Describe compliance with FAR 52.219-8, Utilization of Small Businesses (2A)
2B – 2E 2E has a limit of four (4) pages

If you do not have relevant past/present performance and are using the experience of key personnel, predecessor companies or subcontractors, ensure you clearly state this in the proposal .
In order to consider the work of subs and teaming partners not currently employed by proposing contractor, the subcontractor must complete Exhibit B - Information and Consent form

Carefully review section 00120 when preparing proposal
Comply with section 00100 and 00110 requirements
Failure to furnish a complete proposal may result in elimination from consideration
Best value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on price and other non-cost related factors.
Submit a complete proposal in accordance with instructions – use formats provided.
Prime Contractors are responsible for coordination among the divisions with subcontractors
Technical is somewhat more important than Past/Present Performance and when combined these non-cost factors are approximately equal to the Price Factor.
1. Technical will be evaluated first, Past/Present performance second and Price last.
2. If an offeror receives “red” or “yellow” technical rating, they will be eliminated unless discussions and proposal revisions are deemed necessary by KO
3. Past/Present Performance – Relevancy and Confidence Assessment
4. Price – Not rated. Reviewed to ensure it is reasonable, realistic, and affordable
5. Trade-off analysis is conducted to arrive at Best Value decision
• Award is contemplated to be made without discussions. Do not anticipate a chance to make corrections or changes
• Your first proposal will probably be your ONLY proposal!
• Read the solicitation requirements carefully!!
• Consider using Section 00120 to “rate” yourself before submitting the proposal - Is it complete??
When using a subcontractor to obtain/enhance relevancy provide Subcontractor Information and Consent Form (Exhibit B) or it will not be considered
Award in this process does not necessarily mean the lowest price wins
All amendments will be posted on the FBO web site
After closing, no information will be available until award
Award will be posted to the web
Results will be announced around end of July 2016
FAR 52.219-14 Limitations on Subcontracting Apply- Small Business must perform 15% of cost of contract, not including the cost of materials with its own employees
• Questions and RFIs are due NLT Monday, May 23rd, 2016 at 2:00 pm EST or 5 working days prior to solicitation close date
• Answers to questions will be posted not later than 2 working days prior to solicitation close date
• Questions received after May 23rd, 2016 at 2:00 pm EST may be held and addressed after RFP closing with those offerors determined to be in the competitive range if discussions are deemed necessary
• Do not call technical personnel or A&E as this will delay getting an answer
• All questions are on a non-attribution basis
