QUESTIONS 33-97
33. Question: Is new fall protection required for the project? Drawing A3.1 states there is an existing fall protection system to remain. There is a fall protection specification. If a new system is required is it for the new roof or at existing locations?
33. Answer: Fall arrest system structural struts are to remain in place as per notes on AD1.1. Protect from damage. With the exception of the structural struts, all of the fall arrest system components and materials shall be replaced and the system shall be certified for use by the manufacturer.
34. Question: According to Notes 27 & 28 on AD1.3 the GC is to remove the windows and louvers & infill on the North elevation. From the pictures that I took during the site visit, the window & louvers do not exist.
34. Answer: The windows and louvers remain beneath the panels and can be seen from the inside. Refer to the record drawing sheet entitled “22 – A8 Alter of Maintenance Hangar Bldg 113 Interior Elevations”
35. Question: The supplied Geotechnical information does not provide any information regarding soil strength information, or rock core data, necessary to design the bond length of the tie-down anchors. In addition, the depth to rock is unknown. Were any exploratory soil borings performed were soil sampling and rock coring was performed?
35. Answer: The geotechnical report provided is the only information available at this time.
36. Question: Currently, there is insufficient geotechnical data to determine the length of the anchors. Can a bid quantity be provided for the base scope pricing, with an ADD price for additional length?
36. Answer: Pricing should be submitted as requested.
37. Question: Please provide geotechnical report showing depth of rock for rock anchoring per drawing S3.0. In order to drill into rock, the existing depth of the rock is needed so that the estimate can be provided per the specification.
37. Answer: The geotechnical report provided is the only information available at this time.
38. Question: Please provide existing storm drain, trench drain, catch basin, and floor drain layout for cleaning of these existing systems per note 8 on drawing C1.1.
38. Answer: Layout for the existing storm drains, trench drains and catch basins is shown on C1.1. Please see the existing building drawings provided for reference for the floor drain layout.
39. Question: Will a full time GC manager or SSHO be required to be onsite during the construction of this contract? If so, can these persons hold other responsibilities or be the same person?
39. Answer: The general contractor is required to have superintendence on site at all times during construction, see Coordination specification section 01040, section 1.4 / A. Additional personnel and/or their responsibilities are the responsibility of the GC to determine.
40. Question: Per note on drawing C1.1 it states that we should look at drawing C3.6 for upgrades required at pump house. There are no details shown on C3.6 for the pump house so please confirm if the details on C3.7 is all the upgrades required for the pump house.
40. Answer: The note on C1.1 should refer to C3.7 for pump house work required.
41. Question: Will the contractor be responsible for conducting a new survey’ for the existing hazardous materials or provide a geotechnical survey?
41. Answer: All of the known existing hazardous materials have been identified in the environmental reports.
The plans and specifications do not require a geotechnical survey.
42. Question: What type of CPM schedule will be required for this contract? Primavera p3 or p6, Microsoft Office…etc.? Also will the scheduler be required to be onsite for the schedule update meetings typically one per each month?
42. Answer: The latest version of Prima Vera or an equivalent substitute is required; see Submittals specifications section 01300, section 1.1 / B. Microsoft Project is acceptable.
Construction progress meetings are weekly and the construction schedule is reviewed at each meeting. It is up to the contractor’s discretion if he wants the scheduler or the project manager/superintendent to address scheduling at the meetings.
43. Question: Per leed specification 01355, what leed construction is trying to be obtained, silver, gold, etc…? Will the contractor be responsible for having the project certified with USGBC or will the contractor only be responsible for providing the leed notebook at the completion of the project?
43. Answer: The project will not be registered with USGBC/GBCI. The design intent is for ANG Meritable which is below LEED Silver requirements. The General Contractor is responsible for Construction Waste Management with Construction Waste Management Plan, Indoor Air Quality with Indoor Air Quality Plan, LEED product forms, and LEED cost forms as in Specification General Requirements. LEED Forms and Plans will be required in the Submittal process.
44. Question: Wall and corner guard spec lists PVC corner guards under Products and aluminum corner guards under Schedule (but no spec). Please clarify.
