment

Payment will be made for costs associated with mobilization and demobilization, as defined in Contract Clause 252.236-7004 PAYMENT FOR

MOBILIZATION AND DEMOBILIZATION.

60 percent of the price for this payment item will be paid upon completion of the Contractor's mobilization at the work site.

The remaining 40 percent will be paid upon completion of demobilization.

Payment will include costs associated with: bonds, construction of plant(s), rental equipment, material, computers, office trailers, and supporting expenditures to establish access roads, trailer courts, disposal areas and other site development needed for the job prior to the start of construction. The Contractor shall provide supporting documentation for payment of each item and shall not receive payment until the Contracting Officer has receipts to prove that payment for all items claimed have been validated. All construction plant, material, equipment, and the

SECTION 01 22 00 Page 6 mobilization and demobilization work shall be performed and determined to be suitable for efficiency in performing the work before payment is made.

The total amount paid will not exceed the contract bid amount for this item.

1.2.1.1.2 Unit of Measure

Unit of measure: Job (JB).

1.2.1.2 Miscellaneous Site Work

A payment per Job will be made for costs associated with "Miscellaneous Site Work" which includes maintenance and control of traffic, environmental protection (including coverage under the State KPDES General Permit for Stormwater Discharges Associated with Construction Activities, trained personnel meeting state requirements, development of the SWPPP as required in Section 01 57 19 TEMORARY ENVIRONMENTAL CONTROLS, cleaning of public roads, removal and disposal of temporary work platforms and ramp(s), "as built" drawings, maintenance of work platforms, maintenance of disposal area, maintenance of staging areas, disposal area reclamation and closure, demolition of haul and access roads and site restoration, installation of instrumentation, and posting readings.

1.2.1.2.1 Unit of Measure

Unit of measure: Job (JB).

1.2.1.3 Site Preparation

1.2.1.3.1 Payment

The Contractor will be paid for site preparation including clearing, grubbing and temporary, segregated stockpiling of riprap, and for furnishing all labor, equipment, tools and incidentals necessary to complete the work specified herein.

1.2.1.4 Government Steel Sheet Piling Removal and Disposal

1.2.1.4.1 Payment

Payment will be made for costs associated for removal and disposal of the on-site government Steel Sheet Piling presented in the drawings. Payment includes costs associated with necessary haul roads, clearing, cutting sheet piles to transportable lengths, load plans, safely uploading hauling and download, and disposing/salvaging of all sheet piles, restoring the sheet pile site back to its pre-existing condition unless otherwise approved by the Contracting officer, and all operations incidental thereto.

1.2.1.5 Helper Boat

1.2.1.5.1 Payment

The Contractor shall provide helper boat to assist approaching tows into and out of the existing lock chamber. Payment will be made at the applicable contract unit price. Payment shall cover all costs associated with the helper boat use and shall include all equipment, material, fuel, required liability insurance and personnel to operate the helper boat.

1.2.1.5.2 Measurement

Payment for the helper boat will be measured to the nearest day of required operation.

1.2.1.5.3 Unit of Measure

Unit of measure: Day.

1.2.1.6 Upstream Cofferdam Dewatering

1.2.1.6.1 Payment

The Contractor shall work with the existing Upstream Monolith Contractor to work out proper handoff of the upstream dewatering system. This may be facilitated by the Contracting Officer's Representative, and should be anticipated to take place during the month of November 2016.

1.2.1.6.2 Measurement

Payment for the upstream dewatering system will be measured to the nearest month day of required operation.

1.2.1.6.3 Unit of Measure

Unit of measure: Month.

1.2.1.7 Incentive to Minimize Lock Closure

1.2.1.7.1 Payment

Payment will be made at the unit price for “Incentive to Minimize Lock Closure.” The payment will be based on the total hours of lock closure below the maximum threshold value allowed for lock closure. No payment will be made until physical completion of the contract or until the Contracting Officer determines that no further construction activities have the potential to close the existing lock. The maximum payment for this item will be $998,400.00. This maximum payment corresponds to a total of 480 hours below the maximum threshold of 30 days or 720 hours of total closure of the existing lock. All modifications to this contract will include an assessment of how the modification will affect the maximum threshold value for days allowed for lock closure. It is possible that this maximum threshold value will increase but the maximum payment for this item will not increase beyond the 480 hours at $998,400.00. For example, if the original contract maximum threshold is 30 days or 720 hours and it is increased by 48 hours by a contract modification, then the new maximum threshold value would be 768 hours. Subsequently, if the contractor ultimately closes the lock for a total of 28 days or 672 hours, then he would be due an Incentive payment based on 768 hours minus 672 hours or 96

