SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

The following have been added by full text:

QUESTIONS 1-32

1. Question: After reading the General Equipment Notes for both B113 & B126, I understand that both, the Contractor & the Government will move equipment from B113 to B126 and that the Government will move “all” of the equipment back to B113 from 126. Is this correct? Also, the costs for moving the equipment, should it be included with Bid Item 0001 or 0005?

1. Answer: Per A0.2 General Equipment Note A “All equipment listed as “moved by Government” will be moved by Government from B113 to the building listed in schedule and either leveled and installed by general contractor or Government as indicated in the schedule. This equipment will then be moved by the Government from the building listed in the schedule to B113 and again either leveled and installed by the general contractor or Government as indicated in schedule. The same is true for all equipment listed as “moved by contractor”.

Essentially, all equipment moved out of B113 by the Government will be moved back into B113 by the Government and all equipment moved out of B113 by the contractor will be moved back into B113 by the contractor.

Costs associated with this effort will be included in Bid Item 0001.

2. Question: Finish schedule calls for CT1 in rooms that finish plan calls out as existing ceramic. Which is correct?

2. Answer: Finish plan calling for existing ceramic tile is correct.

3. Question: Door schedule does not show any double doors which are shown on A1.1. Will a new door schedule be issued to match floor plans?

3. Answer: See door schedule column labeled “pair” to indentify double doors.

4. Question: How do we access the existing building record drawings?

4. Answer: Record drawings have been uploade to Federal Business Opportunities (FBO) and will require the vendor to request access. These drawings are for reference only and are not to considered as “as-builts”.

5. Question: A note on AD1.1 says to remove and replace all cauking in the entire building. This is overly broad and makes no attempt to define a scope. Please clarify the requirements?

5. Answer: The contractor is to remove existing caulking in walls between aircraft bay and other interior spaces then replace with UL rated caulk or sealant to provide 1 HR fire rating at penetrations.

6. Question: Note 18 on AD1.4 says to demo the existing metal roof to the existing metal deck. S1.2 showns new metal roof deck throughout. Does the existing metal deck demo?

6. Answer: All metal deck is to be removed and replaced as shown on structural

7. Question: If all the metal roof deck get replaced (as shown on S1.2). The building will be entirely exposed for an extended period of time. Many areas on A1.1 show existing drywall partitions and insulation to remain.

Protecting these finishes in place would not be practical. What is the design intent?

7. Answer: General contractor is to protect existing gypsum walls from damage

8. Question: If metal roof deck gets removed and replaced, what items are attached to the deck and will be affected? Do they all demo?

8. Answer: No items attached to the existing metal deck are scheduled to remain

9. Question: Do the wall panels in the arch of 1/AD1.3 and on the lean too on 2/AD1.3 demo?

9. Answer: yes

10. Question: Where are the lead paint and asbestos reports?

10. Answer: In the Appendix section of the specifications

11. Question: What is the scope for lead paint and asbestos abatement?

11. Answer: Scope for lead and asbestos abatement is described in the plans and specifications. See also Question #20.

12. Question: The project manual does not reference the drawings for Building 126 in the list of drawings or in the project summary.

12. Answer: Applicable specification sections for the project entitled “Maintain Interior/Exterior Building 113” shall also apply to the project entitled “Repair Building 126 for Structural Repair.” A separate specification was not produced for the Building 126 project.

13. Question: Will the equipment that is scheduled to be removed and relocated be performed by the original equipment manufacturer to maintain any warranties?

13. Answer: The GC shall determine who moves the equipment. Any damage resulting from relocation of the equipment is the responsibility of the entity who moved it to repair.

14. Question: Can you please tell me where I can find the weight of the equipment that is to be removed & relocated?

14. Answer: A site visit can be arranged to obtain equipment model numbers, etc. in order to determine the weight of the equipment.

15. Question: Refer to Sheet E1.1. There are "L" Type fixtures shown in Nose Bay Room 117 that appear that they are wall surface mounted, however, Type "L" is a chain hung per the Lighting Schedule. Please clarify.

15. Answer: The intent of the Type L fixtures in the nose bay is to replace the existing wall-mounted fixtures in this general location. The fixtures in this location are to be wall surface mounted at the same elevation as the existing fixtures, not chain hung. The specified fixture will support surface mounting; provide all appropriate hardware accessories.

16. Question: According to the specs this appears to be a “LEED-meritable” project. Section 01354 does not state how the LEED project manager or commissioning agent are contracted. It also states that commissioning specs are included for contractor review (01814, 01810, 01780, 01820), but they do not seem to be.

16. Answer: LEED project manager is provided by the A/E firm. LEED documentation is required to be provided by the contractor per the specifications. The fundamental commissioning is provided by the A/E and additional specifications will be provided for the contractor’s reference regarding fundamental commissioning. Enhanced commissioning is not required as a part of this project.

17. Question: Are the following services contracted directly with you, or via the contractor? LEED project management, Energy modeling, Commissioning, IAQ Testing, etc.

17. Answer: Contractor is only responsible for contracting the IAQ Testing

18. Question: Under Section 00800 – Special Contract Specifications, Page 43 of subject solicitation, the RFP requires Aircraft Public and Passenger Liability insurance. Is this requirement a firm requirement? Are there any amendments to this section under consideration? If so, when is a proposed amendment scheduled for publication? If this requirement remains as written, what is the largest passenger aircraft that utilizes the TANG airfield facilities for which minimum insurance should be obtained?

18. Answer: The requirement for Aircraft Public and Passenger Liability is removed effective the posting of this question and answer document.

