027 12/29/2015 1. We need to know how to separate the two line items Option #003 (MED) & Option #009 (GIB) for site work as mentioned in those options.
The drawings do not separate the site work between two facilities (MED
& GIB).
2. It is our assumption that all sanitary & facility water distribution should also be divided between Option #003 & Option #009 and how?
Option #003 (ABI No. MED-3 per specification 01 23 00) and Option #009 (ABI No. GIB-3 per specification 01 23 00) are in reference to the POV parking lot only. Refer to sheet CS-102 for the defined limits of the parking associated with each respective facility. All storm sewer infrastructure from drainage structure DI #2 to storm manhole ST MH#1 (with the exception of the underdrains located directly beneath the MED portion of the parking lot) and the site lighting infrastructure (light poles and conduit) shall be installed under the GIB facility. The underdrains located directly beneath the MED portion of the POV parking lot shall be installed with the MED facility.
028 12/29/2015 1. Calls for 2 1/2" top course and we need to know how to divide between the MED & GIB facilities per your bid schedule.
Refer to sheet CS-102 for clarification between extent of pavement within the POV lot associated with the MED facility versus the extent of pavement within the POV lot associated with the GIB facility. A dashed line, running plan east - west, is located in the center of the parking lot and identifies which area of pavement is associated with the respective facility.

GC shall incorporate coordinated information into Dewatering Plan Submittal for government review and approval (as required per Section 21 23 19, Section 1.3.A, 1-5).
030 12/31/2016 Please elaborate on meaning of "1 for 1 Replacement Construction" for MED & GIB facility. It is our understanding that for Option #0001, which calls for demolition of utilities (sewer, water & electric) for Building #41 and Option #0007, which call for demolition of Building #59 and foundation and utilities for Building #55 only.ponse to MG-025, we cannot locate Building #55 on Civil drawings and also we need sizes and quantities of utilities for bidding purposes.
1 for 1 replacement construction is intended as a general description of the project. Refer to RFI responses 025 and 007 for descriptions and clarifications for Options 0001 and 0007 associated with extent of demolition and sequence of construction.
031 12/31/2016 Per response to MG-025, we cannot locate Building #55 on Civil drawings and also we need sizes and quantities of utilities for bidding purposes.

032 12/31/2016 The line side of the transformer going to the GPU/JCP&L pole is indicated to be by the electrical contractor. This is usually by JCP&L and paid for by the owner. Please confirm the drawings are correct.
Drawings are correct. Furnish and install all electrical as shown on plans and specifications.
033 12/31/2016 a. Please confirm or clarify that the only difference between additive bid items MED-1 & MED-2 is the time when the demolition of the buildings is to occur (beginning versus end). This also is similar for GIB-1 & GIB-2.
b. If the above statement is correct, please clarify how MED-1 could be an "Add" and MED-2 would be a "Deductive" cost? Are these supposed to be cumulative adds/deducts? Both of these seem to add scope (demo of buildings).
a. Yes, specific to the scope in each respective Additive Bid Item and associated Civil Drawing(s).
b. MED-1 (and GIB-1) Additive Bid Items are bids that are not included within the Base Bid, as such they are ‘adds’ to the Base Bid. MED-2 (and GIB-2) amend portions of the overall Demolition scope to occur at the end of the project such that all demolition is occurring at one time, the end of the project (thus anticipating a lower overall MED/GIB demolition cost).
034 12/31/2016 Div 31 Can we get a better detail about where the outfall outlet structure is located on plan and a better detail about the outfall to be built through the bulkhead along with the flap gate?
The 24” storm sewer (outfall outlet structure) shall extend through and daylight at the existing corrugated metal Stockton Lake bulkhead wall (as noted on Keynote #1, and Sheet notes #3 & #4 on Sheet CG-102). Refer to paragraph 2.4 of specification 33 41 00 'Storm Utility Drainage Piping' (and Sheet CG-102) for requirements on the flap gate.

5) There are ‘AV’ wall outlets illustrated within room G-102a and G-102b.
However, I can’t seem to find within the Division 27 specifications what type of cabling is required for each outlet.
1. Provide extra material per 271300 1.10.A 1 & 2 and 271500 1.10.A 1, 2 & 3.
2. Provide MMF strand count per T-601/A1 diagram.
3. Provide SMF strand count per T-601/A1 diagram.