SECTION 01 22 00 Page 8 hours (that equates to a payment of $199,680.00). If the maximum threshold is raised to 768 hours and the contractor only closes the existing lock for a total of 100 hours, then the contractor would only be due a total payment under this item based on maximum incentive of 480 hours of lock closure or $998,400.00. If a contract modification is executed for this contract that does not address the maximum threshold value for lock closure, then it is understood that the contract modification does not impact the maximum threshold value.

1.2.1.7.2 Measurement

The unit of measurement to determine lock closure periods will be in hours, measured to the nearest hour. For example, a 1 hour and 29 minute lock closure will constitute a 1 hour closure and a 1 hour and 31 minute closure will constitute a 2 hour closure. The Corps of Engineers Lock Operator on duty at Kentucky Lock will determine when a lock closure begins and ends as per the request of the Contractor and depending on the vessel traffic movements at the beginning of the request. All lock closure periods will be entered as a stall caused by construction activities in the Corps’ Lock Performance Monitoring System (LPMS) by the Lock Operator in real time.

The Contractor shall obtain the total time for each lock closure from the Lock Operator on the day the lock closure ends and include the lock closure time in the Contractor’s daily report in the Resident Management System.

The Contractor’s monthly payment request shall include the total hours of daily lock closures for that month as well as a cumulative total for the contract. If there are any discrepancies between the total hours in the monthly pay requests and the LPMS system, the LPMS system will be used for determining the final values for measurement.

1.2.1.7.3 Unit of Measure

Unit of measure: Hour (HR).

1.2.1.8 Concrete Cofferdam Fabrication, Assembly, and Placement in its Final Resting Position

1.2.1.8.1 Payment

Payment will be made for all costs associated with fabrication, assembly, transport, installation and commmissioning of the concrete cofferdam in its entirety from the initial construction plan proposal to the final as-built drawings submission. Payment for this item shall include but is not limited to all labor and equipment required for the following:

- acquiring barges intended for transport of the cofferdam; sea worthiness surveys, commissioning trials, and barge load out facilities;

- modification of the barges for transport of cofferdam segments including all outfitting, preparations for assembly, installation of grillage, and ballasting;

- installing guide bracket assemblies at closure joints between segments;

- furnishing and installing set-down and sealing grout bags and waterstops required at the closure joints between Cofferdam Segments;

- furnishing and delivery of stabilization pontoons for cofferdam Segments, if required;

- furnishing and installing support brackets for attaching the stabilizing pontoons to segments, if required;

- all design and construction work required for furnishing and installing temporary work platforms and walkways including attachment systems, handrails, access ladders, anti-slip surface finishes, and required safety

- furnishing and installing navigational aids and mooring equipment to be used for positioning and setting down of cofferdam segments include but not be limited to installation of the mooring systems, mooring lines, anchors, navigational aids and accessories, including winches, fairleads, rope, and miscellaneous metal items;

- furnishing and installing precast concrete landing pads for cofferdam Segments including but not be limited to all safety measures, testing, set-down, adjustment, diving inspections;

- furnishing and installation of grout bags, grouting, grout pipes, vent pipes, accessories and miscellaneous metal items;

- furnishing of tripods utilized for placement and installation of the precast concrete landing pads including but not be limited to furnishing of the installation tripod, furnishing and installation of hydraulic jacks, commissioning, testing, and safety measures;

- all costs associated with the transporting cofferdam segments to their respective sites including but not be limited to tugs and towboats, lines, boat operators, and pilots;

- all costs associated with lockage, launch, positioning, and set-down of cofferdam segments including but not be limited to preparation of the lock floor for reception of segments, dismantling of stabilizing pontoons prior to set-down, establishment of anchor points onshore and offshore, installation and handling of mooring lines, horizontal and vertical positioning, underwater diving inspections, and depressurization of cofferdam compartments, if applicable;

