About this file
This Statement of Objectives (SOO) details the development of a Blackhawk Virtual Reality (VR) Simulator Trailer for the Rhode Island Army National Guard. The project requires a contractor to design, develop, and install a comprehensive VR simulator system within a government-provided trailer, including a DOF Reality 6-Axis Pro motion simulator helicopter chair, a high-performance gaming computer with Microsoft Flight Simulator, a VR headset, and integration with two government-provided TVs. The simulator is intended to serve as a recruitment asset, allowing users to experience a virtual Blackhawk mission.
Key technical requirements include a realistic Blackhawk cockpit interface, high-fidelity graphics, and a 6-axis motion platform with surge, sway, heave, roll, pitch, and yaw capabilities. The contract is firm-fixed price, with the government providing the trailer, TVs, and generator. The contractor must deliver the completed simulator by October 1, 2025, provide a user manual, conduct system testing, and perform an onsite demonstration. The vendor must also offer a two-year full coverage warranty and ensure the simulator fits within the trailer's specified dimensions (exterior: 144" x 108" x 100", interior: 140" x 97" x 84").

1. Project Overview
• Purpose: This Scope of Work outlines the development, delivery, and installation of a
Blackhawk Virtual Reality (VR) Simulator designed to provide a realistic training platform that will serve as a hands-on, recruitment asset, allowing users to experience a virtual Blackhawk mission firsthand. The simulator shall be installed in a Government-provided trailer, projected onto two Government-provided TVs, and include a gaming computer setup and VR headset compatible with Microsoft Flight Simulator. Contractor shall test and validate the simulator system to ensure functionality and performance.
Contractor shall provide user documentation and a brief training session.
• Objective: To deliver a VR simulator replicating Blackhawk helicopter operations, compatible with the specified trailer, TV setup, motion chair, and gaming system requirements, for Government use by October 1, 2025.
• This will be a Firm Fixed Price contract. Contractor shall provide all supplies (with the exception of the below referenced GFP) and labor to complete this requirement. The Government will drop off the trailer to vendors location upon award. Government will also pickup the trailer from vendors location upon completion.