19. Question: At the pre-bid meeting, it was mentioned that a small amount of asbestos (ACM) was present in Building 113. The ECATS limited sampling report indicates that the entire inner roof (approximately 40,000 square feet) is to be handled and disposed of as ACM/Special waste due to the presence of asbestos and lead based paint.

Please verify that the entire inner roof is to be abated as such.

19. Answer: Confirmed, see page #4 ‘Recommendations’ of the ECATS Environmental Report included in the Appendix section of the specifications

20. Question: During the site visit, it was noticed that abandoned piping in the hangar overhead appeared to be insulated with ACM. This was not sampled or addressed in the ECATS report. Please clarify the demolition scope for “abandoned in place” piping not shown on drawings. Please provide characterization data for this material.

20. Answer: As noted in the ECATS Environmental Report, limited sampling has been conducted on all materials suspected to be ACM and lead and are noted in the report. However, all unused piping shall be demolished and all ACM and lead shall be remediated as a part of this project whether or not it is specifically called out on the drawings and specifications.

21. Question: The Davis Bacon Wage Determination Report lists “LABORER: Roof Tear Off” which is normally used for shingle removal.. Please clarify if the scope of work for this category will include metal roof & deck..

21. Answer: Laborer: Roof Tear Off may be used for removal of metal roof deck.

22. Question: There is no “Asbestos” Labor Rate classification listed in the Specification. What wage should be used for this category?

22. Answer: Recommend using Laborer: Group 1

23. Question: From the specs, on-site project staffing requirements do not appear to be defined. Please define the staffing requirements for: On-site QC, On-site Safety and Health Officer, On-Site Superintendent, On-Site Project Manager/Project Engineer. Can any of the staff be dual hatted?

23. Answer: Contractor should provide sufficient personnel to perform project management.

24. Question: Will the project be tracked in QCS?

24. Answer: See specification section 01040 for project scheduling. The Government is unfamiliar with

QCS.

25. Question: I just had a few questions about the Harper Porsche & Jaguar. In the specs it calls for sanitary napkin dispenser in the ADA stall, is it safe to assume that there is 1 dispenser and 4 sanitary napkin disposals, one for each stall? For the seat cover dispenser, is there one for each stall and one in the men’s toilet RM 48? Diaper changing stations, is there one in each bathroom Rooms 22 & 23? I don’t see any fire extinguishers or fire extinguishers cabinets on the plans. How many F.E. and F.E. cabinets are there?

25. Answer: It does not appear that this question pertains to this project.

26. Question: Could you please confirm if there is a safety sensing device currently installed on the hangar door?

If not is this is required as part of the refurb? This device would stop or reverse the door should the leading edge of the door contact a person or object

26. Answer: The hangar door is manually operated. As such there are no safety devices, existing or planned.

27. Question: Refer to Sheet E1.2. There are Disconnect Switches and Transformers that are shown in the following rooms: Welding Shop 134, outside of Sheetmetal Shop 126, corridor outside of Supply Office 123, and Mech/Elec 103. They have no description of what Size, Pole, Fuse, or Voltage. Please Clarify

27. Answer: Refer notes on E1.2 and also to E0.1. As noted on the drawings, the transformer in Welding Shop 134 is existing to remain; the transformer and 480 volt disconnect switch in Corridor 122 are existing to be relocated; the disconnects outdoors are to be sized to match the existing; and the transformer and 480 volt disconnect switch in Mech/Elec 103 are existing to be relocated.

28. Question: Refer to Sheet E1.3 Note 2, What size are the battery cabinets required?

28. Answer: As noted, Fire Alarm system booster batteries are to be provided and connected as required by the Fire Alarm system design. Coordinate the quantity and location of such cabinets with the Simplex Fire Alarm vendor.

29. Question: Specifications, Section 02062 3.1 DEMOLITION Section 3.1.C states “Repair all damage to features which are to remain and all demolition performed in excess of that required, at no cost to the Government.”

Is there a site map that demonstrates the locations of all underground utilities?

If not, unforeseen change in site conditions will require change orders. Is the language of Section 3.1.C to prevent the submission of change orders based on unknown conditions thereby placing all of the risk on the performing contractor?

29. Answer: Drawings SU1.1 and C1.1 show the known existing site features, including underground utilities.

Please see General Note #7 on the drawing Index sheet.

30. Question: For the rock anchors, we need 18" clear distance from any obstruction to the center of the anchor. It appears the pedestal portion of the footing is about 18" wide which would put the anchor approximately 14" off of the steel column. We need to be at least 18" off of the steel column. In addition, with the current rock anchor location being 5" off of the concrete pedestal there is not enough room to place the hydraulic jack and stressing chair required for anchor testing and post tensioning. The anchor location needs to be approximately 12" away from the pedestal. Can the anchor locations be adjusted? (see drawing S1.0 and details on S3.0)

30. Answer: It is our opinion the details are constructible as shown.

31. Question: The footings that receive the rock anchors are fairly small (4.5' x 5.5'). During testing, each anchor will be tested to a test load of about 11 kips. Once the anchors are stressed and locked off, they will add an additional 16 kips of vertical load to the footings which equates to approximately 650 psf of additional footing pressure . Has the potential settlement of the footing during testing, and at final configuration, been considered?

31. Answer: It is our opinion the amount of settlement due to that pressure will be negligible.

32. Question: Given the small anchor load required, helical piles could possibly be a favorable alternative to the rock anchors. The helical piles are less disruptive and quicker to install. Can helical piles be used in lieu of drilled and grouted rock anchors? (see drawing S1.0 and details on S3.0)

32. Answer: Helical piles were considered during the original design evaluations, but they required too large of a core hole in the footing in order to place, therefore they will not be considered.