44. Answer: Wall and Corner Guard section 10260 specifies PVC-free material.
45. Question: Does the metal soffit above the hanger door 5/A5.3 remain or get replaced? It does not show up on the demo plan or RCP. Please clarify.
45. Answer: yes, replace.
46. Question: 10/A5.2. What does the 5/8" sheathing attached to? Are there existing metal studs? Z purlins?
46. Answer: New 2-1/2” metal studs to be attached to 3” girts. Install the metal studs 16” on center, gauge and size as required by limiting height for exterior wall. Outside face of metal studs align with outside face of existing girts.
47. Question: A5.1 shows a pre-engineer aluminum canopy in the upper right hand corner. I have not found a specification for this. Please advise.
47. Answer: see detail 10/A5.3 typical for canopies. The design is to reuse the existing canopy structure and replace roof and soffit panels.
48. Question: In the hanger, does the insulation between the chicken wire and the roof deck contain asbestos? If yes, do we need to treat the acoustical ceiling below as containing asbestos?
48. Answer: Per the asbestos sampling results on page 2 of the ECATS Environmental Report, asbestos was not detected in the hangar roof insulation
49. Question: Does the lead paint on steel structure get removed or encapsulated? The note on the demo drawings says that the existing hanger structure is to be cleaned and prepped to receive new paint, but the LBP spec says the scope shall include the removal and disposal of lead based paint. There is a significant amount of welding to the existing roof structure; any lead paint will need to be removed in these areas. Please clarify the scope
49. Answer: See LBP Abatement and Disposal specification section 02086 for removal requirements and High Performance Coatings specification section 09970, Section 2.2 / G for new coatings
50. Question: Many of the rooms that are scheduled to receive CT are rooms that already have existing CT, which is correct?
50. Answer: See response to Question #2
51. Question: Detail 1/S3.0. How does the new footing interact with the existing wall footing, spread footing and slab on grade? It appears the wall footing needs to be cut off flush with the CMU wall. Does the new footing dowel into the existing spread footing, slab on grade? Where is the existing tie rod in this detail? Please clarify.
51. Answer: There is a section marker cut in section 1/S3.0 which refers to section 2/S3.0. Please review detail 2/S3.0 and clarify further if this detail does not answer your questions. The existing tie rod is not illustrated in this detail but does run through this condition. It is imperative the tie rods are not cut, therefore the existing concrete must be removed in a way that does not damage the tie rod, and the new concrete will be cast around it.
52. Question: DRAWING C3.7 Are there any specifications for the ductile iron pipe and fittings for this work? Any special coatings? Are there specs for the check valves and butterfly valves?
52. Answer:
Pipe: Ductile iron pipe shall conform to AWWA Specification C151, and shall comply with the following pressure classes. Ductile iron pipe shall have AWWA Specification C104 standard thickness bituminous sealed cement mortar lining and ends as required for the joint types specified or indicated for the various pipe locations and applications. Flanged pipe shall be minimum Class 53 thickness. Push-on joint and mechanical joint pipe shall be minimum Class 50 thickness.
Joints: Joints shall be as specified or indicated, iron pipe joints shall be in conformance with AWWA Specification C111, with plain rubber gaskets. Where indicated or required, iron pipe and/or iron fittings shall have ANSI Class 125 faced and drilled flanged ends. Screwed-on flanges for iron pipe shall be especially designed and sized for iron pipe, with counter-bored long hubs completely covering the pipe threads. Gaskets shall be plain rubber; bolts shall be standard square or hexagon head steel, with standard steel hexagon nuts.
Fittings for Ductile Iron Pipe: These shall be ductile iron short or full body pattern conforming to AWWA Specification C110 or C153 as applicable, Class 250 or heavier, with AWWA Specification C104 standard thickness bituminous sealed cement mortar lining and flanged or mechanical joint ends ONLY as specified or indicated for the various pipe locations and applications.
Butterfly Valves: Butterfly valves shall be iron body, rubber seated, with manual actuator and hand wheel.