- deployment and filling of the set-down grout bags upon set-down of cofferdam Segments including but not be limited to deployment, handling, and infilling of grout bags, monitoring of grout infill, grout lines, grout pipes, vent pipes, and underwater diving inspections and dismantling and removal of temporary items associated with deploying and filling grout bags;

- dismantling and removal of installation aids and temporary items associated with transport and set-down of cofferdam segments including but not be limited to removal of stabilizing pontoons, dismantling and removal of grout lines, utilities for deployment of set-down grout bags, and removal of temporary work platforms, mooring attachments, mooring lines, anchors, winches, fairleads, walkways, handrails and access ladders and other installation aids;

- installation of contraction joints for the concrete cofferdam including all material, plant, labor and equipment required for the positioning system for holding waterstops in place during grouting, coring of holes, sawcutting of joints, installation of waterstops, and grouting of cores holes;

- all costs associated with casting of the concrete panels for the concrete cofferdam, if required, including landing pads.

1.2.1.8.2 Measurement

Concrete Cofferdam Fabrication, Assembly, and Placement in its final resting position will be measured for payment to the nearest 0.5 linear foot , based upon the linear feet of concrete cofferdam construction. A linear foot of Concrete Cofferdam is defined as a single foot (ft) in the lock centerline direction (up and down stream) of the full cross sectional area of concrete cofferdam. The concrete cofferdam is a total length of 483 linear feet. A linear foot includes all construction activities listed in the "payment" paragraph for "Concrete Cofferdam Fabrication, Assembly, and Placement in its final resting position."

1.2.1.8.3 Unit of Measure

1.2.1.9 Infill Grout for Cellular Cofferdam / Concrete Cofferdam Connection

1.2.1.9.1 Payment

Payment will be made for all costs associated with placement of the infill grout for the connection of the Cellular Cofferdam Cell No. 1 and the Concrete Cofferdam. Payment for this item shall include all material, plant, labor and equipment required for the installation and consolidation of the grout below and above the water line to the limits as shown on the drawings.

1.2.1.9.2 Measurement

The infill grout will be measured for payment on the basis of the number of cubic yards of infill grout satisfactorily placed to fill the required volume. The infill grout volume will be measured and the average width, length and depth of the volume to be filled will be determined by field measurements. No payment will be made for grout placed beyond the prescribed horizontal or vertical limits, loss due inadequate grout containment within the seal area or for over-placement.

1.2.1.9.3 Unit of Measure

1.2.1.10 Tremie Concrete for TCF1, TCF2, and the Concrete Cofferdam Upstream Tie-in,

1.2.1.10.1 Payment

Payment will be made for all costs associated with the placement of tremie concrete for TCF1 & TCF2 under and around the upstream end of the concrete cofferdam, and for the concrete cofferdam at the closure joint between the concrete cofferdam and the existing monolith L-25. Payment for this item

SECTION 01 22 00 Page 11 shall include all material, plant, labor and equipment required. This item shall include but not be limited to all concrete, concrete surface preparation and inspection, dowel drilling and grouting indicated in the drawings, placement, and curing as required. Note that the quantity provided in the bid schedule under the base contract may not reflect the actual amount of tremie concrete placed during base contract execution. If the Contractor elects to construct concrete cofferdam segment M-22C as part of the concrete confferdam linear footage provided under one of the options, then tremie concrete quantity required for TCF2 will not be placed under the base contract.

1.2.1.10.2 Measurement

The tremie concrete will be measured for payment on the basis of the number of cubic yards of tremie concrete satisfactorily placed to construct the upstream tie-in as shown on the drawings. The paid concrete volume will be the measured volume of the concrete actually placed in the area designated on the drawings. The concrete volume will be measured at the point of delivery into the tremie-placement system, and will be adjusted downward in instances of excess placement or over-placement. No payment will be made for concrete placed beyond the prescribed vertical limits. The actual limits of the tremie concrete shall be determined by the Contracting Officer.

