STATEMENT OF OBJECTIVES

Blackhawk Virtual Reality Simulator Trailer

1. Project Overview

· Purpose: This Scope of Work outlines the development, delivery, and installation of a Blackhawk Virtual Reality (VR) Simulator designed to provide a realistic training platform that will serve as a hands-on, recruitment asset, allowing users to experience a virtual Blackhawk mission firsthand. The simulator shall be installed in a Government-provided trailer, projected onto two Government-provided TVs, and include a gaming computer setup and VR headset compatible with Microsoft Flight Simulator. Contractor shall test and validate the simulator system to ensure functionality and performance. Contractor shall provide user documentation and a brief training session.

· Objective: To deliver a VR simulator replicating Blackhawk helicopter operations, compatible with the specified trailer, TV setup, motion chair, and gaming system requirements, for Government use by June 1, 2025.

· This will be a Firm Fixed Price contract. Contractor shall provide all supplies (with the exception of the below referenced GFP), labor, and delivery to complete this requirement. The Government will deliver the trailer to the Contractor. Potential offerors must be within 120 miles of the following address: 2841 South County Trail, Bldg 235, East Greenwich, RI 02818.

2. Scope of Work

· Government Furnished Property (GFP): The Government will provide the trailer, two TVs, and a generator as GFP to support the installation and operation of the simulator system. The Government will deliver the trailer to the contractor’s location. The contractor shall utilize this GFP as part of the project deliverables. The dimensions of the trailer are as follows:

· Exterior: 144” x 108” x 100”

· Interior: 140” x 97” x 84”

· Design and development of a Blackhawk VR simulator, including software and hardware components.

· Procurement and integration of a brand-name-or-equal motion simulator helicopter chair: 6-Axis Pro (P6) with SFU from DOF Reality, including subcomponents (Sparco seat, HOTAS mount kit, ProFlightTrainer Helicopter Puma X, Magic Box).

· Procurement and setup of a gaming computer with a monitor (no less than 32 inches), keyboard, mouse, Microsoft Flight Simulator game, and one VR headset compatible with Microsoft Flight Simulator.

· Integration of the simulator with two Government-provided TVs for display output.

· Installation of the simulator, including the motion chair and gaming setup, within a Government-provided trailer.

· Attach gaming station to Government-provided generator and test for functionality.

· Installation of air conditioner and heater combination unit.

· Apply modifications to the plywood and painting of the Government-provided trailer. Modifications to include:

· Cutting back plywood to fit the motion simulator chair

· Chassis inside of the existing trailer

· Electrical installation of interior and exterior outlets to the trailer.

· Installation of CO2 detector to the interior of the trailer.

3. Deliverables

· Simulator System:

· Microsoft Flight Simulator game with oculus, STEAM, and motion simulator software.

· Hardware components, including:

· Motion simulator helicopter chair: DOF Reality 6-Axis Pro (P6) with SFU or equal, including:

· Sparco seat.

· HOTAS mount kit.

· ProFlightTrainer Helicopter Puma X.

· Magic Box.

· Gaming Computer with:

· Monitor (no less than 32 inches).

· Keyboard and mouse.

· Microsoft Flight Simulator game pre-installed.

· One VR headset compatible with Microsoft Flight Simulator

· Installation:

· Installed and operational simulator within the trailer, with the motion chair and gaming setup integrated and connected to the two TVs for mirrored or split-screen display.

· Documentation:

· User manual (e.g., setup, operation, troubleshooting, including motion chair, gaming computer, and VR headset specifics).

· Testing Report:

· Documentation of successful testing, including performance metrics for VR, motion chair, and gaming setup functionality, and any issues resolved.

· Demonstration

· An onsite demonstration session for Government personnel on simulator, motion chair, and gaming system operation shall occur on the same day of delivery.

4. Technical Requirements

· Simulator Specifications:

· Realistic Blackhawk cockpit interface and controls.

High-fidelity graphics and physics engine for accurate simulation.

Support for VR headsets and manual input devices.

· Motion Simulator Helicopter Chair:

· Brand-name-or-equal to DOF Reality 6-Axis Pro (P6) with SFU, featuring:

· 6-axis motion platform with surge, sway, heave, roll, pitch, and yaw.

· Sparco seat for ergonomic seating. HOTAS mount kit for joystick and throttle integration.

· ProFlightTrainer Helicopter Puma X for cyclic, collective, and anti-torque controls.

· Magic Box for power and signal management.

· Must meet or exceed DOF Reality P6 performance standards

· Gaming Computer and Accessories:

· High-performance gaming console capable of running Microsoft Flight Simulator and VR.

· Monitor: No less than 32 inches, minimum 1080p resolution (recommend 1440p or 4K for enhanced visuals).

· Standard keyboard and mouse.

· Microsoft Flight Simulator (latest version) pre-installed and configured.

· One VR headset compatible with Microsoft Flight Simulator, including necessary cables and sensors.

· Trailer Compatibility

· System, including motion chair and gaming setup, must fit within the dimensions and power constraints of the Government-provided trailer.

· Exterior Dimensions: 144” x 108” x 100”

· Interior Dimensions: 140” x 97” x 84”

· TV Integration

· Output compatible with two Government-provided TVs.

5. Roles and Responsibilities

· Contractor:

· Design, develop, deliver, and install the simulator, including procurement of the specified motion chair, gaming computer, VR headset, and subcomponents.

· Conduct testing and troubleshooting during installation.

· Government:

· Provide the trailer and two TVs within 14 days of award.

· Grant access to the installation site and personnel for setup and testing.

· Approve final deliverables and sign off on project completion.

6. Delivery

· Vendor shall deliver the trailer to 2841 South County Trail, Bldg 235 East Greenwich, RI 02818, within 10 weeks of award.

· Vendor shall coordinate delivery date with unit. Demonstration on how to start up, operate, troubleshoot, and shut down the trailer shall take place on the same day of delivery.

· Vendor shall provide username and password for the computer and software upon delivery.

· Vendor must provide full coverage warranty on all trailer parts for a period of no less than two years.