Full body valves shall conform to AWWA C504. Valves shall be Henry Pratt MFII, Dezurik BAW or equivalent.
Wafer body valves shall be Henry Pratt MKII, Dezurik BOS-CL, or equivalent.
Check valves shall globe style “silent check vales” with iron body, class 125 flanges, lead-free bronze disc, stainless steel spring, and BUNA-N seal. Valve body shall have clearance for wafer style butterfly valve to mate to check valve without the need for a spool piece. Check valves shall be Valmatic 1800 Globe-Style Silent Check Valve, CLA-VAL Series 581 Silent Globe Check Valve or equivalent.
53. Question: Section 16940 Pump Control Panel What pumps in which building are being served by this control panel?
53. Answer: All pumps in Pump House Building 340 are served by this control panel
54. Question: Section 15900 Can you provide the name of the Company that installed and services the existing building management system that we will be extending and tying into?
54. Answer: All controls items should be coordinated with Johnson Controls
55. Question: Wall demo is labeled on AD1.1 (notes 1 and 2) but there is no information provided on wall type or height. Do you have any information on this?
55. Answer: The walls to be demolished as indicated by notes 1 and 2 are of various materials and heights.
Additional information may be obtained from field visit or 1975, 1983 renovation drawings.
56. Question: A note on AD1.1 states that the hangar bay contains two dropped ceilings and both ceilings are to be demolished, however the ceiling type is not provided. Do you have any information on ceiling type? Is the ceiling sloped like the trusses or flat?
56. Answer: The two ceilings are acoustical ceiling tiles. The lower level is flat with sloped sides. The upper level follows the roof curve. Facility site visit would clarify this information. Per FAR Clause 52.236-3 - Site Investigation and Conditions Affecting the Work. It is the responsibility of the Contractor to investigate the facility and the Governments response does not relieve the Contractor of that responsibility.
57. Question: Note 6 on AD1.1 states to demo bathroom floor and wall finishes. Please provide information as to types?
57. Answer: Ceramic tile, painted cmu and sheetrock walls. ACT ceilings. Tile floors. Facility site visit would clarify this information. Per FAR Clause 52.236-3 - Site Investigation and Conditions Affecting the Work. It is the responsibility of the Contractor to investigate the facility and the Governments response does not relieve the Contractor of that responsibility.
58. Question: Note 9 on AD1.1 states to demo ceiling. Please provide information as to types?
58. Answer: ACT (acoustical ceiling tile). Please see note in hanger bay regarding double ACT ceiling.
59. Question: Please provide a plan that shows sign locations and/or a signage schedule.
59. Answer: See Identification Devices specification section 10400. Exact sign locations and room names to be determined by the COR during construction.
60. Question: Rest room keynote 6 is noted as Toilet Paper Shelf but keynote 6 is not labeled on the plans. Is this item required and if so where?
60. Answer: Key 6 is not used on this project. Key note 5 double roll toilet tissue dispenser is correct. Spec section 10800, paragraph 2.2, item 5 to be changed to read “Toilet Tissue Dispenser – Bobrick: double roll surface mounted toilet tissue dispenser #B-4288”
61. Question: Rest room keynote 8 is noted as Mop Rack but keynote 8 is not labeled on the plans. Is this item required and if so where?
61. Answer: Mop rack, per spec section 10800, to be installed in Janitor Closet 108.
62. Question: Does the kicker framing remediation shown on S3.2 ONLY occur specifically where 1, 2, 3 & 4/S3.2 are labeled on S1.1?
62. Answer: Correct
63. Question: Please provide a scale for sections 1, 2, 3 & 4/S3.2 as this is the only way to determine the lengths of the new angles.
63. Answer: The top horizontal angle shown in these details occurs at the arched truss bottom chord elevation. These details in conjunction with (but not limited to) drawings S1.1, S2.1 and the top of the hangar door elevation given on the architectural drawings, provides ample information to estimate the lengths of new angle required.
64. Question: Please provide a scale for sections 1, 2 & 5/S3.3 as this is the only way to determine the lengths of the vertical members.