1.2.1.10.3 Unit of Measure

1.2.1.11 Cast-In-Place Concrete for Concrete Cofferdam Upstream Tie-in

1.2.1.11.1 Payment

Payment will be made for all costs associated with placement of cast-in-place concrete for the closure joint between the concrete cofferdam and L-25. Payment for this item shall include all material, plant, labor and equipment required. This item shall include but not be limited to all concrete, dewatering, temporary bracing, reinforcing steel, concrete surface preparation and inspection, dowel drilling and grouting indicated in the drawings, formwork, armoring, placement, concrete finishing, joint sawing, and curing as required.

1.2.1.11.2 Measurement

Cast-in-place concrete will be measured for payment on the basis of the number of cubic yards of concrete satisfactorily placed to complete the structure as shown on the drawings. The paid concrete volume will be the measured volume of the concrete actually placed in the area designated on the drawings. The concrete volume will be measured at the point of delivery into the placement system, and will be adjusted downward in instances of excess placement or over placement. The actual limits of cast-in-place concrete shall be determined by the Contracting Officer.

1.2.1.12.1 Payment

Payment for sheet piling quantities will be made at the applicable contract price per linear foot for installed sheet piling. Payment shall cover all cost of handling, storing and installing piling including placing, driving, pulling and re-driving, driving templates, cutting holes, sealing existing holes as required, splicing, welding of select sheet pile interlocks and other materials and work incident thereto except the cost of furnishing piling shall not be included in the contract unit price for Government furnished piling.

1.2.1.12.2 Measurement

The length of sheet piling installed will be measured to the nearest tenth of a linear foot. For installed pilings directed to be cut off before reaching the penetration depth shown, the length measured for payment will be the total length of piling shown on the plans for that location minus the length of the cut off.

1.2.1.12.3 Unit of Measure

Unit of measure: Linear Foot (LF).

1.2.1.13 Steel Sheet Piling - Fabricated Sections (Cells 1, 2 & 1A)

1.2.1.13.1 Payment

Payment for 30 degree wyes, 90 degree corner piles, H-Pile stiffened piles, and fabricated Tee piles will be made at the applicable contract price per linear foot for furnished and installed sheet piling. Payment shall cover all cost of handling, storing and installing piling including placing, driving, pulling and driving, driving templates, cutting holes, splicing, underwater dive inspection including setups, diving plans and final inspection reports on exteriors and interiors of piles and other materials and work incident thereto.

1.2.1.13.2 Measurement

The length of sheet piling installed will be measured to the nearest tenth of a linear foot. For installed pilings directed to be cut off before reaching the penetration depth shown, the length measured for payment will be the total length of piling shown on the plans for that location minus the length of the cut off.

1.2.1.13.3 Unit of Measure

1.2.1.14 Cofferdam Overburden Excavation (Cells 1, 2, 1A and Guard Cell No.

2)

1.2.1.14.1 Payment

Payment for excavation of material inside the cofferdam cells and guard cell No. 2 will be made at the applicable contract unit price from the lines and grades shown on the drawings for "Cofferdam Excavation" as listed

SECTION 01 22 00 Page 13 in the Bidding Schedule which price shall include the cost of all plant, materials, labor, and equipment for excavation and disposal. Payment under this item will include initial cleaning, removal of blasted rock fragments, and final cleaning of the bottom of the excavation accomplished by airlifting.

1.2.1.14.2 Measurement

Overburden material excavated from within sheetpile structures will be measured for payment by the cubic yard and quantities will be determined as the volume yielded by multiplying the horizontal area of the structure, as measured in the field, by the depth of excavation as determined by the height difference between the surveyed top of the existing overburden surface and the top of rock surface determined by post excavation survey.

Methods of survey shall be proposed by the Contractor and approved by the Contracting Officer prior to the start of overburden excavation.

1.2.1.14.3 Unit of Measure

Unit of measure: Cubic Yard (CY).

1.2.1.15 Granular Fill for Cofferdam (Cells 1, 2, 1A and Guard Cell No. 1)

1.2.1.15.1 Payment

Payment for Granular Fill satisfactorily placed in cofferdam cells, connecting arcs, and Guard Cell No. 1 and the backfill area near Cell No.1 and Arc 1A will be made at the applicable contract unit price for granular fill. Price(s) and payment(s) shall constitute full compensation for furnishing, hauling, handling, placing, and maintaining the fill until final acceptance by the Government. No separate payment will be made for the stockpiling of granular fill, and all cost in connection with stockpiling shall be included in the contract unit price for granular fill.

