MEMORANDUM FOR RECORD
SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION
W912L7-15-B-0001, MAINTIN INTERIOR/EXTERIOR BUILDING 113
Date: 6 Nov 2014, 1000 - 1145
1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following
Government representatives attended the subject meeting:

2. The following items were discussed during the Pre-proposal Conference:
a. Pre-proposal slides were presented to the Prime Contractors. Slides to be posted on Federal
Business Opportunity (FBO) website along with minutes and sign in roster.
b. Submit question in accordance with Section 00100 Paragraph. All questions to be submitted to the Contracting Office at 134.arw.lrs.lgc@ang.af.mil. Questions are not to be submitted to the A&E Firm
c. Questions are to be submitted by close of business 28 Nov 2014 in order to give the
Government the opportunity to provide answers by bid due date.
d. Contractors were briefed where the Contracting Office, Building 123 is located in order to turn in bids. Due date for bid is 4 Dec 2014 at 2:00 P.M. EST.
e. Additional site visits have been scheduled for 18 November 2014 at 1:00P.M EST and 20
November 2014 at 8:00 A.M. EST. Contractors should make every effort to attend one of these scheduled visits in order to minimize disrupting the Governments mission.
Exceptions will be made if needed. The POC for coordination is Maj David Barrett, 865-336-4212 or jon.barrett@ang.af.mil .
f. Moving of equipment from Building 113 to Building 126 and 426 was discussed. Contractors were advised to look at the drawing A0.2 for the Hangar and drawing C1.1 for Building 126.
These drawings are in two separate zip files on the FBO website. The drawings will explain what the Contractor is responsible to move and what the Government is responsible to move.
Escorts will be provided to the Contractors when they are moving equipment to Building 126.
g. Building 126 must be completed prior to starting the Hangar repair.
h. A review of the Hangar site plan was discussed, in particular the installation of the temporary fence location. Fence must be in place prior to starting Hangar Construction but not prior to equipment move.
i. The heat treat oven in B113 will remain and is required to be powered at all times.
Coordinate power outages with base prior to turning off.
j. B113 facility floor plan was discussed. The bathrooms and some offices will be moved/reconfigured. Most walls will stay. Complete removal of all items such as electrical, mechanical and fire suppression to name a few. Some asbestos removal is required in B113.
B126 has some asbestos but is not anticipated this project will disturb that location. Asbestos remove to be removed and disposed of by qualified personnel.
k. There will be some hard scape work.
l. Some structural retrofit.
m. Hangar doors to be adjusted, some currently stick when moving.

n. Contractors encouraged to look at plans in regards to bow trusses. New metal roof will be required. Looking for little or no seams on building. On site rolling of metal recommended.
o. High expansion foam system to be installed. Pump for current fire suppression system also supplies Hangar B111 and must be kept up and running until it has to be shut down. This must be coordinated with the Government.
4. Questions must be submitted in writing via email, especially technical questions to:
134.ARW.LRS.LGC@ang.af.mil. DO NOT CONTACT the Design Engineers or the Government
Engineers. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to FedBiz Ops. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued via email.
4. Attendees visited the sites for inspection.
5. Any amendments that are issued will posted to FedBiz Ops. Contractors were advised to check the website frequently.
6. The pre-proposal conference and site visit concluded at 1145 hours.