64. Answer: These details in conjunction with (but not limited to) drawings S1.1, S2.1 and FP1.5 provides ample information to estimate the lengths of the vertical members.
65. Question: There is a note on C1.1 that states to apply Xypex Megamix 1 to the surface of a retaining wall.
Please provide information so that the height of the retaining wall can be determined.
65. Answer: The retaining wall is approximately 5’ tall. Contractor is responsible to field verify. Per FAR Clause 52.236-3 - Site Investigation and Conditions Affecting the Work. It is the responsibility of the Contractor to investigate the facility and the Governments response does not relieve the Contractor of that responsibility.
66. Question: There is a spec section for sodding but no landscape plan or any other plan that notes where sod should be installed. Is sod required for this project? If so, please provide a plan that shows where sod is required.
66. Answer: Yes, see sheet C1.1 General Note #3 “All disturbed areas not scheduled for hardscape shall be stabilized with sod as soon as practicable”
67. Question: What type of 5/8” sheathing is required at the exterior walls where new metal panels are to be installed? See 6, 7, 8, 9, 10/A5.2.
67. Answer: CDX plywood sheathing.
68. Question: The finish schedule on A9.1 shows CT1 in rooms 109, 111, 112, 113, 114, 115, 118, 120 and 121.
The finish plan on A9.1 notes Existing Ceramic Tile in these rooms. Which is correct?
68. Answer: See response to Question #2
69. Question: Items have been posted to the FBO website on November 7th and 20th and titled as “Solicitation 3 and 4” respectively, are these items considered addenda to the contract? Is a SF30 going to be issued indicating the items as amendments to the contract? If not are we to acknowledge them on the SF1442 in box 19?
69. Answer: On Oct 29, 2014 the original solicitation and drawings were loaded into FBO. Due to the nature of the system, titles are what they are. On Nov 7, 2014 the documents loaded are for informational purposes and are not an amendment. On Nov 20, 2014 record sets of drawings for B113 where loaded for informational purposes as requested in Question #4. As stated in Question #4 these are NOT “as-builts”.
When amendments are posted they will be titled clearly as Amendments.
70. Question: Is Solicitation 4 issued on November 20th Asbuilts for Bldg 113?
70. Answer: See answer to Question #4
71. Question: I see that there are window tags for interior windows A,B,C & D but have not found a window schedule.
71. Answer: Existing windows in hanger interior wall are to be removed. Sheet A1.1 & A7.2 show new windows A,B,C,D,E in existing openings. New windows to be hollow metal framed ¾ HR Fire rated windows.
Approximate existing opening sizes (Contractor to field verify) are:
A- 24” x 46” B- 48” x 40” C- 104” x 48” D- 24” x 36” E- 96” x 48”

72. Question: The lockers in the men’s and women’s Locker Rooms, I do not see a gauge for the lockers. Do you have a specific gauge you had in mind? Is there a door configuration for lockers? Also, is there a specific manufacture you would like to use?

Specification Section 10500, Add the following:
“2.3 LOCKER ACCESSORIES:
A. Provide the following accessories, manufacturers standard units per individual locker.
1. Hooks: Double-prong wall hook.
2. Number Plates: Manufacturer's standard polished aluminum number plates 2 – 1/ 4 inch wide X 1 inch high, with black numbers not less than 3/ 8 inch high. Number lockers in sequence as directed by Contracting officer.
Attach plates to each locker door, near top, centered, with at least 2 fasteners of same finish as number plate.
3. Base: Provide Penco Zee Base, continuous metal base used to raise lockers 4 inches above floor. Cut to required length.
B. Trim: Provide trim at jambs and head of recessed lockers, consisting of not less than 18-gage cold-rolled steel, 2" or 3" wide as necessary. Factory -finish trim to match lockers. Secure trim to lockers with concealed fastening clips.
C. Filler Panels: Provide filler panels where required or where shown, of not less than 18-gage steel sheet, factory-fabricated and finished to match locker units.

