ONLY NOTICE THAT WILL BE ISSUED.
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. SOLICITATION: W912LD-25-Q-0008 is issued on 06/18/2025 as a Request for Quotation
(RFQ) for the RI USPFO located at 2841 South County Trail, Camp Fogarty, Building 235, East Greenwich, RI 02818-1728
DUE DATE: All offers shall be submitted by 12:00PM EST, 07/02/2025 to Ryan Lawton at ryan.s.lawton.civ@army.mil and to Shane Murray at shane.c.murray2.civ@army.mil.
3. SET-ASIDE: This Solicitation is Set Aside 100% for Small Business. The associated North
American Industrial Classification System (NAICS) code for this procurement is 336212 – Truck Trailer Manufacturing with a business size standard of 1,000 employees.

4. DESCRIPTION: The Rhode Island Army National Guard (RIARNG) Recruiting and
Retention Battalion (RRBN) has a requirement for the transformation of an existing recruiting gaming trailer into a fully functional Virtual Reality Black Hawk Simulator with a Brand Name Helicopter Chair. See Attachment 1 for the Brand Name Justification. See Attachment 2, Statement of Objectives, for complete list of requirements. The RI USPFO intends to award a Firm-Fixed-Price contract for this requirement.

6. BASIS FOR AWARD: In accordance with FAR 13.106 and addendum to FAR 52.212-2, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be of best value to the Government, price and other factors considered.
7. INSTRUCTION TO OFFERORS:
• This agency is exempt from Federal, State and Local City taxes. Do not add tax to your quote. If a tax-exempt certificate is required to fill this quote it will be provided upon request.

1.1.1 The proposal shall be submitted in the English language. The narrative material in the proposal shall be prepared in no smaller than 10-point font, single-spaced, with no less than a one-inch margin on all sides. In the event photo reduction is used for tables, charts, and drawings, their presentation must be clear and legible. No pictures or hyperlinks are allowed.
1.1.2 Proposals and all attachments shall be readable by Microsoft Office or Adobe Acrobat.
1.1.3 Proposals shall include a statement that it is valid through 45 days from the date specified for receipt of proposals.
1.1.4 The proposal in its entirety shall not exceed ten (10) pages.
1.1.5 The Technical Proposal shall not include any pricing data.

9b. Addendum 2 to FAR 52.212-1, Instruction to Offerors (Provision)
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:
National Guard Protest Procedures (P):
NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests https://www.sam.gov/ https://www.sam.gov/ within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

9c. Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (Provision)
1.0 Basis for Award: The Government intends to award a firm fixed-priced contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation and will be most advantageous to the Government, price and other factors considered. Basis of award will be Best Value. The following factors shall be used to evaluate offers:

2.1 Factor 1 – Technical Capability: The Contractor’s proposal shall demonstrate an understanding of the Government’s requirements by submitting the following:

2.1.1 Subfactor 1: Technical Approach: The Contractor shall submit their technical approach for the completion of this effort and statement acknowledging they have the technical capabilities to perform the requirements as stated in the Statement of Objectives.
The Technical Approach submittal should be specific and complete. Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the effort as outlined in the attached Performance Work Statement (PWS). Address your technical solution for meeting or exceeding the government’s minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable for you to tell us so in your proposal. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
2.1.2 Subfactor 2: Previous Experience: The offeror shall submit a maximum of three (3) references of relevant experience to the requirement to include contract numbers, description of services provided, and point of contact information.
"Relevant' is defined as work that is the same or very similar to the work being identified in the PWS.
NOTE: No teaming is permitted for this requirement.
Contractors will be evaluated as acceptable or unacceptable according to the following definitions:
Acceptable: The proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: The proposal does not meet the minimum requirements of the solicitation.
To receive a Technically Acceptable rating for Factor 1, ALL required documentation must be evaluated as technically acceptable.
2.2 Factor 2 – Price: ONLY proposals that are evaluated as Technically Acceptable will be evaluated for Price. The Government will evaluate proposed prices by performing price analysis in accordance with FAR 15.404-1(b). Price proposals shall contain the offeror’s proposed firm-fixed price for all costs required by this solicitation, utilizing the CLIN table provided in section 7.0 of this notice. Price proposals shall not exceed two decimal places. Please note that missing this attachment in your proposal submission or not completing it in its entirety will result in your proposal being determined unacceptable.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 , Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
Invoice and Receiving Report (Combo)
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.
(iv) For performance based payments, submit a performance based payment request.
(v) For commercial financing, submit a commercial financing request.
(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
(g) WAWF point of contact.
(1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity’s WAWF point of contact.
