1. I would like to know if you will be issuing a MATOC for individual trades, such as painting, or if you are looking to award one contract to a contractor who can perform all trades?
Answer: We are awarding MATOCs to general contractors to perform as prime contractors on projects.
2. On FedBizOpps amendment 01 is posted but when you open the attachment it states that it is amendment 03.
Answer: There were two administrative amendments written before the posting of the solicitation. There is no reason to post these amendments as they were corrections to verbiage you have already seen as part of the solicitation. I have treated amendment 3 as amendment 1. For the purposes of annotating the 1442, mark Block 19 as having received Amendment 1.
3. Relating to Past Performance Information referenced in Section 2.2.1.2, please confirm that the 5 year period for information on relevant projects will tie into the project completion date.
Answer: As stated in the solicitation, this information shall address relevant contracts held within the last five years. Currency is performance occurring within the last five years through the solicitation release date.
4. We are a bit confused by Section 0600, 52.204-8, item (2). We have a CCR and we are registered with the ORCA. We cannot find 52.204.7 or paragraph (d). Bottom line is which item do we check off, the one that applies or does not apply. Thanks for your help.
Answer: Clause 52.204-7 is included on page 41 of the solicitation. Paragraph (d) applies.
5. Revised Exhibit A, Part 1 indicates to provide performance questionnaires for (6) general construction and (2) design build (if requesting consideration) projects for a possible total of 8 projects.
Revised Exhibit C (Instructions to Offeror for sending Reference Questionnaire Forms): This exhibit encourages the contractor to send a questionnaire to other (key word) clients “List of 6 other projects”.
Per the RFP Exhibit A & C, the total number of questionnaires could be as many as 14 (6+2+6). Or, is the 6 other projects (identified in Exhibit C) the same 6 projects referenced in Exhibit A? In which case, the total number of performance questionnaires required for this project would be 8 (6 general construction and 2 design/build). Please advise as to the total number of “Performance Relevancy Questionniares” required for this project.
In addition, if we are interpreting the RFP correctly, and a list of 6 other projects is required, is this list the same list as identified in Exhibit A, Part 2E (Optional)? Keep in mind that the list of 6 other projects (in question) is different than the 6 projects identified in Exhibit A, Part 1. Please clarify.
In summary, below are the questions that are still ambiguous and require further clarification:
1) How many total Performance Relevancy Questionnaires are required?
2) If a list of 6 other projects is required, where in our proposal are we to insert this list? And, are Performance Relevancy Questionnaires required from the clients of these other projects?
Answer: A total of 6 Performance Relevancy Questionnaires are required. You may add 2 more for Design Build if you are requesting consideration for this option. This makes for a total of 8.
6. One more question. We want to make sure we are complying fully and I was wondering if we can add more references to the binder beyond the 6 projects requested and the 2 design build projects? We have other references aside from the 8 total projects we would list.
Answer: No, limit your PPQs to what is required by the solicitation.