73. Question: Section 09651, paragraph 2.2 Materials, Items A & B – both floor coating systems EP1 & EP2 refer to Tnemec 237 Power-Tread Series Epoxy which according to product data sheet is a broadcast, slurry broadcast or mortar applied floor coating system applied a 1/8” or ¼” thickness consisting of epoxy and aggregate; however, both systems described in paragraph 2.2 are thin film coating systems. Please advise if EP1 and EP2 are to be installed a the thicknesses indicated in the specification with NO aggregate or non-skid additive or if a 1/8” or ¼” Epoxy/Aggregate System is desired.
73. Answer: EP1 and EP2 are to be installed at the thicknesses indicated in the specification with NO aggregate or non-skid additive.
74. Question: Section 09651, paragraph 2.2 Materials, items A,4 & B,5 – refer to finish coat to Tnemec Everthane Series 248 which is a semi-gloss finish. Please confirm a satin type finish is desired.
74. Answer: Desired finish is 248 semi-gloss as specified. Sheen and color sample should be submitted for final approval as specified in section 09651, paragraph 1.4.
75. Question: RFS, Drwg A9.1 indicates Rooms 116, 119, 122 are to receive EP2 Resinous Flooring 2. Please advise if the contractor for Section 09651 is to remove the existing tile and glue in these rooms or if it will be removed by others.
75. Answer: See sheet AD1.1 Demolition Note I. EP1 and EP2 thin film epoxy manufacturer recommendation requires tile, glue, etc.. removed to provide clean substrate. General Contractor to coordinate work.
76. Question: Aircraft Bay 101 has existing taped lines and signs/traffic markings. Is the flooring contractor for Section 09651 responsible for replacing the lines and signs/traffic markings, if so can they be painted on?
76. Answer: Lines and traffic markings are to be painted on new flooring as directed by COTR. Striping - Scuff Tnemec Series 248 Everthane to degloss, apply 248-Color at 2.0 to 3.0 mils DFT. Two coats may be required for safety yellow color, scuff to degloss between coats.
77. Question: Follow up for question #5 on amendment #1. The response does not mention the traffic bearing sealant inside the hanger and there is no specification for this type of sealant. Please confirm that the sealant in this location is existing to remain.
77. Answer: traffic bearing sealant is to be removed and replaced with new sealant.
78. Question: The response to question #8 in Amendment 1 conflicts with the response to question #6. If the structural roof deck is removed, everything supported by the deck will have to be removed as well. Did you mean remove and replace attached items?
78. Answer: Correct, all items supported by the deck will be removed.
79. Question: In discussion with several abatement firms, they mentioned during the job walk it was discussed the Interior/Exterior structural steel only needed scrapping of peeling paint and cleaning prior to new paint application.
However, Section 09970 Para. 2.2 b,c,d,e,f,g (High Performance Coatings) States in many areas of the structural steel to “remove all existing paint” under surface preparation.
Also sheet A2.1 elevation detail 2 states “existing exterior truss to have existing finish removed, cleaned and repainted.”
Is it the ANG intent to have contractors bid to completely remove all existing lead painted steel surfaces (which will be very costly), or to scrape loose paint, clean and repaint the structural steel with lead abatement only on the welded areas? Please clarify.

Are we to provide a true dedicated fire pump controller assembly with a Soft Start controller in accordance with UFC 3-600-01, or a Process Pump in accordance with the specs?
82. Answer: Building 340 provides potable water for the facility. The water system served by Building 340 is not a dedicated fire protection system or “fire loop.” Pump controls for Building 340 should be provided in conformance with the project specifications.

Is there need for this system piping or the wet system piping to be disinfected considering that both systems are non-potable water and not connected to the domestic system except by reduced pressure backflow preventers?

a. Roof - Spec section 7212 part 2.2-A says to provide R-30 EPS on the roof which would result in an approximate depth of 8.5”. However, drawing A5.3 shows R-30 and 6” insulation which matches the typical thickness and R Value of Polyiso insulation. Please clarify if the roof insulation is to be EPS at 8.5” or Polyiso at 6”.
b. Wall – The specs and drawings call for R-13 Polyiso. This will result in and overall thickness of 2.28”. Please verify if this is correct.