1.2.1.15.2 Measurement

Granular fill placed as fill in sheet pile structures will be measured for payment as the volume determined by multiplying the horizontal area of the structure, as measured in the field, by the depth of placement as determined by the height difference between the excavated surface depth inside each sheetpile structure and the prescribed granular fill elevation provided in the drawings. Methods of survey shall be proposed by the Contractor and approved by the Contracting Officer prior to the start of construction.

1.2.1.15.3 Unit of Measure

1.2.1.16 Dense Graded Aggregate Fill and Geotextile

1.2.1.16.1 Payment

Payment for Dense Graded Aggregate satisfactorily placed in cofferdam cells, connecting arcs, and Guard Cell No. 1 and the backfill area near Cell No.1 and Arc 1A will be made at the applicable contract unit price for granular fill. The payment for the geotextile fabric shall be considered incidental to the payment for the dense graded aggregate. Price(s) and payment(s) shall constitute full compensation for furnishing, hauling, SECTION 01 22 00 Page 14 handling, placing, and maintaining the fill and geotextile fabric until final acceptance by the Government. No separate payment will be made for the stockpiling of dense graded aggregate fill, and all cost in connection with stockpiling shall be included in the contract unit price for dense graded aggregate fill.

1.2.1.16.2 Measurement

Dense Graded Aggregate fill placed as fill in sheet pile structures will be measured for payment as the volume determined by multiplying the horizontal area of the structure, as measured in the field, by the depth of placement as determined by the height difference between the granular fill surface depth inside each sheetpile structure and the prescribed granular fill elevation provided in the drawings. Methods of survey shall be proposed by the Contractor and approved by the Contracting Officer.

1.2.1.16.3 Unit of Measure

1.2.1.17 Tremie Concrete for Cellular Cofferdam (Cells 1, 2, 1A & Guard Cell No. 2)

1.2.1.17.1 Payment

Payment will be made for all costs associated with placement of the tremie concrete seal within the cellular cofferdam cells with tremie seals as indicated on the drawings and tremie concrete placement portion of the Guard Cell No. 2. Payment for this item shall include all material, plant, labor and equipment required for the installation of the tremie concrete.

1.2.1.17.2 Measurement

The tremie concrete will be measured for payment on the basis of the number of cubic yards of tremie concrete satisfactorily placed to construct the tremie seal as shown on the drawings. The paid concrete volume will be the measured volume of the concrete actually placed in the area designated on the drawings. The concrete volume will be measured at the point of delivery into the tremie-placement system, and will be adjusted downward in instances of excess placement or over-placement. No payment will be made for concrete placed beyond the prescribed vertical limits. Guard Cell No.2 is assumed to require tremie concrete to elevation 304 and conventional concrete above elevation 304. The actual limits of the tremie concrete shall be determined by the Contracting Officer.

1.2.1.17.3 Unit of Measure

1.2.1.18 Cast-In-Place Concrete for Guard Cell No. 2

1.2.1.18.1 Payment

Payment will be made for all costs associated with placement of the conventional cast-in-place concrete portion of Guard Cell No. 2. The concrete will be measured for payment on the basis of the number of cubic yards of concrete satisfactorily placed to fill the cell to the required elevation as shown on the drawings. Guard Cell No. 2 was assumed to require cast-in-place concrete above elevation 304 and tremie placement

SECTION 01 22 00 Page 15 below elevation 304. The actual limits shall be determined by the Contracting Officer. No separate payment for cleaning the top surface tremie concrete will be made.

1.2.1.18.2 Measurement

The concrete will be measured for payment on the basis of the number of cubic yards of concrete satisfactorily placed. The volume determined by multiplying the horizontal area of the structure, as measured in the field, by the depth of placement as determined by the height difference between the top of the tremie concrete surface and the top of concrete prescribed in the drawings or by the contracting officer. Methods of survey shall be proposed by the Contractor and approved by the Contracting Officer. No payment will be made for concrete placed beyond the prescribed vertical limits.

