QUESTIONS AND ANSWERS
112 MACHINE PRESS
1. The bid says Baileigh C-Frame Press Brake and also says Beckwood Elastomeric sheet metal forming kit. We are a Baileigh distributor and we do not deal with Beckwood. I am not sure what you really requesting. Please advise.
The original intent was for a Baileigh press with Beckwood’ s tooling made custom for that press.
2. The contractor shall provide one (1) brand name Baileigh Industrial CFP-112HD 112- ton Elastomeric forming press with brand name Beckwood commissioned Elastomeric sheet metal forming Kit in accordance with the Statement of Work (SOW) contained herein. Who will be responsible for rigging, and we need clarification on the installation as well.
The contractor shall be responsible for everything including rigging. This is to be a turn-key project with minimal activity on CCAD’s part. “Installation” includes connecting the electrical service from a disconnect box within 10’ of the equipment’s location. The equipment needs to be anchored to the floor, filled with hydraulic fluid, the tooling needs to be installed, and test runs made.
3. What services do they need in installation?
The contractor shall be responsible for getting the equipment shipped to NASCC, removed from the freight truck/trailer, transported into the building, and adjusted to its final installation spot. The equipment needs to be hooked up to electricity, tooling installed, hydraulic fluid filled, and tested.
4. Will you accept only Baileigh?
The Government will consider other manufacturers if the proposed system meets or exceeds the performance characteristics: forming area, daylight, and tonnage.
5. What is the shipping address for said bid?
The DODAAC is W45N7V which will be in block 15 of the contract with the address 9035 OCEAN DR. BLDG 10 CORPUS CHRISTI TX 78419-5260
6. Because this RFQ is asking for off-loading and setting the machine in place we need to know a few details regarding the site as follows:
· Once the machine is delivered to the dock, how far is it from the loading dock to the place where the machine will be located? Please be specific.
· 100ft in concrete parking lot area, 700 ft down the asphalt road, 1200ft down concrete road, 600ft inside the building on smooth concrete
· Please specify what the pathway leading from the truck to the door of the building is made of (gravel, concrete, or asphalt).
· No gravel, building perimeters are all concrete, standard asphalt on the roads between buildings.
· Are there any steps or curbs involved? If there are steps or curbs how many?
· No, however there is a level crossing of a monorail for the hangar door, the gaps are maybe 1.5” wide and an inch deep.
· How big is the doorway (height and width)?
· 21’ high 16’ wide
· Are there any turns or obstructions that would limit the turning radius when the machine is being transported from the truck to the room where the machine needs to go? We need a description of the path the machine will take once it is delivered from the dock to its ultimate resting spot.
· Additional detail from first question and map: the path is nice and open up until the last bit within the shop where the turn radius is very open, to the right and down another 80ft, but headroom is reduced to 13.5 ft and one width restriction of 10ft.
· Can you provide a map or sketch of the delivery dock location which includes the route the machine will take from the delivery location to the entrance to the building.
· See below from google maps.
· Is there an onsite forklift that can be used to offload the machine or will the rigger need to bring one?
· The contractor is preferred to be self-sufficient for the process.
· Is the area where the machine will be placed a flat surface?
· Yes, it is a flat concrete surface, leveling shims may be required.
· If start up is required, who is responsible for electrical drop and connection for machine so that the machine is plug in ready when delivered? Please confirm that electrical wiring is either already done or will be done by end user. Electrical work of any kind CANNOT be done by the mfg or the contractor, by law this must be done by a licensed electrician, which will have to be outsourced.
· The electrical drop and disconnect box will be in place by CCAD prior to equipment delivery.
· Who is responsible for startup of the machine prior to training?
· The contractor is responsible for startup of the machine.
· Regarding training, please advise as how many people will need to be trained?
· No more than 12 including operators and mechanics who will be responsible for periodic maintenance.
· Please advise what credentials are needed to deliver and install the machine (forms of ID that the carrier/rigger will need to enter the facility).
· CLEAN CRIMINAL BACKGROUND (no felony convictions within 10 years, no sex crime convictions ever), NO WEAPONS, bring bill of lading/delivery invoice. Enter through commercial vehicle lane and fill out form for background check.
· Please confirm if facility allows for packing material to be disposed of onsite at Lackland.
· Lackland?? Packing material is fine to dispose of onsite at Corpus Christi Army Depot (CCAD), wooden crating material shall be disposed of in scrap wood roll-off, hazmat turned into environmental, and the remainder in regular dumpsters.
Please note: Prior to startup/training, coolant or Hydraulic fluid will be needed to be on hand prior to start up and training.
Contractor shall supply the initial fill of hydraulic fluid and any other chemicals needed. It may be drop shipped in advance though, this is primarily due to a very lengthy process to order hazmat/material that isn’t already stocked by CCAD. Contractor shall provide a list of all chemicals needed for the commissioning of the machine.