96. Answer: 07212 specifies an Extruded Polystyrene (xps) board insulation for the roof. No (eps) Expanded Polystyrene has been specified. Drawing A5.2 calls for R-30 roof insulation. Insulation depth is not listed.

ELECTRONIC SECURITY SYSTEM
PART 1 GENERAL
1.1 SCOPE
A. The Contractor shall provide, install, and program a functionally complete integrated access control, electronic locking, and door monitoring system per Manufacturer’s guidelines and codes, as described in the following specifications. The equipment and application shall compliant with
UFC 4-021-02-Latest edition. As well as all applicable local, state and national codes.
This shall include but not limited to:
1. New security control panel
2. Door contacts
3. Keypads, Door Alarms etc. as required to control access to restricted areas and as generally arranged on the plans.
4. Microwave motion sensing in the hangar area.
5. Microwave motion sensing of the hangar door. (in Lieu of the BMS switches shown)
6. Installation of CCTV Security cameras, Contractor To provide $5000 allowance per camera for bidding purposes and recommendations to base personnel. This Allowance is in addition to the installation and integration cost which shall be included in the contractors bid.
7. Security Drawings, Contractor shall Engage Security contractor to provide Security system shop drawings and shall include all rough-in in the base contract; The Contractor shall include the cost of the Security System including allowances in his Bid.
PART 2 PRODUCTS
2.1 MATERIALS
A. All materials shall be the standard product of a single system supplier This project will require interface with the existing base wide Advantor security system (ESS) And as such The preferred vendor shall be Advantor Systems 12612 Challenger Parkway Suite 300 Orlando Florida 32826.
B Furnish and install a complete Infraguard II – Intrusion Detection system with all required access control devices and interlocks to complete the intrusion detection and access control system.
PART 3 EXECUTION
3.1 INSTALLATION
A. Equipment:
• Contractor shall install all equipment per manufacturer’s recommendations and all current state and local codes.
B. System Wiring:
• All system wiring shall be plenum rated.
• Wire gauge and shielding shall follow the manufacturer’s installation guidelines and the established base standard.
• All wiring shall be installed in accordance with the National
Electric Code (NEC) and the National Fire Protection Agency (NFPA).
• All wiring shall be concealed where possible. All exposed wiring shall be installed in a protective housing such as conduit or Wiremold.

• Cables penetrating floors and firewalls must be routed through a metallic sleeve and properly fire stopped to meet national and local fire codes. All walls and floors shall maintain their existing fire rating.
C. System Programming:
• The Contractor shall complete the programming of all inputs, outputs, readers, events, doors, building and base control panels.
• The Contractor shall utilize the Base standard naming conventions.
D. Vendor Drawings:
• Provide Vendor created Installation Drawings for approval Prior to any work.
Refer to the Information Technologies drawings for proposed device locations and control points. The Vendor shall provide all necessary devices, equipment, wiring, instillation, and programming to complete the system as submitted.
E. Related Work:
• Refer to information technologies drawings for rough-in locations installed by electrical contractor, Security vendor shall utilize this rough-in system to install the proposed system; any augmentation to the rough-in system required system shall be included in the price of the security system. The rough-in as shown on the information technologies drawings shall be provided in the base bid by the general contract.
• The Contractor shall perform all work described in this document along with any work not expressly mentioned in the specifications, but obviously necessary, for the proper execution of the same. It is not the intent to delineate or describe every detail and feature of work. No additions to the contract sum will be approved for any materials, equipment, and/or labor to perform work hereunder unless it can be clearly shown to be beyond the scope and intent of the drawings and specifications and absolutely essential to the proper prosecution of the work.
• Work under this contract consists of the complete installation and includes, but is not necessarily limited to, the furnishing of all labor, superintendence, material, tools, and equipment necessary to complete all the work.
3.2 SHOP DRAWING
A. Provide shop drawing submittals for review which shall include all new devices, wiring and components to be installed.
3.3 AS BUILT DRAWINGS
A. Upon completion of the project, Contractor is to prepare “As Built” documentation showing actual site conditions and installation as constructed, and provide copies of such documentation.
