1. I have a question about Sol. No. W912LA-10-R-0004, for MATOC for Northern California. I noticed that in the list of counties designated as Northern California, you included Orange and San Luis Obispo. Was this intentional?
Answer: Orange County should not be included, San Luis Obispo County should be. The solicitation is amended to reflect this change and the amendment has been posted.
2. The naming of subcontractors (Exhibit A, Part 2) to be utilized: is this for the prototypical project or for the greater contract?
Answer: This is for the base IDIQ MATOC contract.
3. If an offeror is unable to hand deliver, what are the instructions for a FedEx or UPS delivery?
Answer: Send to the address in Block #8 of the solicitation. Page 1.
4. The SF 1442 indicates this contract is “…being solicited as a total small business set-aside…” It also indicates that at the task order level “…the Contracting Officer may set-aside individual task orders for 8(a), HUBZone, or Service Disabled Veteran Owned Small Business”.
a. Does this mean a firm that is neither 8(a), HUBZone, or SDVOSB may self-certify as “Small” for purposes of obtaining a MATOC award?
Answer: Yes. The small business size standard for the MATOC is $33,500,000 for NAICS codes 236220 and 237990. If your annual revenue is under that size standard then you are a small business for these NAICS codes. If you have any questions regarding the size status of your company, contact the US Small Business Administration office in your area for assistance (http://www.sba.gov).
b. Does this mean that it is solely within the Contracting Officer’s discretion, at the task order level, to designate a task order for competition between 8(a) firms, HUBZone firms, and/or SDVOSB firms?
Answer: Yes.
5. Exhibit A, PART 2E. appears to provide for the offeror to submit information on projects to help demonstrate Performance Relevancy, in addition to/other than/ the six(6) specified in PART 1.
a. Is this correct?
Answer: No, it’s asking for Value Engineering, Awards, and accomplishments information:
2E. (OPTIONAL) Other Past Performance Considerations. Information, if provided, shall be limited to the period starting 5 years prior to the solicitation release date.
Effectiveness of value engineering (VEC) proposals you submitted on prior contracts. (Provide a brief description; impact on cost, schedule, efficiency or quality; contract number; name and phone number of customer benefiting from the VEC).
Professional/Industry awards (Identify award type, date of award and copy of certificate if applicable), Letters of appreciation, recognition or commendations.
Discuss unique skills and accomplishments (Explain unique skills and/or accomplishments and provide supporting information for verification).
b. If other projects are submitted, are Exhibit C Questionnaires to be solicited and provided?
Answer: See above answer.
6. Section 00800, SC10 states that the Applicable wage rates will be identified … current as of the time of award of the Task Order. For the Seed project, in Fresno County there are 7 current wage determinations available to pick from on this website. Which wage determination should we anticipate, Building, Heavy (4 choices), Or Highway?
Answer: Use the “Building” Wage Determination.
7. Section 00800, SC27.
a. Will DD form 1354 be required for ALL task orders, or only design build task orders?
Answer: The DD Form 1354 will be provided for each new construction and/or renovation project awarded, unless otherwise stated.
b. Is the 5% value assigned to the DD form 1354 negotiable on large value projects, or is it a firm percentage, regardless of value?
Answer: Yes, that percentage is negotiable.
8. Section 00800, SC38 states that “the services provided by this contract have been designated as essential contractor provided services and must be continued during a crisis.” Then goes on to suggest that “… for some services, 24 hours a day until the crisis is over”.
a. Can it be assumed that most Task Orders would NOT require this level of service?
Answer: Yes.
b. Please provide examples of construction activities that would require this level of service.
Answer: Everything under the MATOC would be considered essential contractor provided services; everything covered by NAICS codes 236220 and 237990. Go to http://www.census.gov/eos/www/naics/ to see what is covered by these codes.
9. Section 01001, AFFIRMATIVE PROCUREMENT , Paragraph 1.8.2
Are the reporting requirements of this section required on every Task Order regardless of Task Order size?
Answer: No.
10. Section 01700, Paragraph 2.3.1.3
Will CAD drawings be provided for non Design Build projects for use in completing as built drawings in CAD format, or will the contractor be required to generate the CAD drawings.
Answer: No, the Government will not provide CAD drawings.
11. Would you please reply and confirm that you have received all six of our Past Performance Evaluation Questionnaires?
Answer: No. The burden of providing Past Performance information rests with the offerors.
12. Will a Contractor be allowed to submit a proposal for this project if they did not respond to the Sources Sought Solicitation?
Answer: Yes, the Sources Sought notice was for Market Research purposes only.
13. Exhibit C (Instructions to Offeror for sending Reference Questionnaire Forms): This exhibit indicates to send a questionnaire to other clients of contracts listed in your “List of 10 other projects”. After reviewing the RFP proposal documents, it is unclear, where in the proposal we are to provide a list of 10 other projects. Please clarify.
Answer: This should read “…6 other projects.” Exhibit C has been revised to match the solicitation.