1.2.1.18.3 Unit of Measure

1.2.1.19 Metal Banding for Guard Cell

1.2.1.19.1 Payment

Payment for the metal banding attached to the Guard Cell No. 2 (concrete filled) will be made at the contract price listed in the bidding schedule.

Payment for this item shall include all material, plant, labor and equipment required for the installation of the metal banding on the cell.

This item shall include but not limited to all structural steel, fabrication, temporary support and attachment of the banding to the cell.

1.2.1.19.2 Measurement

Measurement for satisfactorily installed metal banding will be per each.

1.2.1.19.3 Unit of Measure

1.2.1.20 Wet Overburden Excavation and Disposal

1.2.1.20.1 Payment

The Contractor will be paid for wet overburden excavation, including soil and riprap, between El. 290 and the design surface in the drawings or the rock surface, through the prescribed work limits. Riprap excavation will not be differentiated from other overburden materials for payment. Payment will constitute full compensation for all labor, equipment, tools, supplies, and incidentals necessary to complete the work.

1.2.1.20.2 Measurement

Wet Overburden Excavated Material will be measured for payment by the cubic yard, and quantities will be determined by the average end area method or triangulated volume method as determined through surface modeling software (InRoads). The total quantity of excavated material for which payment will be made will be the quantity between the existing ground surface below EL.

290 as determined by hydrographic survey and the grade and slope of the design surface or the top of rock surface encountered during excavation

Following wet soil excavation, the Contractor shall execute a hydrographic survey of the excavated area and exposed rock surface, with point measurements spaced no greater than 10 feet. From the survey, the Contractor shall develop a topographic map of the excavated area with a 1-foot contour interval. No allowance will be made for overdepth excavation or for the removal of any material outside the required slope lines and specified tolerances unless authorized by the Contracting Officer. If the Contractor's methods of construction warrant an alternative means of measurement for this pay item, an alternative plan for measurement of Wet Overburden Excavation and Disposal may be submitted for evaluation and approval by the contracting officer. An alternative plan will, in no way, constitute a guaranteed approval by the Contracting Officer.

1.2.1.20.3 Unit of Measure

1.2.1.21 Granular Fill Placement for Foundation Preparation

1.2.1.21.1 Payment

Payment will be made for stone material satisfactorily placed to the lines, grades and dimensions provided in the drawings. Price(s) and payment(s) shall constitute full compensation for furnishing, hauling, handling, placing, surveying and quantity estimates and maintaining the fill until final acceptance by the Government. No separate payment will be made for the stockpiling of stone, and all cost in connection with stockpiling shall be included in the contract unit price for Stone Dike Construction.

1.2.1.21.2 Measurement

Granular fill materials specified for Foundation Preparation will be measured for payment by the cubic yard, and quantities will be determined by the average end area method or triangulated volume method as determined through surface modeling software (InRoads). The total quantity of excavated material for which payment will be made will be the volume between the existing ground surface as determined by survey and the grade, slope and dimensions of the constructed design surface falling within the specified tolerance. No allowance will be made for placement of rock outside the required slope lines plus tolerances unless authorized.

1.2.1.21.3 Unit of Measure

1.2.1.22 Rock Excavation and Disposal

1.2.1.22.1 Payment

Payment for rock excavation will be made in addition to the price bid for the trench excavation, and will include all necessary drilling and blasting and all incidentals necessary to excavate and dispose of the rock. This payment will constitute full compensation for a pre-blast survey of structures within 1,000 feet of the perimeter of the area to be blasted;

designing and developing blasting plans using a blast consultant in accordance with the specifications, developing a test blast program onsite, blast consultant oversight during blasting operations, preparation of blasting submittals and revisions; monitoring blast vibrations in

SECTION 01 22 00 Page 17 accordance with the specifications; the use of seismographs to monitor the blasting vibrations in accordance with the specs, blasting; the removal/excavation of the blasted or mechanically broken rock from the work area; the transport, placement, compaction and grading of the rock rubble at the Vulcan Disposal Area, and post blast sweeps as dictated in the specifications; removal of rock humps within the excavated rock area;

suction dredging of the excavated rock area including mobilization, dredging and material disposal; airlifting of the excavated rock area will be made at the Contract price, which shall constitute full compensation for all labor, equipment, tools and incidentals necessary to complete the work specified herein, including mobilization, airlifting and material disposal; and visual and manual underwater inspection of the rock surface and prepared subgrade (rock and tremie concrete) by divers using submersible video cameras. The hydrographic survey to be performed following the wet overburden excavation will be used by the Contracting Officer to develop an updated 1-foot contour interval topographic map of the existing rock surface. The payment quantity will be based on this updated mapping and the target finished subgrade level of El. 278. No payment will be made for rock overbreak below El. 278 or beyond the rock excavation limits shown on the drawings. No payment will be made for time lost due to the Contractor’s actions or inactions, or due to defective equipment furnished by the Contractor.