048 1/6/2016 074213 & 013100 Contract Specification #013100 indicates that the "Contractor" is to be the responsible party to ensure that all systems (e.g. structural steel and cold-formed metal framing) are to conform to the required tolerances of the Exterior Cladding System and responsible for costs to modify and correct this out-of-tolerance conditions.
Contract Specification Section #074213 states that the Metal Wall Panel Installer is to "examine wall framing to verify that girts, angles, channels, studs, and other structural support panel members and anchorage have been installed within alignment tolerances required by Metal Wall Panel Manufacturer" and provide all miscellaneous panel framing, supports, furring, sub-girts, etc. required to rectify any out of tolerance conditions required by metal wall panel system.
Which Specification is to be used to correct out-of-tolerance conditions?
The Metal Wall Panel Installer has no control or authority or standing to ensure that the "Contractor's" structural steel and cold-formed metal framing Sub-Contractors workmanship will conform to the alignment tolerances of the exterior Metal Wall Panel support systems. Shouldn't the burden of responsibility to rectify this problem be the Contractor's and not the Metal Wall Panel Installer?
The contractor shall be responsible for providing a complete and finished exterior wall assembly which shall also include all additional miscellaneous framing and components to include (but not limited to) vertical joints, end conditions, supporting framing, adjustable anchors, clips, fasteners, membrane shims, and all miscellaneous panel framing, supports, furring, sub-girts, etc. required to rectify any out of tolerance conditions, and shall be coordinated will all adjacent wall systems, substrates, and assemblies.
049 1/6/2016 074213.16 Contract Specification Section #074213.16 - Standing Seam Metal Roofing Panels indicates that the Metal Standing Seam Roof Manufacturer' s Roofing Inspector provide "full-time" onsite inspection for the installation of this work and that this Metal Standing Seam Roof Inspector be present for all roofing operations.
Is this correct? The Metal Standing Seam Roof Inspector is to be onsite "full-time"?
YES.

057 1/11/2016 01-81-13 Has the architect and engineer already registered the project with the USGBC? If so, please provide Project ID’s & boundary lines for the 2 separate projects.
Regarding the LEED requirement of obtaining 2 certificates, one for MED and one for GIB building, this is costly and time consuming, all materials need to be separated by building, then there is the corridor in the middle that comes into question, where does that fall into? I recommend making this 1 LEED project.
Yes, both projects have been registered, and their Project IDs are as follows:
• MED: 1000045495
• GIB: 1000045497
Please see attached LEED boundary drawing that was used for the allocation of the design credits, per project. Note that attachment drawing is to be used for LEED purposes only.
The projects must be separately certified (as noted in Section 01 81 13, 1.1.A) based on government requirement.

065 2/2/2016 metal roof and wall panels
The specifications for the metal roof and metal wall panels list Centria as the basis of design and include other panel mfgs. However, these other mfgs either: don not offer a similar profile, do not offer the required gauge of the material needed, can't provide the special paint system as spec'd or som combination of the above. There are other product mfgs that do.
Can the specs be treated as a "performance spec" so that a greater pool of contractors can bid this work? Otherwise, only Centria's contractors are eligible to bid this project.
Bids shall be based on the contract plans and specifications which do define the required performance requirements (to include but not limited to: gauge, profiles, color, etc. ) for the roofing and wall panel systems. After award, the awarded General Contractor (GC) may submit a substitution request, but only per the substitution request process as defined in the Division 1 Specification Section (01 60 00) describing that process, and only if there is a savings in time and/or money to the Government---the burden of proof of which, is on the awarded GC. The awarded GC must also prove that the proposed substitution meets all of the specified performance requirements of the original item. In addition, contractor shall verify and match metal roofing and metal wall panels of adjacent construction project, Regional Training Institute (RTI) to be coordinated with on-site NJARNG project team after award and/or prior to submittal preparation.
066 2/2/2016 solar panels Solar Water Heater Collector System - the local distributor/rep (AO Smith) for the mfg who is listed as the basis of design will ONLY quote the (8) solar panels, the will not quote the "drain down" portion of the system nor will they provide a quote for any controls for this system. They have taken exception to anything beyond the furnishing of the (8) solar panels and have stated that this design is incomplet and outdated. Please advise ASAP.
Statement is not correct, design is complete and sufficient. The contractor shall provide ALL components for a complete and operable solar domestic hot water heating system that satisfies the performance requirements in the contract documents. The performance requirements noted are non-proprietary, and as such, other approved manufacturers are listed in specifications (subject to satisfying the project’s performance requirements) if the referenced vendor is unable to provide the system.