1.2.1.22.2 Measurement

Excavation and removal of rock material will be measured for payment by the cubic yard, and quantities will be determined by the average end area method or triangulated volume method as determined through surface modeling software (InRoads). The total quantity of excavated material for which payment will be made will be the quantity between the top of rock surface as determined by hydrographic survey upon completion of wet overburden excavation, and excavated surface falling within the lines and grades of the design surface provided in the plans within specified tolerances. The Contractor shall execute a hydrographic survey of the final excavated surface with point measurements spaced no greater than 5 feet. From the survey, the Contractor shall develop a topographic map of the excavated area with a 1-foot contour interval. No allowance will be made for overdepth excavation or for the removal of any material outside the required slope lines and specified tolerances unless authorized by the Contracting officer.

1.2.1.22.3 Unit of Measure

1.2.1.23 Dental Concrete

1.2.1.23.1 Payment

1.2.1.23.2 Measurement

Payment will be made for costs associated with filling rock features with dental concrete, as applicable and determined by the Contracting Officer, SECTION 01 22 00 Page 18 conforming with the requirements herein and in Section 03 70 00 CONCRETE:

MASS AND STRUCTURAL, and for furnishing labor, equipment and supplies incidental to the work.

1.2.1.24.1 Payment

Payment for jet cleaning of tremied concrete fill surfaces and top of rock prior to concrete placement will be made at the contract job price, which shall constitute full compensation for all labor, equipment, tools and incidentals necessary to complete the work specified herein.

1.2.1.24.2 Measurement

Jet cleaning of the top surfaces of the tremie concrete fills and tops of rock will be measured for payment on a job basis for jet cleaning the entire area over and 5 feet beyond the footprint of concrete cofferdam to L-25 closure within 48 hours to 7 days from the respective tremie concrete placements, that is satisfactorily completed as determined by the Contracting Officer.

1.2.1.24.3 Unit of Measure

1.2.1.25 Partial Demolition and Preparation of Monolith L-25

1.2.1.25.1 Payment

Payment will be made for all costs associated with the partial demolition and preparation of the downstream face of monolith L-25 in preparation for the tie-in to the concrete cofferdam. Payment for this item shall include all material, plant, labor and equipment required. This item shall include but not be limited to all demolition of concrete, reinforcement, wall armor, corner protection, and removal of the existing ladder. This item shall further include but not be limited to installation of drill and bond dowels, attachment of the set-down guide bracket assembly at the closure joint between the concrete cofferdam and L-25, installation of expansion anchor bolts for the attachment of the precast closure panel and U/S transition nose, seal closures for placement of tremie concrete, attachment of the inflatable grout bag water seal and waterstops.

1.2.1.25.2 Unit of Measure

1.2.1.29.1 Payment

Payment for jet cleaning of tremie concrete fill surfaces and top of rock prior to concrete placement will be made at the contract job price, which shall constitute full compensation for all labor, equipment, tools and incidentals necessary to complete the work specified herein.

1.2.1.29.2 Measurement

Jet cleaning of the top surfaces of the tremie concrete fills and tops of rock will be measured for payment on a job basis for jet cleaning the entire area over and 5 feet beyond the footprint of concrete cofferdam to L-25 closure within 48 hours to 7 days from the respective tremie concrete placements, that is satisfactorily completed as determined by the Contracting Officer.

1.2.1.29.3 Unit of Measure

1.2.1.30 Instrument Monitoring and Maintenance

1.2.1.30.1 Payment

Compensation for monitoring and maintenance of all installed instrumentation including data systems specified herein shall be made at the applicable unit price per month.
